If your ownership right to real estate in Ukraine was acquired or formalized before 1 January 2013 and is not recorded in the current State Register of Rights to Real Estate, you can apply to have it entered in the register. The dedicated Diia service is free, requires a qualified electronic signature and PDF copies of documents confirming the pre-2013 ownership right, and is currently available online in Kyiv and 22 listed oblasts. Registration normally takes up to 5 working days, but it may take up to 35 working days when the registrar must verify older paper records with the Bureau of Technical Inventory, BTI. Rights that were legally registered before 2013 remain recognized by the state, so entering them in the current register is not a requirement for their historical validity.
What you need
- Documents confirming that your ownership or other relevant real property right was acquired or formalized before 1 January 2013.
- For the online Diia route, PDF copies of the documents confirming the registered pre-2013 right.
- A qualified electronic signature for the online application.
- For an in-person application, an identity document, taxpayer registration number and title documents for the property or their copies.
- If an authorized representative applies in person, a document confirming the representative's authority is required.
- If older ownership information exists only in paper BTI records, additional verification with the relevant Bureau of Technical Inventory may be necessary.
Eligibility
The dedicated online service is intended for real estate where the ownership right was acquired or formalized before the State Register of Rights to Real Estate began operating in 2013. The person applying online must be one of the owners of the property. If there are several co-owners, you may register only your own ownership right through your application; the other owners submit applications for their own rights. Property rights that were properly registered before 1 January 2013 remain legally recognized even if they have not yet been transferred into the current register.
How to do it
- Check whether your ownership right was acquired or formally registered before 1 January 2013 and gather the documents that prove that right.
- If using the online route, open the official Diia property rights registration service.
- Sign in to your Diia citizen account using a qualified electronic signature and check that your personal details are correct.
- Complete the electronic application using the property's current address. If a street, district or city name has changed since your old documents were issued, enter the current address.
- Upload PDF copies of the title documents confirming the property right registered or acquired before 1 January 2013.
- Review the generated application, sign it with your qualified electronic signature and submit it.
- The registrar checks the application, documents and available registers. If the relevant ownership information exists only in old paper BTI records, the registrar may request verification from the competent Bureau of Technical Inventory.
- Track the application in your Diia citizen account. You will receive notice of registration or refusal in the account and at the email address provided.
- After successful registration, use the electronic extract from the State Register of Rights. The electronic extract has the same legal force as a paper extract.
Do you need to register property acquired before 2013 again?
Ukraine introduced the current State Register of Rights to Real Estate from 1 January 2013. Before that date, information about ownership of buildings, apartments and other real estate could be recorded through earlier registers or on paper by Bureaus of Technical Inventory, commonly known as BTI.
A property right that was legally registered before 1 January 2013 remains recognized by the state. You do not lose ownership merely because the information has not been transferred into the current electronic register.
However, an owner can apply to enter the older right in the current State Register of Rights to Real Estate. This creates a current electronic registration record and allows the registration result to be obtained electronically.
Who can register an old property right through Diia?
The official Diia online service is specifically available where the real estate was acquired or formally registered before the creation of the current register in 2013. You must be one of the owners of the property covered by the application.
If a property has several owners, you do not need the other owners' consent to register your own right. The application registers only your right; other co-owners must submit their own applications for their respective rights.
Where is online registration available?
As verified on 31 August 2026, Diia lists the online service as available for eligible property in the following areas:
- Vinnytsia Oblast
- Volyn Oblast
- Dnipropetrovsk Oblast
- Zakarpattia Oblast
- Zaporizhzhia Oblast
- Ivano-Frankivsk Oblast
- Kyiv Oblast

- Mykolaiv Oblast
- Odesa Oblast

- Ternopil Oblast
- Kharkiv Oblast
- Kherson Oblast
- Khmelnytskyi Oblast
- Cherkasy Oblast
- Chernivtsi Oblast
- Chernihiv Oblast
- Zhytomyr Oblast
- the city of Kyiv
Because the territorial availability of an electronic government service can change, check the current coverage on the official Diia property registration page before starting.
What documents do you need?
For the online route, Diia asks you to upload documents confirming your registered real property right before 1 January 2013 in PDF format.
The exact title document depends on how the property was acquired. Ukrainian law recognizes different legal grounds for registration, so the important point is that the document must establish your ownership right. The registrar assesses the documents submitted and information available in official records.
For an offline application, the official Diia instructions list an identity document, taxpayer registration number and the property's title documents or copies. A representative must additionally provide appropriate proof of authority.
How do you register pre-2013 property ownership online?
Go to the State registration of property rights service on Diia. Diia estimates that completing the application itself takes about 10 minutes.
- Sign in using a qualified electronic signature.
- Check the personal details displayed in your citizen account and update them if necessary.
- Complete the online property registration form.
- Enter the property's current address.
- Upload PDF copies of the documents confirming the pre-2013 property right.
- Check the generated application carefully.
- Sign the application electronically and submit it.
No paper extract is issued when you create and submit the electronic application.
What if the street or city name has changed?
Use the current address of the property in the online application. The registrar compares the current information with the electronic copies of your older title documents.
How does the offline registration route work?
You can also apply through an authorized state registrar or notary. The official public-service guide lists state registrars, CNAP administrative service centres, relevant local authorities, state notarial offices and private notaries among the available service channels.
For the specific pre-2013 procedure described by Diia, take your passport or other required identity document, taxpayer number and the documents establishing the ownership right.
What happens if your ownership record exists only at BTI?
Many older ownership records were kept on paper by municipal Bureaus of Technical Inventory. If the registrar needs information that is not accessible electronically, the pre-2013 right may have to be verified against those archival records.
For the offline procedure described by Diia, a registrar or notary may prepare a written request for the relevant BTI. If the original BTI no longer exists, the request should be directed to the organization that succeeded it and holds its archival records.
The Diia instructions state that the BTI may take up to 30 days to provide its paper certificate. Obtaining this separate BTI certificate is a paid service, although Diia does not publish one universal nationwide BTI price because the charge is not presented as a single national fee on the service page.
How much does registration cost?
The dedicated Diia page for registering rights to property acquired or formalized before 2013 lists the service as free. The same page describes the registration step through a notary or registrar in this pre-2013 procedure as free.
A separate BTI archival certificate required during an offline verification can be paid. Because that BTI charge is separate from the registration service and no single nationwide amount is specified on the official Diia page, confirm the price with the relevant BTI if such a certificate is required.
How long does registration take?
Diia states that registration normally takes up to 5 working days.
If the ownership right was recorded only on paper at a BTI, consideration of the application may be suspended while the registrar verifies that information. Diia explains that the verification can take up to 30 working days and registration then takes up to another 5 working days. In such a case, the overall process may reach 35 working days.
How do you know when the property has been registered?
You can monitor the application through your Diia citizen account. The registration result or a refusal notice appears in the account and is also sent to the email address provided with the application.
Successful registration results in an entry in the State Register of Rights to Real Estate. The electronic extract has the same legal force as a paper extract and can be printed when a physical copy is useful.
Why can property registration be refused?
A registrar must verify that the applicant is entitled to apply and that the submitted documents establish the claimed property right. Grounds for refusal under the official service information include situations where the application is submitted by an improper person, the documents do not establish the acquisition, change or termination of the claimed right, the documents do not satisfy statutory requirements, conflicting registered rights exist, or the claimed ownership is already registered.
Before submitting, check that the name of the owner, property details and title documents are consistent. For an online application, also make sure the uploaded PDF files are complete and readable.
Are ownership documents issued before 2013 still valid?
Yes, when the right was registered in accordance with the law that applied when it arose, or when the legislation at that time did not require state registration. Ukraine's current property-registration framework recognizes such pre-2013 rights.
Entering the information in today's State Register does not create a new purchase or transfer of the property. It records the existing right in the current registration system.
