After moving to a new place of residence in Ukraine, you must declare or register the new address within 30 calendar days. As of 31 August 2026, the official Diia Change of Place of Residence service is available online for eligible applicants who are not liable for military service; people liable for military service must apply in person through a CNAP. The current Diia fee is UAH 49.92 when you apply within the prescribed period or declare a residence for the first time, and UAH 83.20 after the deadline. Online applications are processed automatically in about 10 to 15 minutes when possible or within 1 working day when reviewed by a registrar, although wartime conditions can extend the processing period.
What you need
- A valid identity document and the personal information required for the residence declaration or registration.
- Your taxpayer registration number, RNOCPP, where applicable.
- The address of your new residence and information about your previous registered or declared address, if you had one.
- For the Diia online route, Diia.Signature or a qualified electronic signature.
- For online declaration in privately owned housing, information about the property must be recorded in the State Register of Rights to Real Estate.
- If you are not an owner or co-owner of the home, the required consent of the owner or co-owners must be provided. For the online route, this consent is confirmed electronically.
- If changing the registered residence of a child under 14 through Diia, the child's birth certificate details and UNZR, if available, and information about the other parent are required.
- For applicants subject to military registration requirements, the relevant military-registration information or document details may be required under the applicable procedure.
- Foreign citizens and stateless persons who lawfully reside in Ukraine must use the applicable in-person registration route and provide the residence document on which their lawful stay is based.
Eligibility
A Ukrainian citizen living in Ukraine, as well as a foreign citizen or stateless person who lawfully resides temporarily or permanently in Ukraine, must declare or register a new place of residence within 30 calendar days after arriving there. A person aged 14 or older can declare their own place of residence subject to the rules applicable to minors. The current Diia online Change of Place of Residence service is available only to applicants who satisfy its electronic-service conditions, including having the required electronic signature and taxpayer number. Diia currently states that persons liable for military service must apply personally through a CNAP instead of using the online service. Foreign citizens with a residence permit must also apply in person through a CNAP.
How to do it
- Confirm that you need to register or declare a new residence rather than simply remove your previous address. When moving directly to a new address, use the change-of-residence procedure so the previous registration can be handled as part of the change.
- If you qualify for the online route, open the official Diia Change of Place of Residence service and sign in.
- Check your personal data, state whether you have children and confirm whether you are liable for military service. If you are liable for military service, apply personally through a CNAP instead.
- Confirm your existing registered address and specify whether you own or co-own the home at the new address.
- Select the new residential address. If the home belongs to another person, provide the owner's details so the required electronic consent can be given.
- If changing the residence of a child under 14 with your application, provide the requested birth certificate, UNZR and other-parent information. Where the parents have different registered addresses, the required consent of the other parent must be obtained.
- The property owner or other person whose approval is required signs the application electronically when applicable.
- Pay the administrative fee shown by Diia, then sign and submit the application with Diia.Signature or a qualified electronic signature.
- If you cannot use the online route, take the required documents to a Centre for Administrative Services, CNAP, and submit the residence registration application there.
- After approval, your new place of residence is recorded in the territorial community register. You can obtain an extract confirming your registered place of residence when needed.
How soon must you register your new address after moving?
Ukraine's residence-registration law requires a Ukrainian citizen living in Ukraine, and a foreign citizen or stateless person lawfully living in Ukraine, to declare or register the new place of residence within 30 calendar days after arriving there.
A person can have only one declared or registered place of residence or stay at a time. When you change your address, you can use the change-of-residence procedure rather than treating removal from the old address and registration at the new address as unrelated applications.
Can you change your registered residence online through Diia?
Yes. Although the online service has experienced temporary interruptions in the past, the current official Diia page verified on 31 August 2026 is accepting applications and provides an active online procedure. The service can be started through the official Diia Change of Place of Residence page.
However, online access is not available to every applicant. Diia currently states that persons liable for military service must apply personally through a CNAP.
Who can use the online service?
For an adult changing their own residence online, Diia currently lists several requirements. You must be at least 14 years old, have an RNOCPP taxpayer number, not be a person liable for military service, and have Diia.Signature or a qualified electronic signature.
For ordinary privately owned housing, the ownership information must be entered in the State Register of Rights to Real Estate. If another person owns or co-owns the property, the owner or co-owners involved in the online consent process must also have the information and electronic-signature capability required by Diia.
The electronic declaration procedure can also be used for qualifying student dormitories where the authorized person responsible for the dormitory approves the declaration electronically.
How does the Diia application work?
Diia estimates that completing the application takes about seven minutes. After signing in, check your personal information and answer the questions about children and military-service status.
You then confirm your current place of residence, identify the new home and state whether you own or co-own it. If another person owns the home, you provide the owner's details. The owner must approve the declaration with an electronic signature before you can complete payment and submit the application.
Finally, pay the administrative fee, sign the declaration using Diia.Signature or a qualified electronic signature and send it for processing.
Do you need the property owner's consent?
If you do not own or co-own the home where you want to declare your residence, the owner's consent is generally required. Where there are several co-owners, the applicable consent requirements must be satisfied.
For an online declaration, the consent is given electronically and confirmed with the owner's electronic signature. The declaration includes identifying information about the owner and information confirming the ownership of the property.
Declaring a place of residence does not by itself give the registered person ownership, disposal rights or an independent legal right to the home.
How much does it cost to change your registered address?
The current Diia Change of Place of Residence service lists an administrative fee of UAH 49.92 when you were removed from your previous registered residence less than 30 days earlier or when you are declaring a place of residence for the first time.
If more than 30 days have passed, the current Diia service lists a fee of UAH 83.20.
When declaration or registration of the new place of residence is performed simultaneously with removal from the previous place of residence, the administrative fee is charged for only one residence-registration service.
Diia also states that the service fee is not refunded if the registrar rejects the declaration.
How long does changing your registered residence take?
According to the current Diia service, an application can be processed automatically in about 10 to 15 minutes when it qualifies for automated processing.
If the application requires review by a registrar, the stated processing period is 1 working day. Diia warns that processing may take longer during martial law.
When should you use a CNAP?
Apply in person through a Centre for Administrative Services, CNAP, if you cannot use the electronic service or your circumstances require the offline procedure. The current Diia page specifically directs persons liable for military service to a CNAP.
Foreign citizens who hold a Ukrainian residence permit are also directed to apply personally through a CNAP rather than using the online Change of Place of Residence service.

What should you prepare for the CNAP route?
The exact document set depends on your status, age, property and legal basis for living at the address. Prepare your identity document, RNOCPP where applicable, information about your new address and documents or information establishing your right to reside there.
If you are registering in housing owned by another person, the applicable owner's consent or other legally sufficient basis for residence is required. Applicants subject to military-registration rules should also prepare the military-registration information or document required under the current procedure.
Foreign citizens and stateless persons must provide the appropriate passport and Ukrainian residence documentation for their status.
How do you change a child's registered address?
A child under 14 can be included in the relevant parent's Diia residence-change application when the online eligibility conditions are met. The child can be declared at the residence of a parent.
Diia asks for the child's birth certificate information and UNZR if available. If the parents have different registered places of residence, consent from the other parent is required in the circumstances specified by the service.
From age 14, a child declares their own place of residence. A child aged 14 or older may declare residence at the registered address of a parent or legal representative without that person's consent. Declaring another address generally requires the consent required by law, except for qualifying residence in a student dormitory.
What if the child was born abroad?
If the child's birth certificate was issued by another country, the current Diia instructions direct the parent to use the offline CNAP route. The foreign birth certificate must be translated into Ukrainian and notarized as specified by Diia, subject to the legal rules applicable to the foreign document.
When may the online route not work?
Online declaration is subject to checks against official registers. Diia states that a home used for the standard online service must not be subject to a mortgage or trust ownership that prevents the declaration.
If the property is mortgaged, it may be possible to obtain the mortgagee's consent and use the offline CNAP procedure where the legal requirements are satisfied.
Diia also states that a place of residence currently cannot be changed in territories classified as areas of hostilities or temporary occupation through this service. Availability can change when the relevant territorial status or public-service operation changes.
Why can a residence change application be rejected?
The official service rules allow refusal where, for example, the housing does not have a properly assigned address, the location is not legally classified as residential housing, the applicant is not authorized to apply, required information is incomplete, submitted information is false, documents are invalid, or property-register information conflicts with the information supplied.
Registration can also be affected by an encumbrance recorded against the property, including a prohibition on residence declaration or certain mortgage or trust-ownership restrictions where the required written consent has not been provided.
How do you prove your new registered address?
Once the application is approved, the new address is entered in the relevant territorial community register. If you need official confirmation, you can obtain an extract from the territorial community register.
Under the official Diia guidance, information about a person's place of residence may be confirmed using the legally accepted documents and register information, including an extract from the territorial community register. The extract can be obtained through Diia where the electronic service is available or through a CNAP.
Can you edit or cancel a submitted Diia application?
After the application has been submitted, it cannot be edited or cancelled directly in Diia. If you discover a mistake, Diia instructs applicants to contact a CNAP to resolve the issue. After processing, the separate removal-from-residence service may also be relevant if the registration needs to be changed again.
