What you need

  • Make sure your personal details match the information held by the Australian Taxation Office and the USI Registry System.
  • Read the current Commonwealth supported places and HECS-HELP information booklet before submitting the application.

Eligibility

HECS-HELP is available only to eligible students enrolled in a Commonwealth supported place. You must meet the citizenship and residency requirements, have available HELP balance and Student Learning Entitlement, be assessed as a genuine student and academically suitable, satisfy the applicable study load rules and submit a valid eCAF by the deadline. Eligible citizenship and residency categories include an Australian citizen who will undertake at least some of the course while living in Australia, an eligible New Zealand Special Category Visa holder or eligible former holder who meets the long-term residency requirements, an eligible current or former permanent humanitarian visa holder, and an eligible Pacific Engagement Visa holder, subject to the specific residence conditions applying to each category. Ordinary Australian permanent residents are generally eligible for a Commonwealth supported place but are not generally eligible for HECS-HELP, except in limited circumstances such as eligible bridging study.

How to do it

  1. Confirm that your university place is Commonwealth supported. Check your offer letter or ask your higher education provider whether you have been offered a Commonwealth supported place. HECS-HELP cannot be used for an ordinary full fee-paying place.
  2. Check your HECS-HELP eligibility. Confirm that you meet the citizenship or visa and residency rules and the other requirements for HELP assistance.
  3. Check your available HELP balance and Student Learning Entitlement. If you have studied previously, use myHELPbalance to check whether you have enough remaining HELP balance and SLE for the study you plan to undertake.
  4. Accept your Commonwealth supported place. Follow your provider's instructions for accepting the offer and completing enrolment.
  5. Get or locate your USI. Higher education students need a Unique Student Identifier to access a Commonwealth supported place and HECS-HELP. Provide your USI to your provider as instructed.
  6. Prepare your TFN. You must satisfy the HECS-HELP TFN requirements because HELP debts are administered through the Australian tax system. Make sure your identifying details match the ATO records.
  7. Read the current HECS-HELP information booklet. You must read the relevant Commonwealth supported places and HECS-HELP information before submitting your application.
  8. Complete the eCAF supplied by your provider. Your provider gives you the Commonwealth supported place and HECS-HELP Electronic Commonwealth Assistance Form. Enter your TFN, USI, name, date of birth, address and the other information requested.
  9. Choose how much of your student contribution to defer. If eligible, you can use HECS-HELP for the student contribution amount rather than paying that amount entirely upfront, subject to your available HELP balance and the applicable rules.
  10. Submit the eCAF by the deadline. Submit a valid form on or before the census date for the relevant study period. If your provider sets an earlier administrative date, follow that earlier deadline.
  11. Check that your details have been accepted. If your TFN, USI or personal information does not match the relevant government records, contact your provider and correct the information promptly.
  12. Review your Commonwealth Assistance Notice. After the census date, your provider issues a Commonwealth Assistance Notice showing information about the Commonwealth assistance and HELP debt for the relevant study period. Check it and contact your provider if anything is incorrect.

What is HECS-HELP and who can apply?

HECS-HELP is an Australian Government loan that eligible students in Commonwealth supported places can use to pay their student contribution amounts. It is not available for an ordinary full fee-paying place, which may instead be covered by FEE-HELP where the separate eligibility rules are met.

Your university or other approved higher education provider assesses whether you meet the HECS-HELP eligibility requirements and provides the application form as part of the enrolment process.

Do you need a Commonwealth supported place before applying for HECS-HELP?

Yes. HECS-HELP is specifically for eligible students enrolled in Commonwealth supported places, commonly called CSPs. In a CSP, the Australian Government pays part of the cost of the course directly to the provider and the student is responsible for the remaining student contribution amount.

Your offer letter or provider enrolment information should identify whether your place is Commonwealth supported. If you have a full fee-paying place instead, HECS-HELP does not apply.

Who is eligible for HECS-HELP in 2026?

To qualify, you must be enrolled in a CSP and satisfy all of the applicable HECS-HELP requirements. These include citizenship and residency rules, HELP balance and Student Learning Entitlement requirements, genuine student and academic suitability assessments, study load limits, TFN and USI requirements and submission of the required eCAF by the deadline.

Which Australian citizens can use HECS-HELP?

An Australian citizen can meet the citizenship requirement if they will undertake at least some of their course of study while living in Australia, subject to the other HECS-HELP eligibility rules.

Can New Zealand citizens get HECS-HELP?

A New Zealand citizen is not automatically eligible for HECS-HELP merely because they can access a Commonwealth supported place. A New Zealand Special Category Visa holder, or an eligible former holder, may qualify for a HELP loan if they meet the long-term residency requirements and the other applicable rules.

The long-term residency test includes requirements about when the person first became usually resident in Australia and the amount of time spent in Australia during specified periods before applying.

Can Australian permanent residents get HECS-HELP?

Australian permanent residents may be eligible for Commonwealth supported places but are generally not eligible for HECS-HELP. Study Assist identifies limited exceptions, including eligible bridging study for overseas-trained professionals.

Can humanitarian or Pacific Engagement Visa holders qualify?

Eligible current or former permanent humanitarian visa holders and eligible Pacific Engagement Visa holders may access HECS-HELP when they satisfy the specific residence conditions and all other loan requirements.

Do you need a Tax File Number for HECS-HELP?

You must meet the TFN requirements when applying for HECS-HELP because your HELP debt is administered and repaid through the Australian taxation system.

The TFN and personal information supplied through your eCAF must match the information held by the Australian Taxation Office. A mismatch can prevent access to the loan until the problem is corrected.

If you have applied for a TFN but do not expect to receive it before the census date, contact the ATO and your higher education provider as early as possible about the official evidence required to satisfy the TFN application rules. Do not assume that an ordinary lodgement receipt is sufficient.

Do you need a USI to get HECS-HELP?

Yes. Higher education students need a Unique Student Identifier to access Commonwealth financial assistance such as HECS-HELP and to be eligible for a Commonwealth supported place.

If you already have a USI, use the existing identifier rather than creating another one. Make sure the personal details linked to your USI match the details supplied to your provider and used for your TFN.

What is the HECS-HELP eCAF?

The Electronic Commonwealth Assistance Form is the form used to accept a Commonwealth supported place and request HECS-HELP assistance. Your higher education provider supplies the form and instructions as part of the enrolment process.

The same CSP and HECS-HELP eCAF provides access to both the Commonwealth supported place and the HECS-HELP loan where you are eligible.

When you submit the form, you declare that you have read the relevant information booklet, understand the terms and conditions of the assistance and have provided accurate information.

What details are required on the eCAF?

The eCAF requires personal and eligibility information. Study Assist specifically identifies your TFN, USI, name, date of birth, email, address, gender and citizenship among the personal information provided through the form.

Your identifying details must match the records held by the ATO and the USI Registry System. Incorrect or inconsistent information can stop your HELP application from being validated.

When is the HECS-HELP application deadline?

The census date is the legal deadline for submitting your HELP loan form for a study period. Each university or higher education provider sets its own census dates, and different units can have different census dates.

Your provider must publish its census dates. Check the provider website, student portal, student handbook or enrolment information rather than assuming that every Australian university uses the same date.

Some providers also set an administrative date before the census date for forms or payments. If your provider gives you an earlier administrative deadline, complete the eCAF by that earlier date.

What happens if you miss the census date?

If you do not correctly submit the HECS-HELP eCAF on or before the census date, you cannot access the HELP loan for that study period. If you also have not paid your student contribution amount upfront, your enrolment and Commonwealth subsidy for the CSP can be cancelled.

This makes the census date one of the most important deadlines in the HECS-HELP process.

Can you pay part upfront and use HECS-HELP for the rest?

HECS-HELP can be used to defer an eligible student contribution amount, while students may also make upfront payments to their provider. The amount that can be borrowed remains subject to your available HELP balance and the other loan requirements.

Your provider can tell you how partial upfront payments are handled within its payment system and the deadline for those payments.

How much does it cost to apply for HECS-HELP?

There is no application fee and no loan fee for HECS-HELP. This is different from some other HELP arrangements where a loan fee can apply.

The loan itself creates a HELP debt for the student contribution amount deferred through HECS-HELP. That debt is subject to the Australian Government's HELP repayment and indexation rules.

Do you need available HELP balance?

Yes. You must have enough available HELP balance to borrow the amount you want to defer. Students who have used HELP loans before should check their available HELP balance through myHELPbalance before relying on HECS-HELP for future study.

You must also have sufficient Student Learning Entitlement for Commonwealth supported study.

Who approves your HECS-HELP application?

Your approved higher education provider is responsible for assessing whether you satisfy the HECS-HELP eligibility criteria. There is no separate student application sent directly to the Department of Education for routine HECS-HELP approval.

If you are unsure whether your citizenship, residency, study history or other circumstances meet the requirements, contact the provider before the census date so any eligibility problem can be addressed in time.

What if there is a mistake on your eCAF?

If you find incorrect information before the census date, contact your provider and correct it as soon as possible.

Study Assist states that where an error is identified after the census date, there is a 6-week period after the census date in which an eCAF error can be corrected. After that period, further corrections to the application are not available through that correction process.

If your circumstances change in a way that affects your CSP or HELP eligibility, tell your provider as soon as possible.

Do you need a new eCAF if you change courses?

Yes. HELP applications are not transferable between courses. If you change to a different course, including another course with the same provider, you need to submit the required new eCAF for the new course by the relevant deadline.

If you move to another higher education provider, you must also complete the new provider's enrolment and HELP application process.

What happens after the census date?

Once the census date has passed, the provider reports your HELP information through the Australian Government higher education reporting system. The reported information is ultimately transferred to the Australian Taxation Office for administration of your HELP debt.

Your provider also issues a Commonwealth Assistance Notice showing relevant information about your Commonwealth supported enrolment and HELP assistance. Review the notice and contact the provider if you believe information has been reported incorrectly.

When do you repay HECS-HELP?

HELP debts are repaid through the Australian taxation system once your repayment income exceeds the applicable compulsory repayment threshold. For the 2026-27 income year, the minimum repayment income is $69,528.

The amount you repay depends on your repayment income under the Australian Taxation Office rules. HELP debts are also subject to annual indexation under the legislation.

Can I get HECS-HELP if my university place is full fee-paying?

No. HECS-HELP is for eligible students enrolled in Commonwealth supported places. A full fee-paying student may instead be eligible for FEE-HELP under its separate rules.

Can I submit my HECS-HELP form after the census date?
