How to exchange a foreign driver's licence for an Ontario licence in Canada

Can you exchange a foreign driver's licence in Ontario?

Yes, but only licences from certain jurisdictions can be directly exchanged. Ontario has reciprocal licence agreements with all Canadian provinces and territories, U.S. states, the Canadian Armed Forces and a defined list of foreign jurisdictions.

If your foreign licence is not from an exchange-agreement jurisdiction, you cannot simply swap it for a full Ontario licence. You must apply through Ontario's graduated licensing process and complete the tests that apply to your circumstances.

How long can a newcomer drive with a foreign licence in Ontario?

A new Ontario resident may use a valid licence from another province, state or country for 60 days. After those 60 days, an Ontario driver's licence is required to continue driving in the province.

This 60-day rule is for people who have moved to Ontario. Visitors are subject to different rules.

Which foreign licences can be exchanged in Ontario?

Ontario currently permits eligible direct exchanges from Australia, Austria, Belgium, Croatia, Denmark, France, Germany, Great Britain, Hungary, the Isle of Man, Japan, Kosovo, South Korea, New Zealand, Northern Ireland, the Republic of Ireland, Switzerland, Taiwan and Ukraine. Ontario also has exchange arrangements with every Canadian province and territory, U.S. states and the Canadian Armed Forces.

The precise Ontario licence class you can receive depends on the licence class you hold and your documented driving experience. Exchange rules also differ for motorcycles and commercial licences.

How much driving experience do you need for a full Class G exchange?

To receive a full Class G or Class M licence through an applicable reciprocal exchange, DriveTest requires proof of at least 2 years of driving experience in an equivalent full licence class during the previous 3 years.

If you cannot prove the required 2 years, your foreign licence may be exchanged for a novice Ontario licence and you may need to complete the remaining graduated licensing requirements.

What documents do you need to exchange a foreign licence?

You must bring your original valid foreign driver's licence and original acceptable identification proving your legal name and complete date of birth.

If your legal identification and foreign licence show different names, you need documents that connect those names. Depending on your circumstances, accepted linking documents can include a marriage certificate, legal change-of-name document, divorce certificate or court order.

You may also need a driver's abstract, authentication letter or other official record to establish how long you have been licensed.

Proof of foreign driving experience

A driver's abstract or authentication letter may be necessary when your current licence does not show enough information to establish your driving history or when the exchange agreement requires additional verification.

DriveTest states that an acceptable authentication letter or abstract must generally have been issued within the previous 6 months by the licensing authority, consulate, embassy or high commission representing the jurisdiction.

The document must include the information required by DriveTest, which can include the driver's name or licence number, date first licensed, licence class, licence status, expiry date and date of birth where the field exists on the issuing authority's record.

DriveTest does not accept driving-experience documentation from insurance companies or third-party verification websites.

Do foreign driver's licence documents need to be translated?

Yes, if they are not in English or French. A foreign driver's licence used for an Ontario exchange must be in English or French or accompanied by an acceptable translation from an Ontario Ministry of Transportation-recognized translator.

The same translation requirement can apply to supporting driving-history documents. Ontario's official guidance states that a foreign licence translation used for an exchange must be current, dated within 6 months of the Ontario application.

An authentication document from a consulate, embassy or high commission in English or French may affect whether a separate translation of the licence is required, depending on the documentation presented.

Where do you exchange a foreign driver's licence?

You must apply in person. Ontario and DriveTest state that foreign licence exchanges can be processed at any DriveTest Centre. They can also be processed at ServiceOntario College Park, located at 777 Bay Street, Lower Level, Toronto.

Other ServiceOntario locations do not issue licences for new Ontario residents and cannot process the foreign licence exchange.

DriveTest centres accept walk-ins. Appointments are also available for licence exchanges at selected locations, and DriveTest notes that an appointment may be required for guaranteed service at those locations.

Can you exchange a foreign driver's licence online?

No. The foreign driver's licence exchange or foreign-experience application itself must be completed in person because original documents, vision testing and possible driver examinations are involved.

What tests are required for an exchange-agreement country?

If you hold an eligible equivalent licence from an Ontario reciprocal jurisdiction and provide the required documentation and driving experience, you may be exempt from the usual knowledge and road examinations for the equivalent Ontario licence.

You must still complete the in-person application and vision test and satisfy the identity, residency and legal-presence requirements.

What if your country does not have a licence exchange agreement with Ontario?

Rules changed on July 1, 2026. Drivers from jurisdictions without an Ontario exchange agreement can receive a maximum of 12 months of foreign driving-experience credit.

Ontario states that these applicants must successfully complete the vision test, knowledge test and G2 road test. After obtaining the G2 licence, they must wait at least 12 months before attempting the G road test and must then pass the G road test to obtain the full licence.

The foreign experience credited to a non-reciprocal applicant cannot be used to reduce the mandatory 12-month waiting period between the G2 and G road tests.

If you have at least 12 months of credited foreign experience

You may be eligible to take the G2 road test immediately after completing the initial requirements. After passing the G2 road test, you must still wait at least 12 months before taking the G road test.

If you have less than 12 months of credited experience

You must complete the remaining time needed before becoming eligible for the G2 road test. Ontario's official handbook gives the example of a driver with 6 months of credited experience who normally needs another 6 months at G1 before becoming eligible for the G2 test. A ministry-approved beginner driver education course can reduce the normal G1 waiting requirement where applicable, but it does not remove the mandatory 12-month wait between G2 and G for non-reciprocal foreign licence applicants.

How much foreign driving experience can Ontario credit in 2026?

From July 1, 2026, a person applying with a licence from a jurisdiction without an exchange agreement can receive up to 12 months of credit for qualifying foreign driving experience. Ontario's official handbook states that only qualifying experience within the previous 3 years, up to the 12-month maximum, can be credited.

If your current licence shows less experience than you actually have, you may need an official authentication letter to establish the additional period, subject to the 12-month maximum.

It must come from the licensing authority, consulate, embassy or high commission representing the jurisdiction and contain the required official identification and licensing information.

The document must be in English or French or accompanied by an acceptable translation. DriveTest requires an original document or an electronically issued document presented as a paper copy and does not accept ordinary photocopies, scans or faxes as the official authentication record.

How much does a foreign licence exchange cost in Ontario?

DriveTest lists the fee for a licence exchange from a reciprocal jurisdiction as $90, representing the five-year Ontario licence.

If your licence cannot be directly exchanged and you must enter the Class G licensing system, different testing fees apply. DriveTest currently lists the Class G1 licence package at $159.75. This package includes a knowledge test, one G2 road test and a five-year licence. An additional knowledge-test attempt costs $16, and a Class G road test costs $91.25.

Do you have to surrender your foreign licence?

A direct reciprocal licence exchange normally involves surrendering the licence being exchanged as part of the Ontario exchange process. Once an Ontario driver's licence has been issued, DriveTest states that the Ontario licence must be used for driving in Ontario rather than the foreign licence.

What licences cannot be directly exchanged?

Ontario does not directly exchange learner permits. A licence from a jurisdiction without an exchange agreement also cannot be directly exchanged.

Ontario lists additional restrictions for certain suspended, prohibited or cancelled licences, foreign commercial classes, driving-instructor licences, school-bus classes and some motorcycle licences from reciprocal jurisdictions. Applicants in these situations may still qualify for another Ontario class or for foreign driving-experience credit depending on the circumstances.

Special rules for refugees, protected persons and people from Ukraine

Ontario has special foreign-experience provisions for some protected persons, refugee claimants and people from Ukraine who cannot provide the standard original foreign licence.

Eligible protected persons or refugee claimants whose licence was seized by the Canada Border Services Agency may be able to use a certified true copy stamped by the agency. In specified cases, a self-declaration of foreign driving experience may be accepted. Ontario limits the credit available through these special provisions to a maximum of 12 months, and the applicant must still complete the required testing.

What happens after the foreign licence application?

If you qualify for a direct reciprocal exchange and satisfy the documentation, experience and vision requirements, the exchange can be processed through the Ontario licensing system without the ordinary graduated-licensing tests that would otherwise apply.

If you do not qualify for a direct exchange, your credited foreign experience determines where you enter Ontario's graduated licensing process and when you become eligible for the G2 road test. Non-reciprocal applicants must still complete both the G2 and G road tests under the rules effective July 1, 2026.
