How to Correct Wrong or Missing Residence Data in Ukraine's Community Register
Update missing, outdated or incorrect registered residence data in Ukraine's Territorial Community Register online through Diia or through a CNAP.
Helpydo structures practical guidance around official or public sources. For individual cases, confirm requirements with the responsible institution.
If your registered address is missing or incorrect in Diia, your residence-registration date is wrong, or a residence extract cannot be generated correctly, use the free Territorial Community Register data-update service. Eligible users aged 14 or older with an ID card or biometric international passport, RNOKPP, electronic signature and a current or previous declared residence can apply online through Diia for themselves or a child. If your data are absent, enter your current or most recently declared residence. Diia lists about 3 minutes to submit the request and 1 working day for processing, although it may take longer during martial law. You can also contact a CNAP. This service corrects the underlying residence record; it is not the procedure for registering a new address after moving.
What you need
- An Ukrainian ID card or biometric international passport for the online Diia service.
- A Ukrainian taxpayer identification number (RNOKPP).
- You must be at least 14 years old to use the Diia update service for yourself.
- An electronic signature for authorization and signing the online application.
- A current or previous declared or registered place of residence that needs to be added, corrected or updated in the Territorial Community Register.
- If the Register has no residence information about you, provide your current or most recently declared place of residence in the application.
- If updating a child's data, submit a separate application for the child through the service where the electronic system makes that option available.
Eligibility
The online Diia service is intended for people whose existing residence-registration information in the Territorial Community Register needs to be updated rather than people who are registering a new residence after moving. Diia states that the online applicant must have an ID card or biometric international passport, an RNOKPP, be at least 14 years old, have an electronic signature, and have or previously have had a declared place of residence. The service can also be used to update a child's residence information. Separate applications are submitted for separate people.
How to do it
- Identify the problem with the existing record. Typical cases include a missing residence record, an incorrect address or registration date in Diia, or inability to generate a correct residence extract.
- Open Diia and go to Services, Place of residence, then Update residence data; Diia redirects you to the Portal. You can also open the Territorial Community Register data-update service directly on the Diia Portal.
- Sign in with your electronic signature and choose whether you are updating information for yourself or for your child.
- Check the information retrieved from the registers and specify what needs to be updated. If no residence information is found, enter your current or most recently declared place of residence.
- Review the application and sign it electronically. A separate application is required for each person whose record needs updating.
- Wait for the result. Diia lists 1 working day, excluding weekends, but warns that processing may take longer during martial law.
- After a successful update, sign out of the Diia app and sign in again before checking the full residence information displayed with your passport.
- Generate a new residence extract if you need formal confirmation of the corrected data.
- If the update was successful but the extract still says that information is absent, or the corrected address still does not appear in Diia, contact Diia support.
- If you cannot use the online service, contact a CNAP for the offline route.
When should you use this residence-data correction procedure?
Use this procedure when the problem is the existing data in the Territorial Community Register, not when you are moving to a different address.
Diia specifically identifies problems such as a residence extract that cannot be generated and an incorrect address or residence-registration date displayed with your passport in Diia. The online service also lets you provide your current or most recently declared residence when the Register contains no residence information about you.
If you actually moved and need to register a different address, use the separate procedure to change your registered place of residence after moving.
What record are you actually correcting?
Ukraine's Law No. 1871-IX defines the Territorial Community Register as an information and communication system created, maintained and administered by the registration authority. It contains information connected with a person's declared or registered place of residence.
The statutory data include the person's name, date and place of birth, sex, declared or registered residence address, available contact details, citizenship and other information specified by law.
The law also provides the person with free access to information about the correction, change or cancellation of erroneous data entered about that person in the Territorial Community Register.
Who can use the online Diia service?
According to the current Diia service page, you can use the online update route if you:
- have an ID card or biometric international passport;
- have an RNOKPP;
- are at least 14 years old;
- have an electronic signature; and
- have or previously had a declared place of residence.
The service also allows a parent to choose to update residence information for a child. Diia's current instructions emphasize that a separate application is submitted for each person.
How do you update the record online?
Open the Diia residence-data update service, sign in and submit an electronic application. The service can also be reached from the Diia app through Services, Place of residence, Update residence data, which redirects you to the Portal.
- Click the application button and authorize using your electronic signature.
- Choose whether the update concerns you or your child.
- Check the residence information retrieved from the registers.
- Specify what information needs to be updated.
- If the Register contains no data about you, enter your current or most recently declared place of residence.
- Sign the application electronically and wait for the result.
Diia says the application itself takes about 3 minutes.
What if the Register has no residence record for you?
A missing record does not mean you should invent or register a new address through this correction service. Diia instructs applicants whose information is absent from the Register to provide their current or most recently declared place of residence.
The request is then considered as an update of the underlying residence information. This is particularly useful where you previously had a registered address but the electronic Territorial Community Register does not currently return it correctly.
How much does correction cost and how long does it take?
The Diia service is free. Diia lists a standard processing period of 1 working day, excluding weekends.
Diia also expressly warns that the service may take longer during martial law. Treat the one-working-day period as the standard service time rather than a guarantee that every wartime case will finish within that period.
Where will the corrected residence data appear?
After successful processing, Diia states that the updated declared-residence information for you or your child will be reflected in the Register and can also update the residence information associated with an ID card or biometric international passport in the Diia app.
You should then be able to generate a correct residence extract. If you need the official extract itself for a bank, authority or another transaction, see how to get an official extract confirming your registered place of residence.
Why might the old address still appear after a successful update?
If Diia confirms that the register information was successfully updated but the passport in the app still displays the old information, the official service instructs you to sign out of the Diia app and authorize again, then check the full passport information.
If the data still have not changed after signing in again, contact Diia support rather than submitting repeated correction requests without knowing whether the underlying record has already been updated.
What if the residence extract still says information is absent?
Diia specifically addresses the situation where residence data have been updated but a residence extract continues to show that information is absent. Its current instruction is to contact Diia support to resolve the issue.
This distinction matters: once the underlying data have been successfully updated, a continuing display or extract problem may require support rather than another change-of-residence application.
Can you correct the data without using Diia online?
Yes. The current Diia service page provides an offline route through a Centre for the Provision of Administrative Services (CNAP).
This is the appropriate alternative if you cannot meet the online-service conditions, cannot complete electronic signing or need assistance with a record that cannot be resolved through the online flow.
Where is the Diia update service unavailable?
Diia currently states that the service is unavailable in the Shevchenkivska territorial community of Kharkiv region and for citizens registered in the Autonomous Republic of Crimea and specified districts, cities, settlements and villages of Donetsk and Luhansk regions.
For people whose declared residence is in Crimea or the specified occupied areas of Donetsk and Luhansk regions, Diia explains that the Territorial Community Register was created in 2016, after those territories were occupied, so the relevant declared-residence information may not exist in that Register.
For confirmation in those cases, Diia identifies a residence stamp in a passport booklet, electronic passports and an IDP certificate as possible evidence of the registered residence.
Correction, residence change and residence extract are different services
These three procedures solve different problems:
- Residence-data update corrects or adds missing information about an existing or previous declared residence in the Territorial Community Register.
- Change of registered residence records a new address when you actually move.
- Residence extract provides documentary confirmation of the information currently held in the register.
Do not change your registered residence merely because Diia is displaying an incorrect version of an address that was already properly registered. Correct the underlying record first.
How does Ukrainian law treat corrected register data?
Law No. 1871-IX requires local registration authorities to maintain Territorial Community Registers electronically and transmit residence-registration information to the relevant central departmental information system.
The law provides free access for a person to information concerning correction, change or cancellation of erroneous data entered about that person. It also provides that information about declared or registered residence is entered into the Territorial Community Register on the day the relevant documents are submitted, or on the next working day where documents are submitted through a CNAP or electronic information is received outside working hours.
The Territorial Community Register is therefore the underlying official data source. Fixing the register is more important than merely trying to refresh the address displayed by a particular app.
What should you check before submitting the update?
- Confirm that the problem is an incorrect or missing existing residence record rather than a genuine move to a new address.
- For Diia, make sure you have an ID card or biometric international passport, RNOKPP and electronic signature and are at least 14.
- Choose correctly whether the application concerns you or your child.
- Submit one separate application for each person whose data need updating.
- Check the register information carefully before specifying what must be updated.
- If no residence record appears, enter your current or most recently declared residence as instructed by Diia.
- Wait for the processing result rather than repeatedly submitting the same request.
- After approval, sign out of Diia and sign in again to refresh the passport information.
- If an extract still reports that information is absent after successful updating, contact Diia support.
- Use a CNAP when the online route is unavailable or unsuitable.
