Eligibility

Special Benefit is intended for people in financial hardship who cannot obtain or earn enough to support themselves or their family and cannot receive another Services Australia income support payment. For a claim for yourself, Services Australia requires that the hardship and inability to earn a sufficient livelihood result from circumstances outside your control, that you do not receive certain Department of Veterans' Affairs payments, that you meet the applicable residence or approved temporary visa rules, and that you pass the income and assets tests. Services Australia states that an Australian citizen or permanent resident older than 16 may not be eligible for Special Benefit because another income support payment may be the appropriate payment. Separate rules allow some non-resident parents or guardians to claim Special Benefit for an Australian citizen or permanent resident child in their custody when the parent cannot receive income or family support because they are not a permanent resident and the family is in financial hardship.

How to do it

  1. Check whether Special Benefit is the appropriate payment. You must generally be unable to get another Services Australia income support payment.
  2. Confirm that you meet the financial hardship, residence or eligible visa, income and assets requirements.
  3. Set up a myGov account and link Centrelink if you do not already have a linked Centrelink online account.
  4. Gather the documents required for your circumstances, including 3 months of bank statements for all accounts, identity information and your tax file number.
  5. Sign in to myGov and open Centrelink.
  6. Select Make a claim or view claim status, then Make a claim.

What is Special Benefit?

Special Benefit is a Centrelink payment for people in financial hardship who are not eligible for another Services Australia income support payment. It is not a general alternative that you can choose instead of JobSeeker Payment, Youth Allowance, Parenting Payment or another payment for which you qualify.

Services Australia assesses why you cannot support yourself, your access to other income support, your residence or visa status, your income and assets, and other support available to you.

Who can get Special Benefit?

For a claim for yourself, Services Australia says you may qualify if all of the following apply:

  • you are in financial hardship and cannot earn enough to support yourself or your family because of circumstances outside your control
  • you cannot get another income support payment from Services Australia
  • you do not receive certain Department of Veterans' Affairs payments
  • you meet the applicable residence or approved temporary visa requirements
  • you meet the income and assets tests.

Services Australia notes that if you are an Australian citizen or permanent resident older than 16, you may not be eligible for Special Benefit. This is because Special Benefit is generally used when another income support payment is not available. If losing work or having your hours reduced is the reason you need support, check whether JobSeeker Payment is the applicable payment before relying on Special Benefit.

What residence or visa rules apply?

On the day you claim Special Benefit, you must be living in Australia and physically in Australia.

You must also meet the residence rules published by Services Australia. These include Australian citizenship, a permanent visa, a protected Special Category visa or certain temporary visas, including qualifying partner provisional or temporary protection-type visas.

If you have recently arrived in Australia as a resident, a newly arrived resident's waiting period may apply. Services Australia states that the waiting period for Special Benefit may be 2 or 4 years depending on the circumstances, although exemptions exist.

Certain temporary visa holders can qualify for Special Benefit under specific rules. Services Australia lists visa subclasses including Bridging visa F subclass 060, Bridging (Removal Pending) subclass 070, Humanitarian Stay (Temporary) subclass 449, Temporary Protection subclass 785, Temporary (Humanitarian Concern) subclass 786 and Safe Haven Enterprise subclass 790 among visas that may provide an exemption from the newly arrived resident's waiting period for Special Benefit. Eligibility still depends on the other Special Benefit requirements.

How does the Special Benefit income test work?

Services Australia looks at all income you receive. If you have a partner, Centrelink also assesses your partner's income.

Special Benefit has a particularly direct income test: for every $1 of gross income you receive, your Special Benefit is reduced by $1. Services Australia can also take into account other support you receive, including food, accommodation, utilities and other goods and services.

If your income and other support equals or exceeds the maximum Special Benefit rate that would otherwise apply to you, you cannot receive Special Benefit.

What is the Special Benefit assets test?

Centrelink assesses your assets and, if you have a partner, your partner's assets. Assets can include assets held outside Australia.

As verified on 2 October 2026, Services Australia lists the following Special Benefit asset limits:

  • Single homeowner: $333,000
  • Single non-homeowner: $600,000
  • Couple combined, homeowner: $499,000
  • Couple combined, non-homeowner: $766,000

The same couple limits apply where only one partner is eligible. Services Australia notes that limits can be higher if Rent Assistance is included with the allowance. These thresholds are indexed and can change, so the amount applicable when Centrelink assesses your claim is the relevant amount.

How much Special Benefit can you get?

The amount depends on your circumstances. Services Australia states that Special Benefit is usually paid at the same rate as JobSeeker Payment or Youth Allowance.

There is therefore no single Special Benefit amount that applies to everyone. Your age, family circumstances and the income and assets tests can affect the amount. Rates are updated on 1 January each year for recipients younger than 21 without children, and on 20 March and 20 September for recipients with dependent children or who are 21 or older.

Special Benefit is a taxable Centrelink payment if you are 16 or older.

What documents do you need to claim?

Centrelink asks for documents based on your answers and circumstances. Services Australia specifically requires bank statements covering the last 3 months for every account you hold, including overseas accounts. If you have a partner, Centrelink also requires bank statements for their accounts.

You also need to confirm your identity and provide a tax file number. Depending on your circumstances, Centrelink may ask for additional evidence relating to matters such as:

  • employment and recent separation from work
  • foreign pensions or overseas income
  • compensation or damages
  • study or training
  • additional income and assets
  • interests in private companies or trusts
  • your living situation if you are under 18 and unable to live at home.

If you stopped work during the previous 12 months, you may be asked for an Employment Separation Certificate.

How do you claim Special Benefit online?

The easiest way to claim is online using a Centrelink online account linked to myGov. If you do not have the accounts set up and linked, do this before starting the claim.

  1. Sign in to myGov and select Centrelink.
  2. Select Make a claim or view claim status, then Make a claim.
  3. Under Other payments, select Get started.
  4. Select Apply for Special Benefit.
  5. Answer the questions and provide the requested information.

If you cannot claim online

Can you claim Special Benefit for a child?

There is a separate pathway for some children. If you cannot get Special Benefit for yourself, you may be able to claim it for a child if all of these conditions apply:

  • you cannot receive an income or family support payment because you are not a permanent resident
  • the child is an Australian citizen or permanent resident
  • you have custody of the child
  • you are in financial hardship.

A non-resident parent or guardian claiming for an Australian citizen or permanent resident child must complete the official Claim for Special Benefit for a child form and provide the supporting documents requested by Services Australia.

If you are otherwise eligible for family assistance for a dependent child, check the separate rules for Family Tax Benefit because Special Benefit cannot simply replace another income support payment for which you qualify.

Can you study while getting Special Benefit?

You can receive Special Benefit while studying if you continue to meet its eligibility rules and your Employment Services Provider approves your full-time study for a specified period or approves training as part of your mutual obligation requirements. Services Australia says the study or training will only be approved under these rules if it improves your prospects of getting a job.

If your circumstances involve disability and you may qualify for the normal disability payment, check Disability Support Pension eligibility.
