How to Get an Official Extract Confirming Your Registered Place of Residence in Ukraine

What is a residence extract and what does it prove?

The official document used to confirm registered residence information in Ukraine is the extract from the Territorial Community Register, known in Ukrainian as a vytiah z reiestru terytorialnoi hromady.

It can be issued in electronic or paper form and confirms information about a person's declared or registered place of residence or stay. It can also confirm that no such information is recorded as of the date and time the extract is generated.

The extract is commonly used when an organization asks for official proof of address. Diia gives examples such as presenting residence confirmation to a bank or kindergarten.

How do you get a residence extract online through Diia?

The fastest route is the Diia residence extract service.

1. Select the option to obtain an extract.
2. Sign in or register in your Diia personal account.
3. Check your personal details and residence information.
4. Select whether the extract is for you or your child.
5. If it is for your child, enter the series and number of the child's birth certificate.
6. Submit the request and download the completed PDF from the Received Documents section of your account.

Diia estimates that completing the request takes approximately 2 minutes, while the electronic service itself is normally provided within about 1 minute.

How much does the residence extract cost?

The service is free. The official Diia service and Diia Guide both list the extract as provided without an administrative charge.

This applies to the official extract itself. You should not need to pay a government fee simply to generate the electronic residence extract through Diia.

What do you need for the online application?

For an extract concerning your own residence, sign in to your Diia account and verify the information presented by the service. The residence information must be available through the relevant register systems for an extract to be generated.

If you request an extract for your child, Diia asks for the series and number of the child's birth certificate.

The online service does not require you to upload a separate paper proof of address merely to request your own extract. The document is generated from official register data.

Can you get the extract in person?

Yes. A paper application can be made during a personal visit to the relevant residence registration authority. The official Diia service directs individuals seeking the offline route to a Centre for Administrative Services, CNAP, at the place of residence.

The official Diia Guide also lists local executive bodies of village, settlement and city councils among the bodies that provide the service.

For an in-person application, present your passport document or, where applicable, a certificate confirming an application for protection in Ukraine. If a representative applies, additional documents confirming identity and authority are required. A dwelling owner requesting an extract in that capacity must also provide proof of ownership.

How long does the paper route take?

The current official administrative service guide lists a standard processing period of 1 calendar day for the ordinary in-person service.

Is the Diia PDF legally valid?

Yes. Electronic and paper extracts have the same legal force.

You therefore do not need a paper version merely because the extract was generated online. Where an organization accepts the official document, the electronic extract is legally equivalent to its paper form.

How can someone verify the extract?

Every Diia residence extract contains a unique number and QR code. The authenticity of the document can be checked by scanning its QR code with a smartphone camera.

This allows an organization receiving the document to verify that the extract is genuine rather than relying only on a printed copy of the PDF.

Can you get a residence extract for your child?

Yes. The current Diia service lets a parent request an extract for themselves or their child.

During the online request, select the child option and enter the series and number of the child's birth certificate. Once generated, the PDF shows the child's residence information available through the register.

Can the extract show a previous address?

Yes. The current Diia service describes the extract as capable of confirming a person's current or previous declared place of residence.

For in-person requests, the official service rules also allow an extract, at the applicant's request, to contain information about previous periods of declared or registered residence within the administrative-territorial unit associated with the application, where those records are available.

What if Diia says your residence information is missing?

If your declared or registered residence does not appear, the problem is not solved by repeatedly ordering another extract. The underlying register information must first be updated.

Diia instructs affected users to update their personal and registered-residence information in the Territorial Community Register. Depending on availability and your circumstances, this can be done through the relevant electronic data-update service or by visiting the CNAP at your place of residence.

After the information has been correctly entered in the register, request a new extract.

What if your registered address is in Crimea or certain occupied areas?

Diia states that an extract cannot currently be obtained where the registered residence is in the Autonomous Republic of Crimea or certain areas of Donetsk and Luhansk oblasts for which the required residence information is unavailable in the Territorial Community Register.

The register was created in 2016 and therefore does not contain residence data from territories that were occupied in 2014 or 2015 where that data was never entered into the system.

For these cases, Diia advises using an older booklet-format passport containing the applicable residence-registration stamp or a digital passport in Diia if the residence information was entered into the Unified State Demographic Register.

Can you prove your address without ordering an extract?

Yes. Diia states that registered residence can also be confirmed using a digital internal passport or digital international passport in Diia when the relevant residence information is available.

A residence-registration stamp in a booklet-format Ukrainian passport can also serve as proof where the stamp was placed before 1 December 2021.

Whether another organization accepts one of these alternatives depends on the purpose for which proof is requested. If you have specifically been asked for an extract from the Territorial Community Register, request the extract itself.

Who is allowed to request the extract?

For an ordinary proof-of-address request, a person can obtain an extract concerning their own registered or declared residence, and Diia provides an online route for a parent requesting a child's extract.

Ukraine's residence-registration law also permits requests by specified persons connected with the residence or applicant, including an owner or co-owner of the dwelling, representatives, legal representatives, an authorized person for the dwelling, a mortgagee and a trust owner, subject to the circumstances and documentary requirements set by law.

Why can an extract application be refused?

The official administrative service guide lists refusal where the applicant does not provide all required documents or where the submitted documents or information contain false information.

For online users, a more common practical problem is that the relevant residence data is absent from the register. In that situation, update the underlying register information before trying to generate the extract again.

What should you do after receiving the extract?

Open the PDF and make sure the personal details and residence information are correct. Remember that the extract reflects information contained in the official system as of the date and time when the document is generated.

Keep the original electronic PDF when possible rather than relying only on a screenshot. Its unique number and QR code allow the recipient to verify the document's authenticity.
