How to Deregister and Scrap a Vehicle That Is No Longer Usable in Ukraine

When can you scrap and deregister a vehicle in Ukraine?

Ukraine provides a specific registration procedure for a vehicle that is no longer suitable for continued use because of critical damage, destruction, wear or other circumstances. The official term is removal from registration in connection with whole-vehicle write-off, or vybrakuvannia.

This procedure removes the vehicle from state registration or temporary state registration. It is appropriate when the owner is permanently writing off the vehicle rather than selling it, transferring it to another owner or temporarily taking it off the road.

Who can apply for vehicle write-off?

The service is available to individual and legal-entity vehicle owners. An individual can apply personally or through an authorized representative.

For an individual, the vehicle is written off on the owner's application. For a legal entity, current MVS guidance states that a written-off vehicle is deregistered on the basis of an approved act.

What documents does an individual owner need?

The current administrative-service guidance lists the following core documents:

• an application in the prescribed form;
• an identity document;
• the owner's RNOKPP, subject to the statutory religious-refusal exception;
• the vehicle registration certificate, if available;
• the vehicle's number plates, if available.

If another person acts for an individual owner, the representative must also provide an identity document and a notarized power of attorney.

What if the registration certificate or plates are missing?

The official service listing treats the registration certificate and number plates as documents to surrender where they are available. For an individual whose certificate or plates are absent, the administrative-service guidance requires an explanation.

Current MVS guidance also states that when a registration certificate or number plates were lost or stolen, additional supporting documentation may be required. For theft, the relevant police document concerning the reported incident must be submitted.

If the vehicle itself is still usable and your problem is only a missing registration document, do not use the irreversible write-off procedure. Follow the separate procedure for replacing a lost or stolen vehicle registration certificate.

What does a legal entity need?

For a vehicle owned by a legal entity, Ukrainian registration rules require an approved write-off act. The Main Service Center clarified in March 2026 that there is no single mandatory template for this act.

The act is prepared according to the organization's internal rules and record-keeping requirements. MVS guidance says it may include the legal entity's full name and details, information identifying the vehicle such as make, model, VIN and plate number, the reason for write-off, the date and signatures of responsible persons.

The administrative-service guidance also identifies additional organizational documents for legal entities in relevant cases, including authority documents for the representative, a copy of the owner's decision, appointment documentation for the responsible person and, for state-owned organizations, the required approval or consent from the competent property-management body.

Where do you submit the write-off application?

The Main Service Center states that vehicle write-off is available at any convenient territorial MVS service center regardless of the owner's place of residence.

The national administrative-service listing also provides for submission of the paper document package to the administrative-service provider or through a center for administrative services where the service is available.

Can you scrap a vehicle online through Diia?

No complete online write-off procedure is currently listed. The official Diia administrative-service guide states that the applicant or representative submits the required package in paper form. An MVS e-appointment can be used to arrange a visit, but booking an appointment online does not make the deregistration itself an online service.

How much does vehicle write-off cost?

The administrative service for whole-vehicle write-off is free of charge. The Main Service Center confirmed the free service in its March and July 2026 guidance.

This should not be confused with other vehicle-registration actions that may have administrative or document-production charges.

How long does deregistration take?

The official service period is within the working day from the moment the complete documents are submitted.

The authority first checks the application, documents and applicable state databases before completing the removal from registration.

When can the service be refused?

The Diia administrative-service guide identifies refusal grounds including an incomplete package of documents and database information showing that the vehicle is wanted or under arrest. It also lists a mismatch between identification numbers on vehicle components and the submitted documents.

Current MVS guidance additionally warns that whole-vehicle write-off is not performed where an applicable encumbrance has been imposed on the vehicle. Current registration rules also require checks against relevant vehicle, restriction, debtor and sanctions data where applicable.

If a restriction exists, resolve it with the authority or creditor responsible for that restriction before relying on the standard write-off procedure.

What if the vehicle was destroyed by shelling or another attack?

A completely destroyed vehicle remains registered to its owner until the registration record is formally changed. In July 2026, the Main Service Center specifically reminded owners of vehicles destroyed or severely damaged by Russian attacks that they can use the free whole-vehicle write-off procedure.

Where an MVS mobile service center is operating directly at the site of an attack, an affected person can obtain vehicle write-off services there. MVS instructs affected owners using this special route to first contact a pre-trial investigation authority, such as the police or Security Service of Ukraine, and obtain a document confirming their status as an injured party.

What happens after the vehicle is written off?

After approval, the vehicle is removed from state registration or temporary state registration. The surrendered registration documents and number plates are processed through the MVS registration system as part of the procedure.

The most important consequence is permanence: the current MVS and Diia service guidance states that registration cannot be restored after whole-vehicle write-off. Do not use this procedure if you expect to repair, resell or put the same vehicle back into legal circulation later.

Make sure you are using the right vehicle procedure

Whole-vehicle write-off is different from transferring ownership or correcting a vehicle document. If the vehicle has been sold and remains usable, the relevant procedure is re-registering a used vehicle after purchase. If only the registration certificate was lost or stolen, replace that document instead of permanently writing off the vehicle.

Common mistakes to avoid

• Using whole-vehicle write-off when the vehicle will later be repaired or returned to use.
• Assuming a destroyed vehicle disappears automatically from the state register. The owner must complete the deregistration procedure.
• Forgetting the registration certificate or number plates when they are still available.
• Failing to explain or document missing or stolen registration documents and plates.
• Sending a representative without the required authority documents.
• A legal entity applying without an approved write-off act.
• Trying to complete the entire procedure online when the current service requires paper submission.
• Applying while the vehicle remains subject to an arrest, search record or other restriction that prevents deregistration.
