Parents of a child born in Ukraine can use the eMaliatko service to register the birth and request connected government services through one application. The application should be submitted within 30 days of birth and the eMaliatko service itself is free. For an online application through Diia, you need the number of the electronic medical conclusion on the child's birth or, where applicable, an electronic court decision establishing the fact of birth. The birth registration decision is made no later than the next working day. eMaliatko cannot be used if the child already has a birth certificate.

Eligibility
eMaliatko is available to a child's mother or father and is voluntary. The current Diia service states that applicants must be Ukrainian citizens. The child must not already have a birth certificate. The standard eMaliatko route is intended for a child born in Ukraine in a healthcare institution. The service is not available through the standard route if the child was born outside Ukraine, was born outside a healthcare institution, one parent is a foreign citizen, or the parents' marriage was concluded in another country. For the online route, a paper medical birth certificate in the old Form 103/o instead of an electronic medical conclusion also prevents online use of eMaliatko.
How to do it
- Obtain the electronic medical conclusion on the child's birth from the healthcare institution. If registration is based on a court decision establishing the fact of birth, have the relevant electronic decision details available.
- Open the official eMaliatko service on Diia and sign in to your citizen account using an available identification method.
- Complete the application with the child's details, parent details and marriage information where applicable.
- Select the additional services you want to request together with the birth registration.
- Review the application carefully and sign it with an electronic signature. The second parent must also electronically confirm the application in situations specified by Diia, including when the parents are not officially married, have different surnames, or when the parent submitting the application differs from the parent who will receive certain requested payments.
- Submit the application. The birth registration request is automatically sent to the selected State Civil Registration Department, DRACS.
- Check the status in your Diia account under ordered services and monitor the email address connected with the application.
- After notification that the birth certificate is ready, collect it from the DRACS office. A parent who signed the application may collect it.
What can you do through eMaliatko?
eMaliatko is Ukraine's combined public service for parents of newborn children. Instead of making separate applications to several authorities, a parent can submit one application for birth registration and connected services.
The current Diia service includes the core actions needed to establish the child's official records: state registration of birth, determination of the child's parentage, assignment of the child's taxpayer number RNOCPP and unique demographic register number UNZR, determination of Ukrainian citizenship, and entry of the child in the Patient Register.
Parents can also choose additional services currently offered through eMaliatko, including birth assistance and monetary compensation for the baby package when the applicable conditions are met.
When should you apply?
The official Diia service instructs parents to apply within 30 days from the child's date of birth. It is best to prepare the application once the healthcare institution has created the electronic medical conclusion on the birth.
The online form itself is estimated by Diia to take about 20 minutes to complete.
Who can use eMaliatko?
The application can be submitted by the child's mother or father. Diia specifically lists married parents, unmarried parents and single mothers among eligible applicants. A guardian cannot currently submit an eMaliatko application instead of a parent.
The standard service is for Ukrainian citizen applicants and a child born in Ukraine. You cannot use eMaliatko after a birth certificate has already been issued because birth registration is part of the combined service.
When eMaliatko cannot be used
According to the current Diia service, the standard eMaliatko route is unavailable if the child was born outside a healthcare institution, was born outside Ukraine, one parent has citizenship of another country, or the parents' marriage was registered in another country. The online route is also unavailable when the maternity hospital issued the old paper medical birth certificate, Form 103/o, instead of the electronic medical conclusion.
These restrictions apply to eMaliatko itself. They do not mean that the child's birth cannot be registered through another legally available registration procedure.
What information do you need before applying?
For an online application, the most important item is the number of the electronic medical conclusion on the child's birth. Diia also accepts an electronic court decision establishing the fact of birth where that route applies.
You should also have the parents' passport information, RNOCPP taxpayer numbers if available, and marriage registration details if the parents are married. If you want a UNZR assigned to the child, information about the UNZR of at least one parent may be required.
If you request financial services in the same application, prepare the relevant bank account details. Birth assistance requires an IBAN for receiving the payment. Monetary compensation for the baby package requires an eligible special account specified by the government service.
How to apply for eMaliatko online
Start at the official eMaliatko page on Diia. Sign in to the citizen account, complete the form and select the additional services relevant to your family.
The application must be electronically signed. In some cases the second parent must also confirm it with an electronic signature. Diia requires this additional confirmation, for example, when the parents are not officially married or have different surnames. It is also required in certain payment situations where one parent submits the application and the other parent will receive the requested assistance or baby-package compensation.
The second parent receives a link by email and can also find the pending request in their Diia account.
Can you apply in person instead?
Yes. eMaliatko can also be requested through an administrator at a maternity hospital participating in the service, a Centre for Administrative Services, CNAP, or a State Civil Registration Department, DRACS.
For an in-person application, prepare the parents' original passports or eligible digital passports in Diia and the birth medical information. Other information may include the parents' RNOCPP numbers, marriage registration details, a parent's UNZR where needed and bank account details for requested financial services.
If unmarried parents apply or married parents have different surnames, the participation or legally sufficient consent of the other parent may be required. The official Diia guidance should be checked for the exact documents needed in your family situation.
Diia warns that DRACS offices and CNAPs do not operate in areas of active hostilities and temporarily occupied territories.

For children born from 1 January 2026, the statutory birth assistance is UAH 50,000 paid as a single payment. This is an optional benefit request within eMaliatko, not a fee for using the service.
How much does eMaliatko cost?
The eMaliatko service is free. There is no application fee shown by the current Diia online service.
How long does eMaliatko take?
The decision on state birth registration is made no later than the next working day. Once the birth certificate is ready, Diia sends a notification and the certificate can be collected from the DRACS office.
The RNOCPP and UNZR decisions are also made no later than the next working day and the numbers are entered on the birth certificate. Information about the child is added to the Patient Register automatically on the day the application is submitted.
Optional financial services take longer. Diia states that the decision on birth assistance is made within one month. The decision on monetary compensation for the baby package is also made within one month after verification by the Pension Fund, with payment to the relevant special card following the applicable payment process.
How do you check the application status?
After submission, check your Diia citizen account in the section for ordered services. Diia also sends notifications about the results of the requested services and the readiness of the birth certificate by email and through the citizen account.
If the status remains unchanged for an unusually long period and no email arrives, the official Diia instructions recommend contacting Diia support.
What should you check before submitting?
Review names, surnames, parent information, marriage details, bank account information and the services you selected before signing. A signed application that has already been sent to DRACS cannot be edited or cancelled directly in Diia.
If you discover an error after submission, contact the DRACS office selected in the application, explain that the application is no longer valid and ask the office to reject it. You can then follow the appropriate procedure to submit correct information.
What happens after approval?
You will receive notifications about each requested service. The child's birth is entered in the civil status register, and the birth certificate becomes available for collection from DRACS. Where requested and successfully processed, the child's RNOCPP and UNZR are recorded on the certificate, the Patient Register is updated and the selected benefit applications continue through their respective processing stages.

Is eMaliatko mandatory after a child is born in Ukraine?
No. eMaliatko is voluntary. Parents may instead register the child's birth through the ordinary civil registration procedure.
