What you need

  • RNOKPP taxpayer-registration information for the person receiving the pension and, where available and required, for the deceased breadwinner, subject to the lawful religious-refusal exception.

  • Where relevant, a certificate showing the deceased breadwinner's salary for any 60 consecutive calendar months before 1 July 2000 under the conditions provided by the pension rules.
  • For a child over 18 relying on full-time education, evidence of qualifying full-time study where the information is not available electronically.
  • For a relative claiming because they do not work and care for the deceased's child under age 8, documents proving that caregiving and non-employment condition.
  • Documents proving a special status of the deceased where that status affects entitlement or calculation.
  • If a representative applies, a document confirming the representative's authority.

Eligibility

The general survivor's pension under Ukraine's compulsory state pension insurance law is available to statutorily defined incapacitated family members of a deceased breadwinner who were dependent on that person. Children are an important exception: they can qualify regardless of whether they were financially dependent on the deceased. Eligible relatives include a spouse, father or mother who has a disability or has reached the statutory pension age; children under 18, certain children with disability from childhood, qualifying full-time students generally until completion of study but no later than age 23, and orphans until age 23 regardless of study. A non-working spouse, or in the spouse's absence certain other close relatives, may also qualify while caring for the deceased breadwinner's child under age 8. The deceased normally must have had the insurance record required for a Group III disability pension, although statutory exceptions remove that insurance-record requirement in specified cases, including where the deceased was already a pensioner.

How to do it

  1. Confirm that the applicant is an eligible family member and, unless the applicant is a child or another statutory exception applies, prepare evidence that the deceased breadwinner supported them.
  2. Check whether the deceased had the required insurance record. Under the general rule, the requirement ranges from 1 to 15 years depending on the breadwinner's age at death.
  3. Collect the death certificate or other qualifying legal evidence, documents proving the family relationship and the additional documents relevant to the applicant's age, disability, study, caregiving or dependency status.
  4. Submit the application to any Pension Fund of Ukraine service center regardless of registered place of residence, or apply electronically through the Pension Fund web portal. Current Pension Fund guidance also lists the Diia Portal as an online route.
  5. If applying through the Pension Fund web portal, select the pension-assignment application, choose the survivor's pension type, upload readable scans of the original documents and sign and send the application using the supported electronic identification method.
  6. Apply within 12 months from the breadwinner's death if you want the award to start from the day after death. If you apply later, the pension is generally assigned from the application date.
  7. If the Pension Fund identifies missing documents, provide them within 3 months from the notice so the original application date is preserved.
  8. The Pension Fund normally decides the application within 10 days and issues either an award or refusal decision.
  9. If approved, the pension is paid through the selected authorized payment method. Where several eligible family members claim, one common survivor's pension is calculated and divided between them in equal shares under the general rules.

Who qualifies for a survivor's pension?

Ukraine's general survivor's pension is designed for eligible family members who lose the financial support of a deceased breadwinner. Under the compulsory state pension insurance rules, the core requirement is that the applicant is a family member classified by law as incapacitated and, where required, was dependent on the deceased.

The principal categories include:

  • a spouse, father or mother who has a disability or has reached age 65 or the pension age applicable under Article 26 of the pension insurance law;
  • children under 18;
  • children older than 18 who became persons with disabilities before turning 18;
  • qualifying children in full-time education, generally until their studies finish but no later than age 23;
  • orphans until age 23 regardless of whether they study;
  • a non-working spouse, or in the spouse's absence one parent, brother, sister, grandfather or grandmother, who is caring for the deceased's child or children until they reach age 8.

Adopted children have the same survivor-pension rights as biological children. Stepchildren can qualify on the same basis where they were not receiving maintenance from their own parents.

Do children have to prove they depended on the deceased?

No. The Pension Fund's current guidance confirms that children can receive the survivor's pension regardless of whether they were actually financially dependent on the deceased breadwinner.

For other family members, dependency generally means that they were fully maintained by the deceased or received assistance from the deceased that was their permanent and principal source of livelihood.

How much insurance record must the breadwinner have?

Under the general rule, the deceased must have had the insurance record that would have been required for a Group III disability pension on the date of death.

The current Pension Fund schedule is:

  • up to age 23 inclusive: 1 year;
  • age 24-26: 2 years;
  • age 27-28: 3 years;
  • age 29-31: 4 years;
  • age 32-33: 5 years;
  • age 34-35: 6 years;
  • age 36-37: 7 years;
  • age 38-39: 8 years;
  • age 40-42: 9 years;
  • age 43-45: 10 years;
  • age 46-48: 11 years;
  • age 49-51: 12 years;
  • age 52-55: 13 years;
  • age 56-59: 14 years;
  • age 60 or older: 15 years.

The statutory benchmark is Group III disability insurance record. A July 2026 regional Pension Fund page referred to Group II, but the Pension Fund's service card, its dedicated insurance-record guidance and the governing statutory amendment specify Group III.

When is the insurance-record requirement waived?

The pension can be assigned regardless of the deceased breadwinner's insurance-record length in specified statutory cases. Current Pension Fund guidance includes, among others, cases where the deceased:

  • was already a pensioner;
  • performed the function of a human anatomical-material donor;
  • died from specified injuries connected with participation in the Revolution of Dignity; or
  • had the legal status of a person missing under special circumstances.

Separate rules can also apply to particular military-service cases and other special pension regimes.

What documents do you need?

The exact package depends on who is applying, but the Pension Fund's current service rules generally require:

  • the pension application;
  • the applicant's identity document;
  • RNOKPP taxpayer information where required;
  • the death certificate, qualifying court decision or official missing-person information;
  • documents proving the family relationship;
  • dependency evidence for family members other than children where required;
  • insurance-record documents where the relevant history is not already available electronically;
  • study evidence for a qualifying student where required;
  • documents confirming non-employment and care of a child under age 8 where that is the basis of entitlement;
  • special-status documents where applicable.

The Pension Fund does not require every listed document in every case. Documents marked as register-verifiable under the current procedure are requested from the applicant only when the necessary information is absent from official information systems or contains discrepancies.

When should you apply after the breadwinner dies?

For the most favorable effective date, apply within 12 months from the date of death.

If the application arrives within those 12 months, the survivor's pension is assigned from the day following the breadwinner's death. If the application is submitted after the 12-month period, current Pension Fund guidance states that the pension is assigned from the application date.

The 12-month rule is therefore not simply an application-expiry deadline: a late applicant may still qualify, but normally loses the earlier effective date.

What if some documents are missing?

The Pension Fund must tell you which additional documents are required. If you provide them no later than 3 months after the Pension Fund's notice, the original date on which your application was accepted or registered online remains the official application date.

This rule can be particularly important where the 12-month period after death is close to expiring.

Can you apply for a survivor's pension online?

Yes. The Pension Fund allows electronic applications through its web portal, and its current 2026 guidance also lists the Diia Portal.

For the Pension Fund portal route, sign in, open the section for pension provision, choose the application for pension assignment and select the survivor's pension option. Upload scanned copies of the original documents, review the application and submit it using the supported electronic identification or signature method.

The Pension Fund's detailed 2026 instructions specify that uploaded scans should be complete, clear and readable. Its current guidance for this service lists JPG, JPEG and PDF files and requires multi-page documents to be scanned in full.

Where can you apply in person?

You can submit the application to a Pension Fund of Ukraine service center regardless of your registered or actual place of residence.

A legal representative can apply for a minor, a person lacking legal capacity or a person whose legal capacity is limited, provided the representative submits evidence of authority.

How much is the survivor's pension?

The general pension amount is calculated from the deceased breadwinner's old-age pension entitlement:

  • one eligible family member: 50% of the deceased breadwinner's calculated old-age pension;
  • two or more eligible family members: 100% of the deceased breadwinner's calculated old-age pension, divided equally among them;
  • for orphans, the calculation uses the old-age pension entitlement of each parent under the applicable rules.

The actual hryvnia amount therefore depends on the deceased person's pension calculation and the number of eligible survivors.

What is the minimum survivor pension in 2026?

Current Pension Fund guidance states that the minimum pension payment cannot be below:

  • UAH 2,595 for one incapacitated family member, equal to 100% of the 2026 subsistence minimum for persons who have lost working capacity;
  • UAH 3,114 for two family members, equal to 120%;
  • UAH 3,892.50 for three or more family members, equal to 150%.

These are minimum payment guarantees for the survivor pension under the general system, not a fixed payment automatically granted in every death case.

What happens when several family members qualify?

Where several family members are entitled, the Pension Fund assigns one common survivor's pension and divides it among the eligible members in equal shares.

The pension rules also allow a qualifying family member who lives separately to have their share separated under the applicable Pension Fund procedure.

How long is the pension paid to children?

Children normally qualify until age 18. Qualifying full-time students can continue receiving the pension until they finish their studies, but generally no later than age 23.

Current wartime rules also contain a special mechanism for eligible students aged 18-23 under which the Pension Fund can use education data from the state education database rather than requiring the student to produce a paper study certificate in the circumstances covered by that rule.

Orphans can receive the survivor's pension until age 23 regardless of whether they continue studying.

Is the survivor's pension paid for life?

It depends on the basis of eligibility. An incapacitated family member receives the pension for the period during which they legally remain incapacitated for this purpose.

For family members whose entitlement is based on reaching the statutory pension age and satisfying the applicable pension conditions, Pension Fund guidance provides for the survivor's pension to be assigned for life.

What if the breadwinner is missing rather than confirmed dead?

Ukraine's pension rules also cover families of persons who have the legal status of missing under special circumstances. Current Pension Fund guidance states that the right arises one month after the relevant missing-person information is entered in the applicable official register.

For this category, the survivor pension is assigned regardless of the missing person's insurance-record length and can be paid for the period during which the legal missing-person status remains in force.

What if the deceased was a servicemember?

Do not assume that every military death is processed under the ordinary compulsory state pension insurance rules described on this page. Families of servicemembers and certain other uniformed-service personnel can have rights under the separate military pension legislation, with different entitlement and calculation rules.

The Pension Fund's documentation procedure itself distinguishes these special cases and requires additional military documents where applicable. The correct route therefore depends on the deceased person's service status and the law under which the pension is claimed.

Can you also claim funeral assistance?

A survivor's pension replaces part of the deceased breadwinner's ongoing income for eligible relatives. It is separate from funeral assistance paid after certain deaths.

Can someone already receiving a pension switch to a survivor's pension?

A family member who received support from the deceased as a permanent and principal source of livelihood can, where the statutory conditions are met, choose to move from their existing pension to the survivor's pension if that is the applicable pension option.

Common mistakes to avoid

  • Waiting more than 12 months after death and assuming the pension will still be backdated to the day after death.
  • Trying to prove a child's financial dependency even though children qualify independently of that requirement.
  • Failing to prove dependency for an adult family member where dependency is required.
  • Using the wrong insurance benchmark: the governing rule uses the insurance record required for a Group III disability pension.
  • Assuming the deceased always needs an insurance record even when a statutory exception, such as the deceased already being a pensioner, applies.
  • Ignoring a Pension Fund request for missing documents and allowing the three-month preservation period to expire.
  • Assuming that every military family survivor claim follows the same rules as the ordinary compulsory state pension insurance procedure.
