What can you find in the State Register of Rights?

The information generated for registered rights contains data that are current at the date and time of the request, together with relevant information from the register's integral archival component or confirmation that no registered rights or encumbrances were found.
At the requester's choice, the result may additionally contain information in chronological order about the acquisition, change and termination of real rights and encumbrances and changes made to the corresponding register records.
Do you have to own the property to search the register?

Which details can you use to search?
The official register procedure supports searches using one or more identifiers. For a property, these include:
- the registration number of the real-estate object;

- the property's address.
The procedure also permits searches by identifying information about the person or legal entity that is the subject of a registered right or encumbrance. Using a precise identifier generally reduces the risk of receiving results for another person with similar details.
How does electronic access work?
Ukraine's registration law provides electronic access through the official Ministry of Justice web service after the requester is electronically identified. The implementing procedure states that information in electronic form is generated automatically by the State Register software after the user selects the search parameters and pays the required fee.
The official Diia service describes an online process in which the user signs in, selects the State Register information service, enters one or more search identifiers, pays the administrative fee and receives the result as a PDF.
As verified on 2 September 2026, the dedicated Diia service page displays a notice that the service is temporarily unavailable because of technical improvements. The underlying law and register procedure nevertheless continue to provide for electronic information through the Ministry of Justice web portal.
How do you get the information on paper?
Paper information can be requested from an authorized provider of information from the State Register, including through a CNAP administrative service center. The information is available regardless of where the property itself is located.
The provider verifies the applicant's identity. If a representative acts for another person, the provider also checks the document establishing the representative's authority.
The paper information is generated directly from the State Register software and then printed for the requester.
How much does property register information cost in 2026?
Article 34 of the registration law sets the fee as a fraction of the subsistence minimum for able-bodied persons as of 1 January of the relevant year:
- 0.0125 of the subsistence minimum for electronic information;
- 0.025 of the subsistence minimum for paper information.
The 2026 State Budget sets the subsistence minimum for an able-bodied person at UAH 3,328. Applying the statutory coefficients and the required rounding to the nearest UAH 10 gives:
- UAH 40 for electronic information;
- UAH 80 for paper information.
If you choose information covering a rights holder as a whole, the register procedure charges the statutory fee for each 25 pages of information. The final amount can therefore be higher for a large report.
How long does the request take?
The current Diia Guide for administrative service No. 00047 lists:
- 10 minutes for electronic information;
- 1 calendar day for paper information.
The consumer-facing Diia page separately describes its electronic service result as being provided within one hour. Because electronic register information is generated automatically, actual availability can depend on the functioning of the electronic service.
Is an electronic property report legally valid?
Yes. Ukraine's registration law expressly states that information about registered rights and encumbrances generated by the State Register in electronic and paper form has equal legal force and may be used in accordance with law.
You therefore do not need a paper version merely because you need official register information, unless the institution or transaction you are dealing with specifically requires a particular document format for another legal reason.
What should you check before buying real estate?
For due diligence, inspect the current registered rights and any registered encumbrances affecting the property. Depending on your circumstances, the historical option can also help show how rights were acquired, changed or terminated.
A register information request is a useful ownership check, but it is not itself a transfer or registration of ownership. Does the result show mortgages and restrictions?
Yes. The service is designed to provide information about registered rights and encumbrances affecting those rights. The current Diia service also states that its property information draws on the State Register of Rights, the older Register of Property Ownership, the State Register of Mortgages and the Unified Register of Prohibitions on Alienation of Immovable Property.
For a prospective purchase, the existence of a mortgage, prohibition or another registered encumbrance is material information that should be reviewed before committing to the transaction.
Are any register details hidden during martial law?
Yes. Cabinet Resolution No. 1737, effective from 27 December 2025, introduced a temporary restriction that applies during martial law and for one year after its termination or cancellation.
When ordinary electronic information is provided about property registered to a legal entity, the register software restricts access to the property's precise location beyond the permitted broad territorial information and to the cadastral number of a land parcel registered to that legal entity. The resolution contains an exception for information supplied to banks under the specified register-service arrangements.
This restriction means an electronic due-diligence result for legal-entity property may intentionally contain less location information than expected during the protected period.
What if no information is found?
A result showing no matching information does not necessarily prove that a property never existed or that nobody ever held rights to it. The modern State Register operates together with its archival component, while some older rights may require separate registration or examination of older source records.
First verify the search identifier. Diia specifically recommends trying a different criterion where no information is found or where the search appears to return another person's property.
For property damaged or destroyed because of Russian aggression, obtaining register information is also separate from the compensation process. The relevant procedure is to report damaged or destroyed housing, followed where applicable by the separate eRecovery compensation procedure.
When can the service be refused?
The official service guide identifies failure to pay the required administrative fee, or payment of less than the full amount, as a ground for refusing the service.
For a paper request, the provider must also be able to establish the applicant's identity and, where applicable, the representative's authority before processing the request.
