How to Assign Another Driver as the Proper User of Your Car in Ukraine
Assign another driver as the proper user of your car in Ukraine through Diia or the Driver Cabinet, choose the period and give them digital vehicle documents.
Helpydo structures practical guidance around official or public sources. For individual cases, confirm requirements with the responsible institution.
If another person regularly drives your car in Ukraine, you can register that person as the vehicle's proper user in the Unified State Register of Vehicles. The service is free and available online through the Diia app or Driver Cabinet, as well as at an MVS service center. Only one proper user can be assigned to a vehicle at a time. The driver must have a valid Ukrainian driving licence or a foreign licence that meets the 1968 Convention on Road Traffic requirements. You and the driver choose the assignment period yourselves. Current MVS guidance says online applications are processed automatically in real time, normally within 5 minutes; Diia lists the official service period as one working day. After approval, the vehicle registration certificate appears in the driver's Diia app and Driver Cabinet.
What you need
- The vehicle must be registered in Ukraine and the relevant vehicle registration information must be available for the service.
- The person becoming the proper user must have a Ukrainian national driving licence or a foreign driving licence meeting the requirements of the 1968 Convention on Road Traffic.
- For Diia, the owner needs an ID card or international passport and the vehicle registration certificate displayed electronically; the future proper user needs an ID card or international passport and a driving licence of the appropriate category displayed electronically.
- For the Driver Cabinet, the owner's vehicle registration certificate and the future user's driving licence of the appropriate category must be available electronically.
- The parties must agree on the period for which the proper user is appointed.
- For the Driver Cabinet route, the parties need the contact information used to exchange and confirm the electronic application and must electronically sign the application.
- If the proper use is based on a power of attorney, lease, hire, loan or leasing agreement rather than direct designation by the owner, the relevant supporting document may be required.
Eligibility
A vehicle owner may designate another person who legally uses the vehicle as its proper user. A proper user is a person who lawfully uses a vehicle that does not belong to them and whose information is entered in the Unified State Register of Vehicles. The future proper user must hold a Ukrainian national driving licence or a foreign driving licence compliant with the 1968 Convention on Road Traffic. Only one proper user may be registered for a vehicle at a time. The appointment gives the person the registered status to use the vehicle and determines responsibility for specified automatically recorded traffic and parking offences; it does not transfer ownership of the vehicle.
How to do it
- Confirm that the other driver has the required driving licence and that no other proper user needs to remain assigned to the vehicle.
- Agree with the driver on the period of appointment. Diia states that the period is specified in the application and does not set a maximum general period for granting vehicle use through this service.
- For the Diia route, open the app and go to Services, Car Sharing, Share a car, or select Share a car from the vehicle registration certificate menu.
- Select your vehicle, specify the assignment period and create a request for the future user's data using a QR code or link.
- The future proper user opens the request, shares the required data and signs or confirms the application in Diia.
- After receiving confirmation from the future user, the owner signs or confirms the application. It is then sent to the MVS service center system for checking.
- Alternatively, use the Driver Cabinet. The initiating party opens Proper User Management, completes the application and sends the confirmation request to the other party. Both parties complete the required electronic confirmation and signatures.
- Wait for processing. Current Main Service Center guidance states that online requests are processed automatically in real time and normally take up to 5 minutes. Diia lists the formal service period as one working day.
- Check the result notification. After successful registration, the vehicle registration certificate appears among the proper user's documents in the Driver Cabinet and Diia app.
- If the arrangement ends early, cancel the proper-user appointment through Diia, the Driver Cabinet or an MVS service center instead of waiting for the agreed period to expire.
What is a proper user of a vehicle in Ukraine?
Ukraine uses the official concept of a proper user for a person who legally uses a vehicle that does not belong to them. The person's information is entered in the Unified State Register of Vehicles.
The status is particularly useful when an owner regularly lets another person drive the car. According to the Main Service Center of the MVS, the proper-user system helps ensure that responsibility for specified automatically recorded road-safety offences and photographed or video-recorded stopping, standing and parking violations is assigned to the registered user rather than automatically remaining with the owner.
Assigning a proper user does not transfer ownership. If the car has actually been sold, use the separate procedure to re-register the used car in the buyer's name.
Who can you assign as the proper user?
The Main Service Center states that a person can become the proper user only if they have a national driving licence or a foreign driving licence that meets the requirements of the 1968 Convention on Road Traffic.
The driving licence must cover the appropriate vehicle category. A private individual or a legal entity can designate a proper user under the applicable procedure.
There is an important restriction: only one proper user can be assigned to one vehicle at a time.
How long can you share the car?
The appointment is made for a defined period chosen by the vehicle owner and the user. Diia states that the period is entered in the application and that there is no maximum general period for granting the right to use the vehicle through this service.
If the arrangement should end before the date entered in the application, the proper-user status can be cancelled early.
What do the owner and driver need in Diia?
The current Main Service Center instructions require the relevant electronic documents to be available in Diia when using the app-based car-sharing service.
The future proper user needs:
- an ID card or international passport; and
- a driving licence of the appropriate category.
The vehicle owner needs:
- an ID card or international passport; and
- the vehicle registration certificate.
If a required driving licence is missing because it was lost or stolen, resolve that problem first through the procedure to replace a lost or stolen Ukrainian driver's licence.
How do you assign the driver through Diia?
The Diia route is designed for the owner and future user to complete the process electronically:
- The owner signs in to the Diia app.
- Open Services, Car Sharing, Share a car, or choose Share a car from the vehicle registration certificate menu.
- Select the vehicle and specify how long the other person will be its proper user.
- Create a request for the future user's data using the QR code or link provided by Diia.
- The future user opens or scans the request, shares the required data and confirms the application.
- The owner receives confirmation and completes their part of the application.
- The application goes to the MVS service center system for verification.
Current MVS guidance says the automated online processing normally takes up to 5 minutes.
How does the Diia QR-code flow work?
The Main Service Center describes a two-smartphone flow. The owner generates the car-sharing QR code, and the future driver signs in on the second smartphone and scans that code. The driver confirms consent to the sharing request, after which the owner gives the final confirmation and the request is processed.
Can you use the Driver Cabinet instead?
Yes. The Driver Cabinet is another official online route. Unlike the Diia QR flow, the parties do not have to be physically next to each other.
For the Driver Cabinet route, the future proper user's driving licence of the appropriate category and the owner's vehicle registration certificate must be available electronically.
The Main Service Center explains that either party can initiate the request. For example, the owner can create the application and the driver receives an email containing a link to the Driver Cabinet to confirm it. The reverse initiation by the driver is also possible.
Both sides complete the required electronic confirmation and signatures. Once both have approved the application, it is processed through the MVS system.
What legal basis can be selected for proper use?
The Diia service instructions for the Driver Cabinet identify several possible grounds for proper use:
- an agreement with the owner;
- a power of attorney granting the right to use the vehicle;
- a lease, hire or loan agreement; or
- a financial or operating lease agreement.
Where a power of attorney or contract is the legal basis, the Driver Cabinet process may require scanned supporting documents.
How long does registration take?
The Main Service Center's current 2026 guidance states that online applications are reviewed automatically and that requests are processed in real time in up to 5 minutes.
The Diia service page lists approximately 10 minutes to complete the application and gives the official service period as one working day. The practical automated result can therefore arrive much sooner, but allow for the official service period if immediate processing does not occur.
The service is free.
What appears in the driver's Diia account?
After successful registration, the vehicle registration certificate for the shared car appears among the proper user's documents in the Driver Cabinet and Diia app.
Diia confirms that the proper user can then use the vehicle under the registered arrangement. Current Diia guidance on compulsory motor insurance also states that, where a person lawfully uses the car as its registered proper user, the vehicle's insurance information can appear in that user's Diia app.
If the vehicle's own registration certificate has been lost or stolen and needs replacement rather than digital sharing, see how to replace a lost or stolen vehicle registration certificate.
Who is responsible for automatically recorded violations?
The legal purpose of proper-user registration includes identifying the person responsible under Article 14-2 of Ukraine's Code of Administrative Offences for specified road-safety violations recorded automatically and for stopping, standing and parking violations recorded by photography or video.
The Main Service Center therefore advises owners who regularly give their vehicle to another driver to register that person as the proper user so that the relevant responsibility is associated with the person using the vehicle.
This does not transfer ownership or make the proper user the registered owner of the car.
Can you stop sharing the car early?
Yes. The appointment does not have to continue until the originally selected end date. Current 2026 Main Service Center guidance confirms that proper-user status can be cancelled early.
For a car shared through Diia, open the relevant vehicle registration certificate and select the option to cancel sharing, or go through Services, Car Sharing, Cancel sharing. The application is checked through the MVS service center system, and both parties receive the result.
The Main Service Center also states that appointments made through the Driver Cabinet can be cancelled through the Driver Cabinet. An MVS service center provides an offline cancellation route as well.
Can you appoint a proper user at an MVS service center?
Yes. The offline service is available at MVS service centers and is particularly relevant when the vehicle registration certificate or driving licence does not appear electronically.
For an individual-owner case, both the owner and the future proper user, or their authorized representatives where applicable, attend an MVS service center with the required documents.
The Main Service Center currently lists the owner's documents as the vehicle registration certificate, Ukrainian passport and RNOKPP, with additional representation documents where relevant. The future proper user provides a driving licence, Ukrainian passport and RNOKPP. The official MVS guidance warns that an incomplete document package is a ground for refusing the service at the service center.
What does proper-user status not give the driver?
Proper-user registration is a vehicle-use and responsibility mechanism. It does not transfer property rights to the driver.
The Main Service Center also warns that being registered as a proper user and having another person's vehicle registration certificate is not, by itself, sufficient documentation for taking that vehicle abroad. International vehicle use has separate documentary requirements.
If the driver instead needs permission to drive abroad generally, note that an International Driving Permit is a separate document and does not replace the vehicle-specific requirements for taking someone else's car across the border.
What should you check before submitting the request?
- Make sure the future user has a driving licence valid for the appropriate category.
- Check whether another proper user is already registered, because only one can be assigned to a vehicle at a time.
- Agree on the appointment period before starting the electronic request.
- For Diia, make sure the required identity, driving and vehicle documents are already displayed electronically.
- Use two smartphones for the QR-code flow when completing the Diia process together.
- For the Driver Cabinet, use accurate contact details so the other party receives the confirmation request.
- Where proper use is based on a contract or power of attorney, provide the supporting documents required by that route.
- Do not use proper-user appointment instead of vehicle re-registration after an actual sale.
- Cancel the appointment if the other person stops regularly using the vehicle before the agreed end date.
