How to Obtain an Official Certificate of Domicile or Residence Online in Romania
Get an official Romanian certificate confirming your registered domicile or residence through MAI HUB. Learn how to validate your account, request the free certificate and obtain an EU multilingual form.
Helpydo structures practical guidance around official or public sources. For individual cases, confirm requirements with the responsible institution.
Romanian citizens can obtain an official certificate confirming their registered domicile and/or residence through the Ministry of Internal Affairs (MAI) HUB portal. The service is called Eliberare certificat privind domiciliul inregistrat in Registrul National de Evidenta a Persoanelor and is provided by the General Directorate for Persons Records (DGEP). Create or access a validated MAI HUB account, select Identitate persoana, then Atestare domiciliu/resedinta, and request the certificate. The online certificate is free, electronically signed and can also be requested for the account holder's minor children. MAI publishes an average online delivery time of two minutes and a maximum of 12 hours. A paper certificate can alternatively be requested at a persons records office. This service certifies an address already registered in Romania; it does not register a new domicile or residence.
What you need
- Romanian citizenship: the dedicated certificate service is intended for Romanian citizens whose domicile and/or residence information is recorded in the National Register of Persons Records (RNEP).
- Validated MAI HUB account: a validated account is mandatory for obtaining the electronically signed certificate online.
- Identity verification: complete the official account validation procedure using an accepted method, such as a Romanian electronic identity card, ROeID, Ghiseul.ro or in-person validation at an authorised Romanian Police counter.
- Valid identification: use the identification documents required for the chosen validation method. In-person validation requires an accepted valid identity document.
- Registered address: the requested domicile and/or residence information must already exist in RNEP. The certificate does not create or change an address registration.
- Minor child: a validated account holder may request the electronic certificate for their own minor children through the official service.
- Use abroad: where needed, request the standard multilingual form in an official EU language as an attachment to the certificate.
- Paper application: contact a county or local Public Community Service for Persons Records, or DGEP, to confirm its physical application and identification requirements.
Eligibility
The official MAI domicile and residence certification service is available to Romanian citizens whose address information is recorded in the National Register of Persons Records (Registrul National de Evidenta a Persoanelor, RNEP).
MAI specifies no minimum age for the service. A validated MAI HUB account holder can obtain an electronic certificate for themselves and for their minor children.
The certificate may confirm the registered domicile, the registered residence or both, depending on the information held in RNEP and the request submitted.
The service is intended to establish an existing official address record for the exercise of rights or protection of the holder's interests. The certificate may be used in Romania or abroad.
The dedicated service is not described as a general residence certification procedure for foreign nationals. Foreign citizens should identify the competent authority for their own residence status or registration rather than assume that the Romanian citizens' RNEP certificate service applies.
Applicants who need to establish a new domicile, register a temporary residence or correct inaccurate address information must use the relevant registration or rectification procedure before relying on a certificate reflecting the updated record.
How to do it
- Confirm the document you need. Choose the official certificate of registered domicile and/or residence if you need proof of an address currently recorded in RNEP. Use the separate address-history service if you need previous addresses.
- Open the MAI HUB portal. Find the official service named Eliberare certificat privind domiciliul inregistrat in Registrul National de Evidenta a Persoanelor.
- Create an account if necessary. Register through the MAI HUB account service or use an accepted registration and identity verification route.
- Validate your account. Follow the official instructions for validation through the electronic identity card, ROeID, Ghiseul.ro or a Romanian Police counter.
- Sign in to MAI HUB. Open the Identitate persoana section and select Atestare domiciliu/resedinta.
- Request the certificate. Select the domicile and/or residence certification service and follow the portal instructions. The service also supports requests for the account holder's minor children.
- Choose an EU multilingual form if needed. For use abroad, request the standard multilingual form in the relevant official EU language where appropriate.
- Obtain the electronic document. Retrieve the electronically signed certificate through the service. MAI publishes an average delivery time of two minutes and a maximum of 12 hours.
- Use the certificate for its intended purpose. Provide the electronically signed document to the receiving institution, keeping the original electronic file where electronic verification is required.
- Use the physical route if necessary. If you need a paper certificate, apply at a county or local persons records service or DGEP and collect the document according to the receiving office's instructions.
What is Romania's official domicile and residence certificate?
The official certificate of domicile and/or residence confirms address information already recorded in Romania's National Register of Persons Records (RNEP).
The responsible institution is the General Directorate for Persons Records (DGEP), part of the Ministry of Internal Affairs (MAI).
The service is officially called Eliberare certificat privind domiciliul inregistrat in Registrul National de Evidenta a Persoanelor. It is available electronically through MAI HUB under Identitate persoana and Atestare domiciliu/resedinta.
The electronic certificate is free and electronically signed. A validated MAI HUB account is required.
The certificate establishes a registered domicile and/or residence for obtaining rights or protecting the holder's interests. It can be used in Romania and abroad.
The service confirms an existing registration. It does not change the registered address, issue a new identity card or establish immigration residence rights.
Who is eligible for the online service?
MAI identifies Romanian citizens as the beneficiaries of the dedicated domicile and residence certification service.
There is no published minimum age. A person with a validated MAI HUB account may obtain a certificate for themselves and for their minor children.
The applicant must be able to access the relevant information recorded in RNEP through the authenticated service.
The electronic route requires a validated account, not merely an email address or an unverified registration.
Foreign nationals seeking proof of their immigration residence status should not assume that this service replaces documents issued under the rules governing foreign citizens in Romania.
Which address certificate should you request?
Romanian administrative terminology distinguishes domiciliu from resedinta.
Domicile generally refers to the person's principal registered home address. Residence refers to a registered secondary or temporary place of residence under the applicable persons records rules.
The MAI certification service can attest domicile and/or residence information recorded in RNEP.
| What you need | Official service |
|---|---|
| Proof of currently registered domicile or residence | Certificate of registered domicile and/or residence |
| Previous registered addresses in Romania | History of domiciles and residences |
| Correction of inaccurate registered personal information | Personal-data rectification procedure |
| Registration of a new residence address | Residence registration procedure through the competent persons records service |
For example, if an institution asks you to prove the domicile currently recorded in Romania, request the domicile certificate. If it asks where you were registered during previous years, use the separate address-history service.
Choosing the correct service avoids receiving an official document that does not answer the institution's actual request.
How do you activate access to the online certificate?
DGEP confirms that the electronically signed certificate can be obtained online only by users with a validated MAI HUB account.
The official account registration and validation instructions describe several methods.
Option 1: Electronic identity card (CEI)
Romanian citizens can register and validate access using a Romanian electronic identity card.
For this method, MAI specifies an electronic identity card, a compatible card reader and the IDPLUGMANAGER application installed on a computer.
Follow the official MAI HUB registration guide for CEI. Merely possessing the card does not replace the authentication and validation steps.
If you have recently applied for a CEI but have not yet received it, the separate Helpydo guide to checking your electronic identity card application status explains that process. The CEI tracking service does not issue domicile certificates.
Option 2: ROeID
MAI supports account validation through ROeID.
The official instructions specify that the applicant needs a ROeID account and a valid Romanian identity document.
Follow the ROeID registration option shown on the MAI HUB account page and complete the required identity verification steps.
Option 3: Ghiseul.ro
MAI also provides an account validation route through Ghiseul.ro.
The official validation instructions specify an existing ROeID account or a Romanian bank card, together with a valid Romanian identity document.
Follow the Ghiseul.ro route presented on the MAI HUB registration page. The use of Ghiseul.ro for identity validation does not mean that the domicile certificate itself has an online issuance fee.
Option 4: In-person account validation
If you cannot use one of the electronic validation methods, MAI also permits validation at an authorised Romanian Police counter.
- Create an MAI HUB account.
- Open the Contul meu section and locate the account activation code.
- Attend an authorised Romanian Police counter that issues criminal record certificates or driving sanctions history certificates.
- Present an accepted valid identity document and provide the activation code.
- After successful identity verification, use the validated account to access the domicile certificate service.
MAI accepts a valid identity card or identity booklet for this process. If those documents are unavailable or expired, the instructions identify the provisional identity card and, where appropriate, the passport as alternatives.
The activation code is displayed inside the authenticated MAI HUB account. MAI specifies that it is not sent by email.
How do you request the certificate through MAI HUB?
Once your account has been validated, the actual certificate request is completed through the MAI service portal.
- Sign in to MAI HUB.
- Open Identitate persoana, meaning Personal identity.
- Select Atestare domiciliu/resedinta, meaning Domicile/residence certification.
- Open the certificate issuance service for the address registered in RNEP.
- Follow the portal instructions to request the certificate for yourself or an eligible minor child.
- If the document will be used abroad and the relevant option is appropriate, request the EU standard multilingual form.
- Obtain the electronically signed certificate through the service.
MAI states that the certificate can be obtained immediately through the electronic service, while its published delivery indicators allow a maximum of 12 hours.
The online route does not require a separate paper application at a persons records office after successful electronic issuance.
What documents do you need?
For online issuance, the main prerequisite is successful identification through a validated MAI HUB account.
The service obtains the registered domicile and residence information from RNEP. Its public online instructions do not prescribe a universal separate upload of a property deed, lease or utility bill merely to obtain the certificate.
These documents may be relevant to a different procedure for establishing or changing a registered address, but they are not the same as requesting evidence of an address already recorded.
If you choose in-person account validation, bring the identity document required by MAI's validation instructions.
For a paper certificate, confirm the application and identification requirements with the receiving persons records office. DGEP publishes supporting information and annexes for the physical certificate procedure.
Is the certificate free?
Yes. Electronic issuance through MAI HUB is free.
The official MAI service description identifies the certificate service as free of charge.
You do not need to pay an intermediary to access the official online certificate service.
For a paper application, the reviewed service page does not publish a separate universal amount. Confirm any local administrative requirements with the office receiving your request.
Do not confuse the free certificate with a separate procedure for replacing an identity card or registering a new address, which may have different requirements and charges.
How long does it take to receive the certificate?
MAI publishes separate delivery indicators for electronic and physical certificates.
| Submission route | Average delivery | Published maximum |
|---|---|---|
| Online through MAI HUB | 2 minutes | 12 hours |
| Physical application at a persons records office | 10 working days | 20 working days |
These are the official service's delivery indicators. The two-minute average does not guarantee that every request will be completed within exactly two minutes.
Account registration and validation are separate prerequisites. If you have not validated your MAI HUB account, complete that process before expecting the online certificate to be issued.
Can you request the certificate in person?
Yes. MAI permits applications for a physical certificate at any county or local Public Community Service for Persons Records or, where appropriate, at DGEP.
These services are commonly identified by the Romanian abbreviations SPCLEP and DJEP.
The certificate is collected from the structure where the application was submitted, either personally or through a representative holding a special power of attorney.
The official procedure expressly excludes sending the physical certificate through email as an alternative to collection.
If you need an electronically signed certificate, use the separate MAI HUB digital route rather than assuming that the office will email a scanned paper document.
The published maximum delivery period for the physical route is 20 working days.
Can you obtain a multilingual certificate for use abroad?
Yes. The MAI online service permits applicants to request an EU standard multilingual form alongside the domicile and/or residence certificate.
The form is available in the official languages of the European Union and is intended to facilitate use of the certificate in another EU member state.
The multilingual form is an attachment to the original certificate. It is not an independent certificate and has no autonomous legal value.
The service identifies Regulation (EU) 2016/1191 as part of the legal framework governing the circulation of certain public documents within the European Union.
When submitting documents abroad, confirm which version of the certificate and which language the receiving institution requires.
The multilingual form is designed to assist translation. It does not establish that every institution outside the European Union must accept the document without additional formalities.
Can you request a certificate for a minor child?
MAI expressly states that the electronic service can issue the certificate for the account holder and for their minor children.
The account holder must first complete the required MAI HUB identity validation.
Use the child-related option provided within the official certificate service and follow the portal instructions.
The service page does not establish that every adult may request a certificate for any unrelated minor. The published online entitlement concerns the account holder's own minor children.
If a child's record is missing or cannot be accessed through the online service, contact the competent persons records authority to clarify the registration or representation issue.
Can this certificate correct an outdated address?
No. The certificate attests information already held in RNEP. It does not create a new domicile registration or change an existing one.
If the register contains incorrect personal information, the appropriate starting point may be DGEP's personal-data rectification service.
The separate Helpydo guide to correcting personal data in RNEP explains the distinction between rectification and obtaining a certificate.
If you have actually moved and need to establish a different registered domicile or residence, use the applicable address registration or identity document procedure.
For example, if RNEP still contains an old address, requesting another certificate will not itself update the record. The underlying registration must first be addressed through the competent persons records service.
What if you need proof of previous addresses?
MAI provides a separate service called Eliberarea istoricului de domicilii si resedinte din Romania.
That service concerns historical domicile and residence registrations recorded in RNEP rather than only the current address certification.
The history certificate is also available online through MAI HUB and is described separately in the official service catalogue.
If an institution asks you to demonstrate where you were registered during earlier periods, select the history service rather than the certificate for an existing domicile or residence.
This distinction matters when responding to administrative requests that specify a historical period.
What if MAI HUB does not issue your certificate?
First confirm that your MAI HUB account is validated. The service cannot be accessed through an ordinary unvalidated account.
If account validation is incomplete, use the official validation instructions and complete the appropriate identity verification process.
If the problem concerns the address information itself, contact the competent persons records authority. A certificate request does not correct an inaccurate underlying record.
If the electronic service remains unavailable, the published alternative is to request a physical certificate through a county or local persons records service or DGEP.
The reviewed service description does not publish a special appeal deadline specifically for a failed online certificate request. Obtain clarification from the responsible authority if the request is rejected or the expected record cannot be certified.
Common mistakes to avoid
- Using an unvalidated MAI HUB account: the certificate requires validated access.
- Choosing address history instead of current address proof: these are separate services.
- Assuming the certificate registers a new address: it only confirms information already recorded in RNEP.
- Confusing domicile with residence: check which registered address the receiving institution actually requires.
- Assuming the multilingual form stands alone: it must accompany the underlying certificate.
- Expecting a paper certificate by email: the physical procedure provides for collection from the receiving office.
- Requesting a certificate for an unrelated person: the online service expressly covers the account holder and their minor children.
- Discarding the electronically signed file: retain the original digital document when electronic verification may be needed.
Where can you obtain official help?
The responsible authority is the General Directorate for Persons Records (DGEP), under the Ministry of Internal Affairs.
The official electronic service is available through MAI HUB under Identitate persoana and Atestare domiciliu/resedinta.
DGEP also publishes instructions and annexes for obtaining a certificate confirming domicile recorded in RNEP.
The official DGEP contact details are:
- Address: Strada Obcina Mare nr. 2, Sector 6, Bucharest, Romania.
- Email: dgep@mai.gov.ro.
- Telephone: 021 440 24 40, 021 413 54 42 and 021 440 27 70.
For online account validation issues, follow the MAI HUB account validation instructions. For an inaccurate registered address, contact the competent persons records authority before requesting a replacement certificate.
