How to Exchange a Ukrainian Driver's Licence After Changing Your Name or Personal Details

How quickly must you exchange your driver's licence after changing your name?

If you change personal data recorded on your Ukrainian driver's licence, the licence must be exchanged within 10 days after receiving the new identity document.

The rule covers changes such as surname, first name and patronymic. The official driver's licence regulations also provide for exchange when the holder's sex or other qualifying personal data recorded in the licence changes.

The deadline is linked to obtaining the new identity document confirming your updated personal data, rather than simply to the date of a wedding or another event that led to the change.

What documents do you need?

For an in-person exchange at an MIA service centre, prepare:

• Your passport or another identity document accepted under the driver's licence procedure.
• Your RNOCPP taxpayer identification number, unless you are legally exempt and have the corresponding passport notation.
• Your existing driver's licence.
• A document confirming the change of personal data, such as a marriage certificate where the surname changed because of marriage.

A medical certificate is ordinarily listed among the documents associated with licence exchange, but the official MIA and Diia guidance confirms that it does not have to be submitted during martial law.

Where can you apply?

You can exchange the licence at any MIA service centre. The service is not restricted to the centre where your previous licence was issued or to your registered place of residence.

Can you exchange the licence online?

Yes. The Main Service Center of the Ministry of Internal Affairs provides an online exchange route through the Driver's Cabinet. The Diia Guide also lists the Diia mobile application as an electronic application channel.

In the Driver's Cabinet, sign in, choose the driver's licence exchange service and state that the reason is a change of personal data. Complete the required information and upload the requested electronic copies, including the document confirming the personal-data change.

After completing the application, pay the required charges and choose how you want to receive the replacement licence.

What if your old licence does not appear online?

Online exchange depends on the driver's licence information being available in the relevant electronic registers. The Main Service Center notes that not every older licence appears in electronic databases, particularly documents issued before electronic records became widely available.

If the licence cannot be processed electronically, use the in-person route at an MIA service centre.

How much does the replacement driver's licence cost?

Current MIA information for 2026 lists the approximate charge for issuing a driver's licence at UAH 650. This consists of approximately UAH 420 for the licence blank and UAH 230 for the administrative service.

A bank commission may be added depending on the payment method. If you request postal or courier delivery through an online application, logistics are charged separately. Current MIA guidance lists a logistics charge of UAH 294 for the delivery service where applicable.

Because service and logistics tariffs can be updated, the amount displayed in the official application system at the time of payment is the amount you should rely on.

How long does the licence exchange take?

For the dedicated in-person personal-data-change procedure, the Main Service Center states that the service is provided during the working day.

For an online application, the official personal-data-change guidance allows up to 10 working days for processing. If you request postal or courier delivery, logistics time is additional.

Processing can therefore be faster if you attend a functioning MIA service centre in person and the application can be completed immediately.

What happens at the MIA service centre?

Bring the required documents to the service centre and request an exchange because your personal data have changed. The administrator checks your identity, existing licence and the document establishing the change.

When the application is made in person, the service centre can take a new photograph for the replacement licence. You therefore do not normally need to prepare a printed licence photograph in advance.

After the application and payment are completed, the service centre produces the replacement document. The Main Service Center's current guidance for this specific procedure states that the service is normally completed during the working day.

How can you receive a licence ordered online?

The online Driver's Cabinet procedure provides several collection options:

• Collection from an MIA service centre.
• Delivery to an Ukrposhta branch.
• Courier delivery to the address specified in the application where the service is available.

Delivery is separate from the administrative processing period and carries an additional logistics charge.

Do you need to retake the driving tests?

A surname, first-name or other personal-data change does not by itself require you to retake the theory or practical driving examination. The government's driver-licensing rules treat this as an exchange of the existing driver's licence.

The Main Service Center also confirmed in 2026 that theoretical and practical examinations have not been introduced as a general requirement for exchanging or restoring a permanent driver's licence.

Separate rules apply when a first driver's licence issued for two years is being exchanged at the end of its validity and the holder has accumulated the number or type of road-safety violations specified by law. That is a different issue from exchanging a valid licence solely because your personal details changed.

What if you have your first two-year licence?

A personal-data change can require an exchange even before a first two-year driver's licence reaches its expiry date. Under the driver's licensing rules, when such a first licence is exchanged before expiry, the replacement remains a first-issued licence and carries the remaining validity period of the licence being replaced.

Do not wait for the two-year licence to expire if the reason for exchange is a change of personal data. The specific personal-data rule still requires exchange within the applicable 10-day period.

Do you need a medical certificate during martial law?

No. The current official service information states that drivers do not have to submit the medical certificate for licence exchange while martial law is in force.

This is a temporary wartime exception. The normal medical-document requirement can apply again when the relevant wartime exemption ceases, so applicants using this guide after a change in martial-law status should check the current MIA requirements before applying.

What should you check before applying?

Make sure you first have the updated identity document. A marriage certificate or another document explaining why your surname changed does not replace the requirement to identify yourself using the appropriate current identity document.

Use the same updated spelling and personal details throughout the application. If applying online, upload readable copies of the requested documents and make sure the licence can be identified in the electronic register.

Also choose the correct reason for exchange. A licence exchange because of changed personal data is distinct from replacement because of loss, theft, damage or expiry, even though some parts of the application process are similar.

What happens to your old licence after the exchange?

The replacement licence is issued with your current personal data and becomes the driver's licence you should use. When applying in person, surrender the existing licence as part of the exchange procedure.

After the new licence is issued and the relevant electronic records are updated, the document can also appear in the electronic government services that support digital driver's licences.
