How to Notify the Start of Private House Construction Online in Ukraine
Submit Ukraine's construction-start notice online through Diia before building a private house under a building passport, then verify registration in the Construction Activity Register.
Helpydo structures practical guidance around official or public sources. For individual cases, confirm requirements with the responsible institution.
Before starting construction of a private house under a building passport in Ukraine, the construction customer must submit a notice of commencement of construction works. You can do this free online through Diia using a qualified electronic signature; you need the registration number of the building passport and, if prepared, the project documentation in the Unified State Electronic System in the Construction Sector. Diia says the online form takes about 10 minutes and registration may be automatic or take 5 working days, with an additional 5 days where information from the authorized urban-planning and architecture authority must be confirmed. Do not start construction until the required notice has been submitted and the information giving the right to perform the works is registered. Changes to a registered notice can also be filed, and after construction you must separately submit the declaration of readiness for operation.
What you need
- A valid building passport for the land plot and the right to use the land for the planned construction.
- The registration number of the building passport in the Unified State Electronic System in the Construction Sector.
- The registration number of project documentation in the electronic system if project documentation was prepared.
- A qualified electronic signature for submission through the Diia Portal.
- If the land is jointly owned, contact details for the co-owners so they can receive notifications and sign the notice where required by the electronic process.
- For changes to an existing notice, the registration number of the document being amended and scanned documents confirming the change.
- For an offline CNAP submission, the applicant's passport and taxpayer identification number; a foreigner or stateless person presents the applicable foreign passport or other identity document.
- If an authorized representative submits documents offline, the original or a notarized copy of the document confirming the representative's authority.
Eligibility
The procedure is for a construction customer who has the right to the relevant land plot and is constructing an object on the basis of a building passport. A building passport is used for an individual residential, garden or country house of no more than two floors, excluding an attic floor, with an area of up to 500 square metres, together with associated household buildings and structures, garages and landscaping elements. The notice may be submitted by an individual, individual entrepreneur or legal entity, subject to the applicable building-passport and land-right requirements. Construction works may not be performed without submitting the required commencement notice.
How to do it
- Make sure you already have a valid building passport and the necessary right to the land plot. If you do not yet have the building passport, obtain it before using this procedure.
- Find the registration number of your building passport in the Unified State Electronic System in the Construction Sector. If project documentation was prepared, have its registration number ready as well.
- Open the Diia service for a notice of commencement of construction works based on a building passport and sign in to your citizen account using a qualified electronic signature.
- Complete the online notice. The electronic system uses information from the construction registers and checks the data supplied in the form.
- If the land plot is jointly owned, provide the co-owners' contact details so the required electronic notifications and signatures can be completed.
- Review the generated notice carefully and sign it electronically. Diia then sends it through the electronic construction system to the competent state architectural and construction control authority for the location of the object.
- Track the notice in your Diia citizen account and email. Diia states that registration can be automatic or take 5 working days, with an additional 5 days where information from the authorized urban-planning and architecture authority requires confirmation.
- Verify that the registered notice appears in the Construction Activity Register of the Unified State Electronic System in the Construction Sector.
- Carry out construction in accordance with the building passport and the registered information. If relevant information changes, submit changes to the registered commencement notice rather than continuing with outdated information.
- After the construction is completed, submit the separate declaration of readiness for operation for an object constructed on the basis of a building passport.
Do you need to notify the authorities before starting construction?
Yes. Having a building passport does not by itself complete the pre-construction procedure. The construction customer must submit a notice of commencement of construction works for an object being built on the basis of a building passport.
The official Diia Guide states that construction works may not be performed without submitting this notice. The building-passport procedure also provides that, after the customer sends the commencement notice in accordance with Article 34 of the Law of Ukraine on Regulation of Urban Development Activities, the building passport serves as the basis for performing the construction works.
If you have not yet obtained the prerequisite document, use the separate procedure to get a building passport for a private house in Ukraine.
What can be built under a building passport?
Diia describes a building passport as the document defining requirements for the placement and construction of an individual residential, garden or country house of no more than two floors, excluding an attic floor, with an area of up to 500 square metres.
The building passport can also cover associated household buildings and structures, garages and elements for improvement and landscaping of the land plot.
This procedure is specifically for construction carried out on the basis of such a building passport. Do not use it as a substitute for the commencement procedure applicable to another category of construction.
What do you need for the online notice?
For online submission through the Diia Portal, you need a qualified electronic signature. Sign in to your Diia citizen account with the electronic signature and complete the online form.
Diia requires the registration number of the building passport from the Unified State Electronic System in the Construction Sector. If project documentation was prepared for the object, have its registration number in the electronic construction system available as well.
The building passport and related electronic records therefore need to be correctly registered before you attempt the construction-start notification.
How do you file the notice online?
- Sign in to the Diia Portal with your qualified electronic signature.
- Open the service for commencement of construction works based on a building passport.
- Complete the electronic form using the registered building-passport and construction information.
- Check the automatically generated notice for errors.
- Sign the notice electronically.
- Submit it through the electronic construction system.
Diia estimates that completing the online submission takes about 10 minutes. After signing, the notice is sent electronically to the competent state architectural and construction control authority according to the object's location.
What if the land plot is jointly owned?
Diia specifically warns applicants that when a land plot is in joint ownership, the online application must include the contact details of the co-owners.
The electronic service uses those details to notify the co-owners that their signatures are required for the notice. Do not omit a co-owner simply because one person obtained or is using the building passport.
How much does the notice cost and how long does registration take?
The service is free.
The Diia service currently states that registration may occur automatically or take 5 working days. It also indicates an additional 5-day period where information from the authorized urban-planning and architecture authority requires confirmation.
The Diia Guide separately states that when the notice is submitted through a CNAP, the service period is 5 working days, while information submitted electronically through the Diia Portal may be entered into the Construction Activity Register automatically on the day of submission.
How do you check whether registration succeeded?
After submission, monitor the status in your Diia citizen account. Diia states that a notification of successful registration or return of the document for correction appears in the account and is also sent by email.
Once registration succeeds, the record appears in the Construction Activity Register within the Unified State Electronic System in the Construction Sector. The registration can therefore be checked through the official electronic construction portal.
Keep the registration details with the rest of the property's construction documentation.
Can you submit the notice without using Diia online?
Yes. The official service also permits submission through a CNAP. For that route, the applicant needs a passport and taxpayer identification number. A foreigner or stateless person presents the applicable national, diplomatic or service passport or another document identifying the foreigner or stateless person.
The established paper notice can also be sent by registered mail with an inventory of enclosures through the applicable CNAP route. If an authorized representative submits the documents, the representative must provide the original or a notarized copy of the document confirming the authority to act.
When do you have to update an existing notice?
The same Diia service can be used to submit changes to a registered notice. Diia identifies circumstances including:
- transfer of the right to construction to another customer;
- changes to persons responsible for architectural or technical supervision;
- adjustment of project documentation in accordance with the prescribed procedure;
- a change of the general contractor or contractor where applicable;
- assignment or change of the construction object's address;
- changes to other information concerning commencement of the works; or
- correction of a technical error in the registered notice.
For an online amendment, you need the registration number of the document being changed and scanned copies of documents confirming the changes.
What if the land and unfinished construction have a new owner?
Diia instructs a new landowner who needs to continue construction to make changes to the existing commencement notice. This avoids creating an unrelated second construction record when the correct action is to update the registered information about the construction customer.
If you need to verify the registered ownership information before dealing with the construction record, see how to get official Property Register information for real estate.
Can you keep building after important information changes?
No. Diia expressly warns that continuing construction without submitting the required change notice is prohibited when circumstances requiring an amendment arise.
Update the registered information when the customer, responsible professionals, contractor, project documentation, address or other relevant notice data change. Correct technical errors rather than leaving inaccurate information in the construction register.
What do you file after construction is complete?
The commencement notice is not the final construction document. After completing a house built on the basis of a building passport, the next administrative step is the declaration of readiness for operation.
Diia provides a separate online service for that declaration. The current service states that it is free and that registration takes up to 10 working days.
For the complete next step, use the Helpydo procedure on how to commission a private house built under a building passport in Ukraine.
After the readiness declaration is registered, ownership of the completed construction object can be formally registered through the applicable property-rights procedure.
What should you check before pressing submit?
- Make sure the building passport is already registered in the electronic construction system.
- Use the building-passport commencement service, not the separate SS1 notice, when the construction is being carried out on the basis of a building passport.
- Enter the correct building-passport registration number.
- Add the project-documentation registration number if project documentation was prepared.
- Include the required co-owner contact information for jointly owned land.
- Review the generated notice before applying your electronic signature.
- Track the submission until registration is confirmed in the Construction Activity Register.
- If relevant information changes later, amend the registered notice before continuing works where an amendment is required.
- After construction, do not stop at the commencement notice: complete the separate readiness-for-operation procedure.
