How to Check Who Owns a Land Plot by Cadastral Number in Ukraine
Use Ukraine's State Land Cadastre e-services to identify a registered land plot by cadastral number and check available ownership and registered real-right information.
Helpydo structures practical guidance around official or public sources. For individual cases, confirm requirements with the responsible institution.
If you know a Ukrainian land plot's cadastral number, use the StateGeoCadastre electronic services to identify the plot and request the available ownership and real-right information. The cadastral number is the plot's unique identifier. Access to personal data about owners or users requires electronic identification, such as a qualified electronic signature, ID.GOV.UA or BankID where offered. Viewing ownership and land-use right information through the cadastral e-service is free. For transaction-grade due diligence, you can separately obtain an official State Land Cadastre extract containing information from the State Register of Real Property Rights.
What you need
- The cadastral number of the registered land plot you want to check.
- Access to the official StateGeoCadastre electronic services.
- Electronic identification is required to view personal data concerning land owners and users. The current portal offers identification through a qualified electronic signature, ID.GOV.UA and BankID NBU, alongside other portal authorisation options.
- No proof that you own the plot is required merely to access ownership and real-right information under the public-access rules, but the person accessing personal data must be identified.
- If you need an official document rather than an online information check, request the appropriate State Land Cadastre extract separately.
Eligibility
Individuals and legal entities may use State Land Cadastre information services. Under Article 36 of the Law of Ukraine on the State Land Cadastre, information made publicly available can be viewed electronically, while access to personal data of land owners and users requires identification using a qualified electronic signature or another legally permitted high-assurance electronic identification method. The system records access to ownership and real-right information, and the owner or land user can request information about persons who accessed data about them.
How to do it
- Obtain the land plot's cadastral number. It is the unique identifier assigned when a plot is registered in the State Land Cadastre.
- Open the official StateGeoCadastre electronic services portal.
- Authenticate using an available identification method such as a qualified electronic signature, ID.GOV.UA or BankID NBU when accessing ownership or real-right personal data.
- Use the cadastral number to identify the relevant registered land plot and select the service for information about rights to land plots.
- Review the available information about the owner or user and the registered real rights associated with that cadastral plot. The cadastral data on owners, users and registered real rights is supplied in accordance with information from the State Register of Real Property Rights to Immovable Property.
- Compare the cadastral number, location, area and other plot characteristics so that you do not rely on information for a different parcel.
- If the check is for a purchase, lease or another legal transaction, consider ordering an official State Land Cadastre extract containing information from the State Register of Real Property Rights rather than relying only on an on-screen check.
What can you check with a cadastral number?
A cadastral number is the unique identifier of a land plot in Ukraine's State Land Cadastre. It is assigned when the land plot is registered and normally remains attached to that plot throughout its existence. A change of owner or user does not itself cancel the cadastral number.
The State Land Cadastre contains plot information including the cadastral number, location, boundaries, area, designated use, restrictions and other cadastral characteristics. The law also provides for information about the plot's owners or users and registered real rights based on data from the State Register of Real Property Rights to Immovable Property.
This makes the cadastral number the correct starting point when you already know the parcel and want to establish who is recorded in connection with it. StateGeoCadastre specifically notes that its software does not provide the same registered-plot search by ordinary street address.
How do you check the owner online?
Use the official StateGeoCadastre electronic services. The portal provides a service for obtaining information about owners and users of land plots and identifies cadastral rights information as an electronic service.
Enter or use the known cadastral number to identify the correct parcel. Before viewing personal ownership or land-use information, authenticate using an accepted electronic identification method. The current portal provides qualified electronic-signature identification, ID.GOV.UA and BankID NBU options.
The ownership and rights check should not be confused with anonymous viewing of ordinary cadastral information. Article 36 of the State Land Cadastre Law specifically requires identification before a person can view, copy or print personal data concerning owners and users.
Where does the ownership information come from?
The State Land Cadastre and the State Register of Real Property Rights are interconnected but perform different functions. The cadastre identifies and describes the land parcel. Registered ownership and other real rights are registered in the State Register of Real Property Rights.
Article 15 of the State Land Cadastre Law provides that information about a land plot includes information about its owners, users and registered real rights according to the State Register of Real Property Rights. This relationship is important for due diligence: a cadastral-number search identifies the parcel, while the rights information reflects registration data supplied through the property-rights system.
If you need a broader property-rights check rather than this cadastral-number task, use the separate Helpydo procedure for getting official Property Register information for real estate in Ukraine.
Do you have to identify yourself to see the owner?
Yes, when accessing personal data about an owner or user. Ukrainian law requires the person receiving access to be electronically identified. StateGeoCadastre's current authentication page implements this requirement and offers electronic-signature, ID.GOV.UA and BankID NBU identification routes.
This access is not anonymous. Information about your access to ownership and real-right data is recorded. The owner or land user may apply to the cadastral authority for information about persons who obtained access to information concerning that rights holder.
Is the ownership check free?
The StateGeoCadastre electronic service for obtaining information about owners and users has been provided free of charge, with the electronic system automatically returning the available ownership and acquisition information after identification and a request.
Do not confuse this free information check with ordering an official cadastral extract. An extract is a separate administrative service for which the State Land Cadastre Law provides an administrative fee.
When should you order an official extract?
For serious due diligence before buying, selling, gifting or leasing land, an official extract provides a stronger documentary result than simply reading information on screen. StateGeoCadastre describes the land-plot extract as a document used for land transactions.
An extract from the State Land Cadastre about a land plot can include information from the State Register of Real Property Rights concerning real rights and their encumbrances. The Diia administrative-services guide currently states that an electronic extract is provided within one calendar day; the paper version is provided within one working day. The extract is a paid service, unlike the basic electronic owner-and-user information check.
For a wider transaction check, compare the cadastral information with official real-property rights information. If the property right was acquired before 2013 and the records are incomplete, the issue may require additional registration work; Helpydo has a separate guide on registering property ownership acquired before 2013.
What if the expected owner does not appear?
Do not assume that a missing or unexpected result proves that nobody owns the land. The State Land Cadastre contains information about formed and registered land plots, and historical rights can create additional record issues.
Land plots whose ownership or use rights arose before 2004 can, under the transitional provisions of the State Land Cadastre Law, be considered formed even without a cadastral number. Historical rights from before 2013 may also require attention to the relationship between older records, the cadastre and the current State Register of Real Property Rights.
If the cadastral number is valid but ownership information appears incomplete or inconsistent, obtain official register information before relying on the result for a transaction. Check the cadastral number carefully as well: because it uniquely identifies the parcel, entering the wrong number means you are checking a different plot.
Are there restrictions during martial law?
Ukraine's cadastral system continues to operate under special wartime rules. The current StateGeoCadastre e-services portal warns that applications requiring processing by a State Cadastral Registrar for objects located in active-combat or temporarily occupied territories may be processed only after the relevant territory is removed from the list where user access to the State Land Cadastre is suspended. The exception is for results generated automatically online.
Because wartime access restrictions can affect particular territories and services, use the current official e-services portal rather than assuming that every cadastral operation available elsewhere in Ukraine can be completed for a plot in an affected territory.
What should you verify before relying on the result?
For property due diligence, confirm more than the displayed owner's name. Match the cadastral number, location, area and registered rights to the land you intend to deal with. Review relevant restrictions and encumbrances through the appropriate official records and obtain documentary extracts when the information will support a legal transaction.
The State Land Cadastre is an official source of cadastral information, but ownership registration belongs within the real-property-rights registration system. Using both sources appropriately reduces the risk of treating basic cadastral information as a complete legal title check.
Frequently asked questions
Can I find the owner of a land plot in Ukraine using only its cadastral number?
Yes. A cadastral number uniquely identifies a registered land plot, and StateGeoCadastre's electronic services provide access to available owner, user and real-right information. Personal owner or user data requires electronic identification.
Can I check a Ukrainian land owner anonymously?
Not where the information includes personal data about the owner or user. Article 36 of the State Land Cadastre Law requires electronic identification before personal owner and user information can be viewed, copied or printed.
Is checking the land owner through the cadastral e-service free?
The electronic StateGeoCadastre service for obtaining owner and user information is free. Ordering an official State Land Cadastre extract is a separate administrative service and is subject to a fee.
Does the land owner know that I checked the cadastral information?
Access to ownership and real-right information is recorded. Under the State Land Cadastre Law, a rights holder can request information from the cadastral authority about persons who accessed information concerning that holder.
Can I search the State Land Cadastre by street address instead?
StateGeoCadastre states that its cadastral software does not provide a registered-land-plot search by address. The cadastral number is the land plot's identifier in the State Land Cadastre.
Does a new owner receive a new cadastral number?
No. A change of owner or user is not a ground for cancelling the cadastral number. The number identifies the land parcel rather than a particular owner.
Should I rely only on the cadastral owner check before buying land?
For transaction due diligence, use official documentary information as well. An official State Land Cadastre extract can contain information from the State Register of Real Property Rights, and a separate official property-rights register check may also be appropriate.
How long does an official electronic cadastral extract take?
The current Diia administrative-services guide lists a one-calendar-day service period for an electronic State Land Cadastre extract about a land plot containing real-property-rights information.
What if the land was owned before 2004 and has no cadastral number?
The State Land Cadastre Law provides special transitional rules for plots whose ownership or use rights arose before 2004. Such plots can be considered formed even without a cadastral number, and their registration may require land-management documentation and a separate registration procedure.
