Eligibility
A person who was previously issued a Ukrainian driver's licence may apply for a new licence when the original has been lost or stolen. Before issuing the replacement, the MVS service center verifies that the previous licence was issued to the applicant.
Online replacement is available when the driver's digitized facial image is available in the Unified State Register of the MVS or the Unified State Demographic Register and the relevant driver's licence information can be processed electronically.
If the lost or stolen document was the applicant's first two-year driver's licence and it is replaced before its original expiry date, the replacement remains a first-issued licence and keeps the expiry period of the lost or stolen document.

What should you do first if your driver's licence is lost or stolen?

What if you find the old licence later?
Do not continue using it. Once the lost or stolen licence has been entered in the Unified State Register of the MVS as lost or stolen and a replacement has been issued, the former licence is invalid.
The official procedure states that a found licence for which a new document has already been issued must be transferred to an MVS service center for destruction.
What if you lose your licence abroad?
The current Main Service Center FAQ states that when a Ukrainian driver's licence is lost abroad, issuance of a new licence is carried out on the general grounds through an MVS service center.
During martial law, separate government arrangements also allow certain Ukrainian state enterprise branches located abroad to accept applications for exchange or replacement after loss or theft. Availability depends on whether the relevant overseas location provides the service.
