How to Apply for State Adoption Assistance After Adopting a Child in Ukraine

After a Ukrainian court adoption decision takes legal effect, an eligible adopter can apply to the Pension Fund of Ukraine for state adoption assistance. The applicant must be a Ukrainian citizen permanently residing in Ukraine who adopted an eligible child; if spouses adopted together, they choose which spouse receives the payment. Adoption of one spouse's child by the other spouse is excluded. Apply within 12 calendar months from the date the adoption judgment took legal effect. For an adoption decision effective on or after 1 January 2026, the benefit is UAH 50,000 for each adopted child, paid under the rules applicable to the 2026 birth grant. The application is free and is normally decided within 10 days after all necessary documents or information are received. Paper applications can be filed through the Pension Fund, a CNAP, an authorized local council body or by post. Diia is an authorized electronic route, but its dedicated adoption-assistance service is currently marked temporarily unavailable as verified on 2 September 2026.
What you need
- Application in the form approved by Cabinet of Ministers Resolution No. 765.
- An accepted identity document.
- RNOKPP taxpayer-registration information, except where the applicant lawfully refused an RNOKPP for religious reasons and has the required passport record.
- A copy of the child's birth certificate issued by the civil registration authority after the birth record was amended on the basis of the adoption judgment.
- The court decision on adoption.
- The application must reach the competent authority within 12 calendar months from the date the adoption decision took legal effect.
- Documents or information that can be obtained or verified directly through public electronic registers do not need to be resubmitted where the authority can retrieve them electronically.
Eligibility
State adoption assistance is available to an adopter who is a Ukrainian citizen, permanently resides in Ukraine and has adopted an eligible child: a child who was an orphan, a child deprived of parental care, or a child whose parents consented to the adoption. If a married couple adopted the child together, only one spouse receives the assistance, as chosen by the couple. The benefit is not available when one spouse adopts the other spouse's child. The assistance is granted for each adopted child and does not depend on whether other types of state child assistance are also received.
How to do it
- Wait until the court decision approving the adoption has taken legal effect.
- Have the child's birth record amended following the adoption and obtain the birth certificate issued after those changes.
- Prepare the application under Cabinet Resolution No. 765, your identity and RNOKPP information, the child's updated birth certificate and the court adoption decision.
- Apply within 12 calendar months from the date the adoption decision took legal effect.
- Submit the documents to a Pension Fund service center, a participating CNAP, an authorized executive body of a village, settlement or city council, or by post to the relevant territorial Pension Fund body. Diia is legally provided as an electronic route where technically available, but the dedicated service is currently marked temporarily unavailable.
- The Pension Fund checks the application and supporting information and makes the benefit decision no later than 10 days after receiving the complete package.
- If documents or information are missing, provide the requested items within one month after receiving the Pension Fund's notice to preserve the original application date under the current service rules.
- If approved, receive the adoption assistance applicable to the date when the adoption judgment took legal effect. For a decision effective on or after 1 January 2026, the amount is UAH 50,000 for each adopted child.
Who can receive adoption assistance?
The benefit is a post-adoption payment administered by the Pension Fund of Ukraine. It applies only after the adoption has already been approved by a court and the court decision has taken legal effect.
The applicant must be a Ukrainian citizen who permanently resides in Ukraine and has adopted:
- a child from among children who are orphans;
- a child deprived of parental care; or
- a child whose parents gave consent to the adoption.
If spouses adopted together, one of them receives the payment at their choice.

Does the benefit cover adoption of your spouse's child?
No. The current rules expressly exclude a case where one spouse adopts the child of the other spouse. A court-approved stepchild adoption therefore does not create entitlement to this particular state adoption payment.
How long do you have to apply?
The application must be received no later than 12 calendar months from the date the court adoption decision took legal effect.
The relevant date is not simply the date printed on the judgment or the day of a court hearing. Use the date on which the adoption decision legally entered into force when calculating the 12-month period.
An application received after the statutory deadline is a ground for refusal under the Pension Fund's current administrative service card.
How much is adoption assistance in 2026?
The amount for each adopted child is determined by the amount and payment procedure applicable to birth assistance on the date the adoption decision takes legal effect.
For an adoption judgment that took legal effect on or after 1 January 2026, the benefit is UAH 50,000 for each adopted child. Ukraine changed the birth grant from 1 January 2026 to a one-time UAH 50,000 payment, and the adoption-assistance rules link the adoption payment to that amount and procedure.
What if the adoption decision became effective before 2026?
If the adoption decision took legal effect on or before 31 December 2025, the previous payment rules apply. The amount applicable under those rules was UAH 41,280, paid according to the earlier birth-assistance payment structure.
This distinction matters for a person applying during 2026 near the end of the 12-month filing period: the application year does not determine the amount; the controlling date is when the adoption decision took legal effect.
What documents do you need?
The Pension Fund's current 2026 service card identifies a short core document package. Prepare:
- the application approved by Cabinet Resolution No. 765;
- an identity document;
- RNOKPP taxpayer-registration information, subject to the lawful religious-refusal exception;
- a copy of the child's birth certificate issued by the civil registration authority after the birth record was amended because of the adoption;
- the court decision approving the adoption.

Which birth certificate should you submit?
Do not rely on an earlier birth certificate that predates the changes made because of the adoption. The official rules require a copy of the certificate issued by the civil registration authority after the child's birth record was amended on the basis of the court adoption decision.
If a civil-status certificate later becomes lost or damaged, procedures for obtaining repeat civil-status documents are separate from the adoption-benefit application.
Where can you apply?
The current Pension Fund service card permits submission through several channels:
- a Pension Fund service center;
- a participating CNAP;
- an authorized executive body of a village, settlement, city or city-district council where applicable;
- by post to a territorial Pension Fund body;
- electronically through the Diia Portal, including the Diia app, where technically available.
The administrative service itself is free.
Can you apply online through Diia right now?
Ukrainian law and the current Pension Fund service card provide for electronic filing through Diia where technically available. However, the dedicated Diia page for adoption assistance was marked temporarily unavailable on 2 September 2026 while technical improvements were being made.
For that reason, the safest currently operational routes are the Pension Fund, CNAP, an authorized local authority or postal submission. When Diia restores the service, the online process requires electronic identification, completion of the application and an accepted electronic signature.
How long does the decision take?
The Pension Fund must consider a complete application no later than 10 days after receiving all necessary documents and information.
The result is a decision to grant or refuse the assistance. The Pension Fund's service card states that the applicant is informed of the decision immediately or, where there are justified reasons, no later than five working days from the decision date.
What if your application is incomplete?
If required documents or information are missing, the Pension Fund informs you what must still be provided. If you submit the requested material within one month after receiving that notice, the original day or month on which the application was accepted or sent is preserved as the application date.
This can be especially important when the 12-month adoption-benefit deadline is approaching.
Can you receive other child benefits at the same time?
Yes. The current rules expressly state that adoption assistance is granted regardless of whether other types of assistance are received for the child.
Eligibility for another family-support programme must still be assessed under that programme's own rules. For example, a qualifying single adoptive parent may separately need to check the procedure for state assistance for children of a single mother or father.
When can the Pension Fund refuse or stop the benefit?
The current service rules identify circumstances that can prevent the benefit from being granted, including:
- failure to provide the required identity or authority documents, or failure to complete required electronic identification;
- applying after the 12-calendar-month deadline;
- the child being temporarily placed on full state maintenance;
- the recipient being deprived of parental rights;
- the adoption decision being cancelled or declared invalid;
- the child being removed from the recipient without deprivation of parental rights;
- the death of the child or prospective benefit recipient before the benefit decision is made;
- the assistance already having been granted to the other spouse where the spouses are joint adopters.
For a child adopted from 1 January 2026, the current rules also provide for termination of an already granted payment where the recipient is deprived of parental rights, the adoption is cancelled or invalidated, the child is removed from the recipient without deprivation of parental rights, or the child is temporarily placed on full state maintenance. The Pension Fund makes the termination decision on the basis of information from the child-services authority.
This payment comes after adoption, not before it
State adoption assistance is not part of the process for being approved as a prospective adopter. The benefit becomes relevant only after a court has approved the adoption and the decision has taken legal effect.
The sequence is therefore important: prospective-adopter procedure, matching and adoption process, court decision, amendment of the child's civil-status record, and then the separate application for adoption assistance within the statutory deadline.
Common mistakes to avoid
- Counting the 12-month deadline from the wrong date instead of the date the adoption decision took legal effect.
- Assuming the benefit is available when one spouse adopts the other spouse's child.
- Submitting an old birth certificate instead of the certificate issued after the adoption-related amendment of the child's birth record.
- Assuming both spouses can claim when they adopted jointly; only one spouse receives the assistance.
- Assuming the 2026 application date automatically gives a UAH 50,000 benefit when the adoption judgment actually took legal effect before 1 January 2026.
- Waiting for Diia while its dedicated service is temporarily unavailable and allowing the 12-month filing deadline to expire.
- Ignoring a request for missing documents; supplying them within one month can preserve the original application date.
