Eligibility
A replacement ID card is issued to a Ukrainian citizen whose Ukrainian internal passport has been lost or stolen. The State Migration Service must be able to verify the applicant's identity and confirm Ukrainian citizenship before issuing the replacement.
Applications for replacement of a lost or stolen ID card are accepted regardless of the applicant's registered place of residence. The applicant may use a territorial State Migration Service office or another authorized service point equipped to issue biometric documents.
How to do it
- If your ID card is lost, immediately report the loss to the nearest territorial office or subdivision of the State Migration Service.
- If the card was stolen in Ukraine, also report the theft to the National Police and obtain the relevant extract from the Unified Register of Pre-Trial Investigations.
- Choose a State Migration Service office, an equipped CNAP or a Passport Service office. You do not have to return to the office at your registered address solely because the lost document was an ID card.
- Prepare the documents relevant to your circumstances and pay the applicable administrative fee.
- Attend in person. The authorized officer completes the application questionnaire and captures the biometric information required for the new ID card.
- Choose standard processing for UAH 618 or urgent processing for UAH 988.

- Track the document's processing status through the official State Migration Service services where available.
- Collect the new Ukrainian ID card from the service point handling your application.

What should you do first if your Ukrainian ID card is lost or stolen?

How much does a replacement Ukrainian ID card cost in 2026?
The State Migration Service currently publishes two processing options.

If you qualify for an official exemption from the administrative fee, bring the original document proving that exemption.
Is there a fine for losing an ID card?
Loss does not mean that every applicant automatically receives a separate fine. However, Article 198 of the Code of Ukraine on Administrative Offences provides for a warning or a fine of one to three non-taxable minimum incomes where intentional passport damage or negligent storage caused the passport to be lost.
The replacement fee and any administrative liability are separate issues.
How long does it take to receive the replacement?
For an ordinary application, the new ID card must be issued no later than 20 working days from completion of the application questionnaire.
If you select urgent processing, the current State Migration Service deadline is 7 working days.
These periods assume that the authorities can confirm your identity without a separate extended procedure.
What if the migration service cannot verify your identity?
If a formal identity-establishment procedure is needed, passport processing can be extended to up to two months.

What happens at the appointment?
You attend the selected authorized service point and provide the necessary documents. The application questionnaire is completed by the State Migration Service employee or CNAP administrator rather than being prepared independently at home.
The authority verifies your identity and information using the Unified State Demographic Register and other available records. The biometric information required for the new card is processed during the application.

Can you replace the ID card in another city or region?
Yes. The current rules provide that documents for a replacement passport are submitted at the person's place of application. The State Migration Service specifically confirms that when an ID card is lost or stolen, you can contact the nearest appropriate DMS subdivision regardless of your place of registration.
You can also use a CNAP or Passport Service office that has the necessary biometric-document equipment.
What if the applicant cannot travel because of a serious health condition?
The passport rules contain special arrangements for a person who cannot move independently because of a long-term health disorder confirmed by an appropriate medical conclusion.
In such cases, the procedure may require a 10 by 15 centimetre photograph so a digitized facial image can be entered into the demographic register. Contact the relevant DMS office before preparing the application so the special procedure can be coordinated correctly.
What if you were permanently living abroad?
A Ukrainian citizen who permanently resides abroad, or previously lived abroad permanently and has returned to permanent residence in Ukraine, has additional document requirements.
The current DMS list includes the person's Ukrainian passport for travel abroad, even if it has expired. A person aged 14 or over who has returned to permanent residence in Ukraine may also need the required statement concerning removal from consular registration.
How long will the new ID card be valid?
The current State Migration Service rules provide the following validity periods:
- 4 years for a person aged from 14 to under 18;
- 10 years for a person aged 18 or over;
- the current DMS service information states that a card issued to a person aged 65 or over is issued without a fixed expiry period.
What if you find the old ID card after applying for a replacement?
Do not start using it again. Once you have reported the passport lost or stolen and applied for a replacement, the old document is no longer a passport you should rely on.
The passport procedure requires a person who finds the previously reported passport to surrender it to the State Migration Service within one day.
What if your Ukrainian ID card is lost abroad?
If the passport is lost or stolen outside Ukraine, the official rules require the person or their legal representative to report the event to the competent authorities of the foreign country and to the nearest Ukrainian diplomatic mission.
The procedure abroad is therefore different from an ordinary replacement application made inside Ukraine. Follow the instructions of the Ukrainian embassy or consulate handling your case.
