How to Commission a Private House Built Under a Building Passport in Ukraine
Commission a completed private house built under a Ukrainian building passport by completing technical inventory and registering a declaration of readiness for operation.
Helpydo structures practical guidance around official or public sources. For individual cases, confirm requirements with the responsible institution.
To commission a completed private house built under a building passport in Ukraine, first make sure the required notice of commencement of construction works was registered, then have the completed property technically inventoried. For the online route you need the registration numbers in the Unified State Electronic System in the Construction Sector for both the commencement notice and the technical inventory. Submit the declaration of readiness for operation through Diia with a qualified electronic signature, or submit it through a CNAP. Registration is free and takes up to 10 working days. Once the declaration is registered in the Register of Construction Activities, the house is accepted into operation and you can proceed to register ownership.
What you need
- The completed property must be an object whose construction was carried out on the basis of a building passport.
- A notice of commencement of construction works based on the building passport must have been submitted and entered in the Register of Construction Activities before the construction works were carried out.
- Before commissioning, the completed object must undergo technical inventory. The result includes the object's technical passport and information recorded in the Unified State Electronic System in the Construction Sector.
- For online filing, have the registration numbers from the construction e-system for the notice of commencement of construction works and the technical inventory.
- For the Diia route, you need a qualified electronic signature.
- If the land plot is jointly owned, the co-owners will receive requests to sign the electronic declaration.
- For an in-person CNAP filing, have your passport and taxpayer identification number.
- If an authorized representative submits the paper documents, provide the original or a notarized copy of the document confirming the representative's authority.
- If the applicant is a foreign citizen or stateless person, an appropriate foreign passport or other qualifying identity document is required for the offline route.
Eligibility
This procedure applies to the construction customer or an authorized representative seeking acceptance into operation of a completed object that was lawfully built on the basis of a building passport. Under the current 2026 rules, building-passport construction can include an individual detached residential house, garden or country house within the limits prescribed by the building-passport legislation, together with qualifying household buildings and structures. This procedure is not the legalization route for an unauthorized building constructed without the required construction document, and it is not the commissioning procedure for a project that requires a different construction authorization.
How to do it
- Confirm that the house was built under a valid building passport. If you are still at the planning stage rather than commissioning a completed house, obtain the building passport before starting the relevant construction process.
- Check that the notice of commencement of construction works based on the building passport was properly submitted and recorded. If ownership or use of the land changed after that notice, update the customer information before filing the readiness declaration.
- After construction is complete, arrange a technical inventory with a person authorized to perform technical-inventory work. The inventory produces the technical passport and the information needed in the construction e-system.
- For the online route, note the registration numbers in the Unified State Electronic System in the Construction Sector for both the commencement notice and the technical inventory.
- Sign in to Diia using a qualified electronic signature, complete the readiness declaration and check the information generated from the construction system.
- If the land is jointly owned, ensure that the co-owners complete the electronic signing requested by the service.
- Sign and submit the declaration. It is routed to the competent state architectural and construction control authority according to the object's location.
- Alternatively, submit one completed declaration through a CNAP. It can also be sent to the CNAP by registered post with an inventory of the contents under the applicable procedure.
- Monitor the application in your Diia account. Registration is free and the official processing period is up to 10 working days.
- After successful registration, verify that the declaration appears in the Register of Construction Activities. The registered declaration confirms acceptance of the completed object into operation.
- Once commissioning is complete, proceed separately to register ownership of the completed house through a CNAP, state registrar or notary.
Which private houses use this commissioning route?
This procedure is specifically for a completed construction object that was built on the basis of a building passport. It is not a general procedure for every newly constructed property.
Under the building-passport rules updated in 2026, qualifying construction includes an individual detached residential house, garden house or country house not exceeding two storeys excluding an attic floor and with an area of up to 500 square metres, subject to the statutory exclusions and other applicable requirements. Qualifying household buildings and structures can also fall within the building-passport regime.
If you have not yet reached the construction stage and need the initial planning document, see how to get a building passport for a private house.
What must be in place before you file the readiness declaration?
The commissioning declaration is the final construction-stage filing, not a substitute for the documents required before construction.
For a house constructed under a building passport, the customer must have acquired the right to perform the construction works by submitting the prescribed notice of commencement of construction works. Current Diia guidance for the commissioning service requires the registration number of that notice in the Unified State Electronic System in the Construction Sector.
If the house was built without the required notice, do not enter false notice details in a readiness declaration. Unauthorized or undocumented construction may require a different legal route depending on when and how it was built.
Do you need a technical passport before commissioning?
Yes. Diia expressly instructs the construction customer to conduct technical inventory before the object is accepted into operation.
Technical inventory records the actual characteristics of the completed property. Its result includes a technical passport containing the object's principal characteristics and technical and economic indicators. Under the current national technical-inventory rules, the relevant materials are handled through the Unified State Electronic System in the Construction Sector.
Technical inventory must be performed by a person entitled to perform this work. Diia advises checking the person's relevant certificate and its validity in the Register of Construction Activities.
The government's current technical-inventory procedure is established by Cabinet Resolution No. 488 of 12 May 2023, as amended. The older 2001 technical-inventory instruction is no longer the current governing procedure.
What information do you need from the construction e-system?
For the online commissioning service, Diia currently requires the registration numbers in the Unified State Electronic System in the Construction Sector for:
- the notice of commencement of construction works based on the building passport; and
- the technical inventory of the completed object.
These records link the final declaration to the earlier construction procedure and to the actual characteristics recorded after completion.
How do you commission the house online through Diia?
The declaration can be filed entirely online through Diia. The administrative service is free.
- Sign in to the Diia citizen account using a qualified electronic signature.
- Open the service for a declaration of readiness for operation based on a building passport.
- Complete the online form using the registration numbers for the commencement notice and technical inventory.
- Review the automatically generated declaration carefully.
- Sign it electronically and submit it.
The declaration is then sent to the competent state architectural and construction control authority according to the location of the property.
Diia estimates about 30 minutes for completing the application and gives an official registration period of up to 10 working days.
What happens if the land plot is jointly owned?
If the land plot is in joint ownership, Diia states that the co-owners receive notifications asking them to sign the declaration. Allow for this step before expecting the electronic submission to proceed normally.
Can you commission the house without using Diia?
Yes. The offline route is available through a Centre for Administrative Services, or CNAP.
For a personal visit, the official service guidance requires your passport and taxpayer identification number. You submit one completed declaration. If you cannot attend personally, the declaration may be sent by registered post to the CNAP with an inventory of the enclosure.
An authorized representative may also submit the document. In that case, the original or a notarized copy of the document proving the representative's authority must accompany the submission.
The registration of the declaration itself remains free whether the applicable electronic or administrative-service route is used.
What if the land or construction customer changed?
If you acquired the right to use a land plot containing a construction object for which another customer had already registered the commencement notice, Diia states that you can eventually register the readiness declaration, but you must first change the customer information in the registered commencement notice.
That change can be submitted through the relevant Diia construction-notice service or through the applicable offline route. File the readiness declaration only after the updated information has been properly registered.
How do you know the house has been commissioned?
After submission, you can monitor the declaration's status in your Diia citizen account. A notification about successful registration or return of the document for correction appears in the account and is also sent by email.
When the declaration is successfully registered, its record appears in the Register of Construction Activities in the Unified State Electronic System in the Construction Sector. Registration of the declaration is the mechanism by which the completed building-passport object is accepted into operation.
The current administrative service lists the result as either registration of the declaration or a decision returning the declaration.
Why can the declaration be returned?
Official Diia service guidance identifies problems that can prevent registration, including:
- submitted information or documents that do not comply with legal requirements;
- unreliable or false information in the submitted material; or
- documents prepared in violation of the prescribed requirements.
Before submitting, compare the house's actual technical-inventory information with the building and land records and check the registered commencement notice. Correct an earlier record through the appropriate procedure rather than reproducing an outdated or incorrect detail in the readiness declaration.
Can you correct the declaration after registration?
Yes, but the current Diia service describes this route for correcting a technical error in an already registered declaration, such as a typographical, grammatical or arithmetic error.
For an online correction, you also need the registration number of the declaration in which the technical error is to be corrected. A correction request can also be made through a CNAP.
When can you register ownership of the new house?
Commissioning and registration of ownership are separate legal stages. Diia states that after the object is accepted into operation, you can register ownership by applying through a CNAP, a state registrar or a notary.
If you need to verify the resulting registered property information afterward, Helpydo explains how to get official Property Register information for real estate.
Do not use the separate procedure for registering property rights acquired before 2013 for a newly completed house. That procedure addresses historical rights rather than ownership of a newly commissioned building.
What should you check before submitting?
- Confirm that the object was legally constructed under the building-passport route.
- Verify that the commencement notice is registered and its customer information is current.
- Complete the technical inventory after construction and obtain the technical passport.
- For Diia, have the construction-system registration numbers for both the commencement notice and technical inventory.
- Check that the completed building and the data entered in the declaration are consistent.
- If the land is jointly owned, make sure the co-owners complete the required electronic signing.
- After submission, monitor the declaration until its registration appears in the Register of Construction Activities.
- Only after acceptance into operation proceed to the separate ownership-registration stage.
