A child with an officially established disability who is under 18 can qualify for Ukraine's monthly state social assistance. Since 1 July 2025, the Pension Fund of Ukraine administers this benefit. The basic payment for a child with a disability is 70% of the subsistence minimum for persons who have lost working capacity: with the 2026 subsistence minimum of UAH 2,595, the basic amount is UAH 1,816.50 per month. A separate care allowance can be added when its conditions are met; for a child in subgroup A it equals 200% of the subsistence minimum for a child of the corresponding age. Applying is free. Applications can be submitted through a Pension Fund service center, CNAP, an authorized local council body, by post, or electronically through the Pension Fund web portal, PFU mobile app or Diia where technically available. A complete application is decided within 10 days.
What you need
- Application for state social assistance for a child with a disability using the form applicable to social assistance administered by the Pension Fund.
- An identity document for the applicant: a Ukrainian passport or another qualifying identity document, such as a permanent residence permit, refugee certificate or certificate of a person needing complementary protection, as applicable.
- RNOKPP taxpayer number or the relevant register data, subject to the statutory exception for a person who lawfully refused an RNOKPP for religious reasons and has the required passport record.
- A copy of the child's birth certificate.
- A certificate from the child's educational institution stating whether the child is or is not on full state maintenance, where applicable.
- If a guardian or custodian applies, the decision establishing guardianship or custody and appointing that person.
- If another representative applies, a notarized power of attorney or other document establishing authority where required.
- For a care allowance, additional evidence can be required depending on the legal basis, including documents concerning single-parent status, leave from work or form No. 080-1/o confirming the child's need for home care.
- Documents or information already available through interoperable state registers do not have to be resubmitted when the Pension Fund can obtain or verify them electronically.
Eligibility
State social assistance is available for a child with an officially established disability who is under 18. The current administrative service covers Ukrainian citizens, qualifying foreign nationals and stateless persons permanently residing in Ukraine, persons recognized as refugees or as needing complementary protection, and other persons expressly covered by law. The basic assistance is tied to the child's recognized disability status and is not a low-income benefit. A separate care allowance has additional conditions concerning the child's subgroup, the caregiver and actual care.
How to do it
- Make sure the child's disability has been formally established under Ukraine's medical procedure and that the child is still under 18.
- Prepare the applicant's identity document, RNOKPP information, the child's birth certificate and any guardianship, education or representation documents that apply.
- If you are also requesting a care allowance, prepare the additional documents required for your particular basis, such as single-parent evidence, home-care form No. 080-1/o or documents confirming qualifying leave from work.
- Submit the application to a Pension Fund service center, CNAP or authorized executive body of a village, settlement or city council, or send it by post.
- Alternatively, submit electronically through the Pension Fund web portal, the PFU mobile app or the Diia Portal where the technical service is available, using the required qualified or advanced electronic signature.
- The Pension Fund obtains information from public electronic registers where possible, so do not duplicate documents that the authority can lawfully verify electronically.
- If documents are missing, provide the requested items within 3 months after you are notified to preserve the original application date.
- The Pension Fund considers a complete application within 10 days and issues a decision granting or refusing the assistance.
- If approved, the assistance is assigned from the application date and paid for the period for which the child's disability is established, but not beyond the month in which the child reaches 18.
Who can receive this state assistance?
The benefit is provided under Ukraine's Law on State Social Assistance to Persons With Disabilities From Childhood and Children With Disabilities. For this procedure, the beneficiary is a child with an established disability who is under 18 years old.
The current Pension Fund administrative service covers Ukrainian citizens, foreign nationals and stateless persons permanently residing in Ukraine, people recognized in Ukraine as refugees or as needing complementary protection, and other categories expressly protected by law.
Which authority processes the application?
Since 1 July 2025, responsibility for assigning and paying this and many other state social benefits has been transferred to the Pension Fund of Ukraine.
You can therefore apply directly through the Pension Fund rather than relying on older instructions that name only local social-protection departments.
How much is the basic payment in 2026?
The statutory basic amount for a child with a disability under 18 is 70% of the subsistence minimum for persons who have lost working capacity.
The 2026 State Budget sets that subsistence minimum at UAH 2,595 per month. The basic child-disability assistance is therefore UAH 1,816.50 per month.
This is the statutory basic payment. A qualifying care allowance can be added on top of it.
How much is the care allowance for subgroup A?
A child classified in disability subgroup A has a special care-allowance formula equal to 200% of the subsistence minimum for children of the corresponding age.
With the 2026 subsistence minima, the care allowance itself is:
- UAH 5,634 per month for a child under 6: 200% of UAH 2,817;
- UAH 7,024 per month for a child aged 6 to 18: 200% of UAH 3,512.
These care amounts are separate from the basic UAH 1,816.50 child-disability assistance.
Who can receive the additional care allowance?
The care allowance has its own eligibility rules. Current Pension Fund guidance states that it may be assigned to a person who actually provides the required care where the statutory conditions are met.
For a child in subgroup A, one legal representative can receive the care allowance under the special subgroup-A rules. A single mother or single father actually caring for a child with a disability under 18 can receive the care allowance regardless of whether that parent works, studies or serves.
The rules also cover certain people who are on parental leave until a child reaches age 3, maternity leave or unpaid leave and actually care for a child with a disability who needs home care. In those cases, medical form No. 080-1/o can be relevant.
What documents are normally required?
The Pension Fund's official service card lists the following core documents:
- the prescribed application;
- the applicant's qualifying identity document;
- RNOKPP taxpayer information, subject to the lawful religious-refusal exception;
- a copy of the child's birth certificate;
- a school or educational-institution certificate stating whether the child is on full state maintenance, where applicable.
Additional documents depend on who applies and whether a care allowance is requested. A guardian, for example, submits the guardianship decision. A representative acting under a power of attorney provides the required notarized authorization.

Do you have to submit information already held by the government?
No, not necessarily. The current Pension Fund service card provides that documents or data already available through government information systems or public electronic registers do not need to be submitted again when the necessary information can be obtained or confirmed electronically.
You still need to give enough information in the application for the authority to identify you and retrieve the relevant records.
Where can you submit the application?
Current rules provide several filing routes:
- a Pension Fund service center;
- a CNAP administrative service center;
- an authorized executive body of a village, settlement or city council;
- postal submission.
The transfer of benefit administration to the Pension Fund means that applicants should use current PFU procedures rather than older guidance that predates July 2025.
Can you apply online?
Yes, where technically available. The Pension Fund's official service card provides electronic submission through:
- the Pension Fund electronic-services web portal;
- the Pension Fund mobile application;
- the Diia Portal.
The electronic application must use a qualified electronic signature or an advanced electronic signature based on a qualified certificate under the conditions specified by the service.
How long does the application take?
The Pension Fund must consider the application no later than 10 days after receiving it with all necessary documents and information.
After making its decision, the Pension Fund sends the applicant notice within 5 working days, on paper or electronically where an email address is available. If the application came through a CNAP, the Pension Fund informs the CNAP of its decision within 3 working days after the decision.
What if your application is incomplete?
If not all required documents are supplied, you are told what is missing. Under the governing law, if the missing documents are supplied within 3 months from receiving the notice, the original application date is preserved.
This matters because the assistance is generally assigned from the date of application.
When does the assistance start?
State social assistance is assigned from the date of application, subject to the rules on completing missing documents.
For a child with a disability, the benefit is paid for the period for which the child's disability has been established, but not beyond the applicable child-age limit under the law.
A care allowance follows the period for which the associated state assistance and the qualifying care circumstances remain in force.
Is the basic benefit means-tested?
The basic assistance under this law is not the same as low-income family assistance. Its amount is established by statute according to the child's disability status and the relevant subsistence-minimum formula.
Pension Fund guidance also states that assistance assigned for a child with a disability is paid regardless of other types of assistance received for that child, subject to specific statutory rules for individual programmes.
Families whose income is low may separately check whether they qualify for low-income family assistance.
What if the child is seriously ill but has no disability status?
This procedure requires established child-disability status. Ukraine has a different state assistance scheme for certain seriously ill children who have not been granted disability status.

Why can the application be refused?
The Pension Fund's official service card lists the main refusal grounds as:
- not submitting all documents required for assignment;
- the applicant or child not meeting the statutory entitlement conditions;
- false or inaccurate information being found in submitted documents.
If the issue is only missing documents, respond to the Pension Fund's request promptly rather than filing a new application unnecessarily.
Common mistakes to avoid
- Using outdated instructions that still identify the local social-protection authority as the main benefit administrator instead of the Pension Fund.
- Confusing the basic child-disability assistance with the separate care allowance.
- Assuming every caregiver automatically qualifies for a care allowance without checking the caregiver-specific conditions.
- Forgetting the child's birth certificate or guardianship documents where they are required.
- Submitting documents already available electronically while omitting information the Pension Fund actually needs to locate those records.
- Ignoring a request for missing documents and allowing the 3-month completion period to expire.
- Confusing this benefit with assistance for a seriously ill child who has not been formally recognized as a child with a disability.
