Eligibility

A repeat marriage certificate may be requested when the original civil-status certificate was lost, stolen, damaged or destroyed. The repeat certificate is issued on the basis of the existing marriage record in the State Register of Civil Status Acts. A person regarding whom the marriage record was made may request the certificate, and an authorized representative may act where the applicable representation requirements are met. After a marriage has been dissolved by divorce, a repeat marriage certificate is not issued; in that situation the applicant can request the appropriate extract from the State Register instead.

How to do it

  1. Confirm that you need a repeat marriage certificate rather than a new marriage registration or a register extract. If the marriage was dissolved by divorce, request the appropriate extract instead.
  2. Choose a filing route: a DRACS department, participating CNAP, postal submission, or the Diia Portal.
  3. Prepare your identity document and any documents needed to prove your right to receive the certificate or to authorize a representative.
  4. Pay the UAH 0.51 state duty, unless you qualify for an exemption.
  5. For Diia, sign in to your citizen account, choose repeat issuance of a marriage certificate, complete the form, choose delivery to an Ukrposhta branch or by courier, pay the required charges and sign the application electronically.
  6. DRACS checks the civil-status record and prepares the repeat certificate. For an in-person DRACS application, issuance is normally completed on the day of application. The dedicated Diia service currently states a service period of 3 working days.
  7. Receive the certificate through the selected channel. For a Diia order, delivery is available within Ukraine through Ukrposhta.

When can you replace a lost marriage certificate?

Ukraine allows a civil-status certificate to be issued again when the original was stolen, lost, damaged or destroyed. The repeat document is issued from the existing civil-status record, so replacing the certificate does not create a new marriage record and does not change the marriage date.

The same repeat-issuance framework also applies when a certificate must be reissued after an eligible amendment or restoration of the underlying civil-status record.

Who can request the replacement?

Under Ukraine's civil-status registration law, repeat certificates are issued on the basis of the relevant act record at the request of a person regarding whom that record was made. For a marriage record, this means a person recorded in that marriage can request the document.

A representative can also act where the required authority is documented. The official administrative-service guidance requires the applicant to provide evidence of representation when another person submits the request.

What documents do you need?

For a standard replacement request, prepare:

  • the application for repeat issuance;
  • your passport or other accepted identity document;
  • documents proving your right to receive the certificate where necessary;
  • a representation document if another person applies for you;
  • proof that the state duty has been paid or proof of a statutory exemption.

Foreign nationals and stateless persons may also need to show evidence of lawful stay in Ukraine. Documents issued in a foreign language must be accompanied by a Ukrainian translation certified in the prescribed manner where the service rules require it.

Where can you apply?

The official administrative-service listing provides several routes. You can apply through:

  • a DRACS civil registration department;
  • a participating CNAP administrative service center;
  • postal submission under the applicable rules;
  • the Diia Portal for electronic applications;
  • a Ukrainian diplomatic mission or consular institution where the applicable consular procedure is available.

For certificates kept in the State Register and ordinary DRACS records, the current rules allow repeat issuance independently of the original place of civil registration and the applicant's place of residence, subject to the authority being able to verify the underlying record.

How do you replace the certificate online through Diia?

The dedicated Diia service allows an eligible applicant to request a repeat marriage certificate online. The current process is:

  1. Sign in or register in your Diia citizen account.
  2. Open the repeat marriage-certificate service.
  3. Complete the electronic application.
  4. Choose delivery to an Ukrposhta branch or courier delivery to an address in Ukraine.
  5. Pay the service charges.
  6. Sign the application electronically using the signature method accepted by Diia.
  7. Track the application in your Diia account and wait for the dispatch notification.

The dedicated Diia service states that completing the application takes about 10 minutes and gives a service period of 3 working days. Air-raid alerts and power outages can cause delays.

How much does a replacement marriage certificate cost?

The state duty for repeat issuance is UAH 0.51, equal to 0.03 of the statutory non-taxable minimum of citizens' income used for this duty.

If you order through Diia and choose Ukrposhta delivery, current Diia pricing published in July 2026 is:

  • UAH 105 for delivery to an Ukrposhta branch;
  • UAH 155 for courier delivery to the address stated in the application.

These delivery charges are separate from the UAH 0.51 state duty.

How long does replacement take?

For a person applying directly to a DRACS department, the official administrative-service guide states that a repeat civil-status certificate is issued on the day of application.

The dedicated Diia marriage-certificate service currently publishes a processing period of 3 working days. This is the most relevant published timing for the current online marriage-certificate route.

For applications sent by post, the general administrative-service rules provide additional time for forwarding the certificate through the civil-registration system. CNAP processing also includes transfer between the CNAP and the competent DRACS department, so it can take longer than a direct same-day DRACS visit.

How do you receive a Diia order?

For a current Diia order, you can choose delivery to an Ukrposhta branch or by Ukrposhta courier. After DRACS processes the application, a tracking number is sent to your email and appears in your citizen account.

If you choose branch delivery, current Diia guidance says the document should be collected within seven days after it arrives. Ukrposhta stores such documents for seven days in cities and 14 days in villages and settlements before returning them to DRACS.

Diia delivery of repeat civil-status certificates is available only within Ukraine; the current Ukrposhta delivery option does not send these documents abroad.

Can you get a repeat marriage certificate after divorce?

No, not after the marriage has been dissolved by divorce. Ukraine's civil-registration rules state that repeat marriage certificates are not issued after dissolution of the marriage by divorce.

Instead, an applicant who needs official evidence of the former marriage can request an extract from the State Register of Civil Status Acts, including the available marriage extract used to confirm information such as the premarital surname.

What if the marriage was registered more than 75 years ago?

The dedicated Diia marriage-certificate service warns that when 75 years have passed since the marriage was registered and the record has not been renewed within the civil-registration system, the applicant should contact the relevant regional state archive and request the document there.

This is an archive-record issue rather than an ordinary lost-certificate replacement through Diia.

Why can the application be refused?

The official administrative-service guide lists refusal where the applicant does not have the legal right to receive the repeat civil-status certificate or where the required state-duty payment, or proof of an exemption, has not been provided.

A repeat marriage certificate also cannot be issued through this procedure after divorce because the rules provide an extract rather than another marriage certificate in that situation.

What if you need the certificate for use abroad?

Receiving the repeat certificate and authenticating it for use in another country are separate steps. Depending on the destination country and the applicable international treaty, an apostille or another form of authentication may be required.
