How to Get a Criminal Record Extract Online in Ukraine Through Diia

Who can get a criminal record extract online?

Ukraine's official criminal record extract can be requested online by a person who has reached 14 years of age. The service is provided electronically through the Diia criminal record extract service.

The document is formally an extract from the Ministry of Internal Affairs information and analytical system that records information about criminal prosecution and criminal records. It is commonly searched for as a certificate of no criminal record, police clearance certificate or criminal record certificate.

Should you choose a short or full extract?

Diia lets you choose between two versions of the document.

• Short extract: contains information about the absence or presence of a criminal record.
• Full extract: contains information about criminal prosecution, the absence or presence of a criminal record, and restrictions provided for by Ukrainian criminal procedural legislation.

Choose the version required by the organization asking for the document. For employment, immigration, citizenship, adoption or another administrative procedure, check the recipient's requirements before submitting the request because different authorities may require different versions.

What information do you need for the online application?

The online process does not require you to prepare a paper application. After signing in to Diia, you review your personal details and complete the information requested by the service.

You will need to:

• confirm your personal information;
• choose the short or full extract;
• select the purpose of the request;
• state whether your personal details have changed and provide the relevant previous information when applicable;
• provide information about your place of birth.

How much does the extract cost and how long does it take?

The online criminal record extract is free of charge.

Diia states that completing the online request itself generally takes up to five minutes. If the information can be processed without additional checks, the completed extract should be available within 10 working days.

If the information requires additional verification, processing can take up to 30 calendar days.

How do you request the criminal record extract through Diia?

1. Go to the official Diia service.
2. Select the option to obtain the extract and sign in or register using a supported authentication method.
3. Check the personal details automatically displayed in the application.
4. Select either the short or full extract.
5. Choose why you are requesting the document.
6. Enter information about previous personal details if they have changed.
7. Add your place of birth.
8. Submit the request and wait for the result.

When processing is complete, the electronic extract is sent to the email address associated with the request. You can also download it from the Received Documents section of your Diia account.

What can the criminal record extract be used for?

The official Diia service lists several situations in which the extract may be required, including employment, applying for a visa to travel abroad, submitting documents to foreign authorities, adoption or guardianship, citizenship procedures, participation in public procurement and presentation to another authority that requires it.

The authority receiving your document decides what type and form of extract it accepts. If the document will be used outside Ukraine, confirm in advance whether the foreign authority requires a paper original, apostille, translation or another form of authentication.

How can someone verify the extract?

An extract generated by the Ministry of Internal Affairs contains information current as of the date and time it was created. Each extract has a unique electronic identifier in the form of a QR code that links to a verification record in the Ministry's electronic resources.

The validity of an extract can also be checked using the official Ministry of Internal Affairs verification service.

Can the electronic extract receive an apostille?

The Ministry of Internal Affairs states that an electronic extract cannot itself be apostilled or consularly legalized.

If an authority abroad specifically requires an apostilled document, do not assume that downloading the ordinary electronic extract from Diia will satisfy that requirement. The Ministry of Internal Affairs provides separate options for paper extracts, including paper extracts with an apostille. Treat that as a separate document requirement and check what the receiving foreign authority accepts before ordering it.

Common mistakes to avoid

• Choosing the short extract when the receiving authority specifically asks for the full version.
• Failing to disclose a previous surname or other changed personal information.
• Entering incomplete or inaccurate information about the place of birth.
• Assuming the document will always be issued within 10 working days even when additional verification is required.
• Assuming an electronic extract can automatically be apostilled for foreign use.
• Requesting a new document unnecessarily when the receiving organization has not specified how recent the extract must be.

What happens after your application is processed?

If the request is successfully processed, you receive the official electronic extract by email and can download it from your Diia account. The electronic document is certified with the electronic seal of the Ministry of Internal Affairs information system.

The extract reflects information that is current at the date and time when it is generated. Ukrainian rules do not establish one universal validity period that applies to every use of the extract, so an employer, embassy, foreign authority or other recipient may set its own requirement for how recently the document must have been issued.
