How to Apply for a Ukrainian International Passport for Travel Abroad

Who can apply for a Ukrainian international passport?

The official document is called the passport of a citizen of Ukraine for travel abroad. It is commonly called a Ukrainian international passport, foreign passport or biometric travel passport.

Every Ukrainian citizen can obtain one. There is no minimum age: a passport can be issued to a child from birth.

Where can you apply in Ukraine?

Inside Ukraine, the passport can be issued through:

• a territorial body or subdivision of the State Migration Service of Ukraine;
• a participating CNAP administrative service center;
• a Passport Service center operated by State Enterprise Document.

DMS guidance confirms that applicants can use passport services outside their registered place of residence, subject to the operating arrangements of the chosen service point.

Can you apply for the passport fully online?

No. An electronic appointment can be booked online, but the passport application requires personal interaction with the issuing authority because the application form, photograph and biometric data are handled during the appointment.

Do not confuse online appointment booking or passport-status checking with a fully online passport application.

What documents do you need for a first passport?

For an applicant aged 14 or older, the standard package includes the application form generated during filing, the Ukrainian internal passport and proof of payment or exemption.

For a child or another first-time case where birth information must be established, the authority requires the birth certificate or other qualifying evidence of birth. If one or both parents were foreign nationals or stateless persons when the child was born, proof of registration as a Ukrainian citizen can also be required when the passport is first created using the Unified State Demographic Register.

If you have previously issued Ukrainian travel passports that were not surrendered, take them with you so the authority can determine whether they are to be cancelled, returned to the state or retained as a second valid passport.

How much does a passport cost in Ukraine in 2026?

The State Migration Service's current 2026 fee is UAH 1,147 for standard processing within 20 working days. This consists of UAH 352 for the administrative service and UAH 795 for the passport blank.

Urgent processing within 7 working days costs UAH 1,787, consisting of UAH 992 for the administrative service and UAH 795 for the blank.

The special 3-working-day procedure, when its statutory emergency conditions are met, uses the same UAH 1,787 DMS fee.

How long does passport processing take?

The main statutory processing periods in Ukraine are:

• up to 20 working days for ordinary processing;
• up to 7 working days for ordinary urgent processing;
• up to 3 working days in the specific emergency situations defined by law.

These are statutory processing periods from completion of the application form. Operational interruptions, including security restrictions affecting service offices, can affect when you can submit or collect documents.

When can you get a passport within 3 working days?

The 3-working-day route is not a general premium passport option. It applies when urgent travel abroad is required because:

• the person travelling urgently needs medical treatment abroad;
• the person must travel to accompany a seriously ill person; or
• a relative who lived abroad has died.

You must provide documents confirming the relevant circumstance. Without one of the statutory grounds, paying the urgent fee does not create a right to 3-working-day processing.

How do you apply for a child's passport?

A Ukrainian travel passport can be issued to a child from birth. Under the current procedure, an applicant who has reached age 14 submits the passport application personally.

For a child under 14, the application is submitted by one parent, adoptive parent, guardian, custodian or another qualifying legal representative. Current DMS guidance expressly states that the consent of the other parent or guardian is not required for the passport application.

This passport-issuance rule should not be confused with separate rules that may govern a child's actual crossing of Ukraine's state border.

Are children's fingerprints taken?

Fingerprints are scanned from age 12. For a child under 12, the rules permit a compliant 10 × 15 cm photograph to be submitted for scanning instead of photographing the child at the service point in the situations covered by the passport procedure.

How long is the passport valid?

The validity period depends on age when the passport is issued:

• under age 16: 4 years;
• age 16 or older: 10 years.

The expiry date printed in the document matters separately from the processing deadline. Destination countries can impose their own minimum remaining-validity requirements for entry.

Can you have two valid Ukrainian travel passports?

Yes. Ukrainian law allows a citizen to hold up to two valid passports for travel abroad at the same time.

If you already hold passports, bring them when applying so the issuing authority can determine their status. A third simultaneously valid travel passport is generally not permitted.

How do you keep the same transliteration of your name?

The passport normally uses the official Ukrainian-to-Latin transliteration rules. However, the DMS procedure allows a different Latin spelling supported by previously issued qualifying documents.

Check the application before signing it. If you need your name to match an earlier Ukrainian or qualifying foreign document, make the request during the application and provide the supporting document. Correcting the issue after production can require another passport procedure.

Can Ukrainians apply for a passport abroad?

Yes. Ukrainians residing or staying abroad can apply through a Ukrainian diplomatic mission. The Ministry of Foreign Affairs also lists overseas Passport Service centers in participating countries, with locations changing as the network develops.

Applications handled by a diplomatic mission can take up to 3 months. The Ministry of Foreign Affairs warns that delivery of the finished document from Ukraine to the country of application can also affect the actual collection date.

DMS domestic fees of UAH 1,147 and UAH 1,787 should not be copied onto a consular application. Diplomatic missions apply the relevant consular fee schedule, which applicants must check with the particular embassy or consulate.

What rules apply to men aged 18 to 60 abroad in 2026?

During martial law, special military-registration verification rules apply to Ukrainian men aged 18 to 60 requesting consular services abroad. As of August 2026, the Ministry of Foreign Affairs states that consular applicants in this group generally submit a valid electronic military-registration document, including a printed electronic version, containing confirmation that personal information is current, unless a statutory exception applies.

The procedure differs at overseas subdivisions of State Enterprise Document: current DMS guidance says the applicant does not physically submit the military-registration document there because staff verify its validity electronically. If the required valid military-registration status cannot be confirmed, passport processing cannot proceed through that route.

What do adults abroad normally submit?

For an applicant aged 16 or older, current MFA guidance lists the application generated by the consular officer and available Ukrainian identity documents. Depending on the circumstances, the applicant also presents an existing passport being exchanged, evidence of residence or temporary stay abroad and documents supporting a change of personal information.

If the passport is being replaced after loss or theft abroad, the MFA requires evidence from the competent authority of the country where the loss or theft was reported.

Foreign-issued documents can be subject to authentication and translation requirements. Check the specific Ukrainian diplomatic mission because local document names, consular charges and appointment arrangements differ.

What documents are needed for a child abroad?

The child's birth certificate is a core document. Where it was issued by a foreign authority, the MFA requires the document to be properly authenticated where applicable and translated into Ukrainian with the required certification.

The representative also presents identity and, where necessary, documents confirming authority to act for the child. A child under 12 can fall within the procedure allowing a compliant 10 × 15 cm photograph to be used without the child's attendance.

Do you need the passport for an international driving permit?

What if you do not have your internal ID document?

For applicants aged 14 or older filing in Ukraine, the internal Ukrainian passport is part of the ordinary travel-passport document package. When can passport issuance be refused?

Current DMS rules permit refusal where, among other grounds:

• the applicant is not a Ukrainian citizen;
• a person applying on behalf of a child or another represented applicant cannot prove the required authority;
• the person already has two valid Ukrainian passports for travel abroad and no applicable exception permits another;
• required documents or information are incomplete;
• official information systems do not confirm the information submitted by the applicant.

A refusal decision must identify the grounds on which the passport was refused.

Common mistakes to avoid

• Using outdated 2025 passport prices instead of the 2026 DMS fees of UAH 1,147 and UAH 1,787.
• Assuming the 3-working-day service is available simply by paying more; it requires a statutory emergency and supporting documents.
• Confusing an online appointment with a fully online passport application.
• Failing to check the Latin spelling of your name before signing the application.
• Assuming the other parent's consent is always required to issue a passport for a child under 14; current DMS guidance states that it is not required for this passport procedure.
• Confusing passport issuance with permission for a child to cross the state border, which is governed by separate rules.
• Assuming domestic DMS fees and deadlines automatically apply at Ukrainian diplomatic missions abroad.
