From what date is the subsidy assigned?
The general rule is that the housing and utilities subsidy is assigned from the month of application.
There is an important seasonal rule. If you submit the application within two months from the start of the heating or non-heating season, the subsidy can be assigned from the beginning of that season, but not earlier than the date your entitlement actually arose.
The non-heating subsidy season runs from May 1 through September 30, while the heating season runs from October 1 through April 30. For heating-related utility calculations, the rules use the applicable heating-period parameters established by the legislation.
How is the subsidy amount calculated?
There is no single fixed subsidy amount. The Pension Fund calculates it individually for each household.
The amount generally represents the difference between qualifying housing and utility costs within the statutory social standards and the household's required payment. The required payment depends on the household's average monthly aggregate income and composition.
This means two households with similar utility bills can receive different subsidy amounts because their incomes, household sizes and eligible consumption norms differ.
What can make a household ineligible?
Cabinet of Ministers Resolution No. 848 contains a detailed list of circumstances that can prevent the subsidy from being appointed. Important examples include the following, subject to statutory exceptions:
- the total housing area exceeds 130 square metres for an apartment or 230 square metres for an individual house;
- a household or relevant family member owns a registrable vehicle less than five years old, subject to the exceptions in the rules;
- a household or relevant family member owns more than one registrable vehicle less than 15 years old, subject to statutory exclusions;
- a household or relevant family member has bank deposits or domestic government bonds exceeding UAH 100,000 in the circumstances covered by the regulation;
- specified purchases or transactions exceeding UAH 100,000 were made during the 12 months before the relevant subsidy assessment;
- certain purchases of foreign currency or bank metals exceed the threshold established by the regulation;
- there is qualifying overdue housing and utility debt.
These restrictions contain exceptions, so the existence of a vehicle, larger dwelling or particular transaction should be checked against the current regulation rather than treated as an automatic refusal in every case.
Can utility debt stop you receiving a subsidy?
Yes. A subsidy can be refused where the authority receives information about qualifying housing and utility debt that has been overdue for more than three months and exceeds the statutory threshold. The current general threshold is UAH 680, subject to the exclusions and special rules in Resolution No. 848.
A household may be able to resolve the issue by paying the debt, disputing it through the appropriate procedure or entering into a restructuring agreement where applicable.
Do existing recipients need to apply again every season?
Usually not. The Pension Fund reassesses most existing recipients automatically for the next subsidy period when the necessary information is available and relevant circumstances have not changed.
However, a fresh application and declaration are required in specified cases. Pension Fund guidance for 2026 identifies situations such as:

- applications for subsidy for liquefied gas or solid and liquid household heating fuel.
A household whose composition or relevant circumstances changed should not assume automatic reassessment will correct the information without notification.
