A family that permanently resides in Ukraine and, for valid or circumstances beyond its control, has an average monthly household income below the statutory family subsistence threshold may apply for state social assistance for low-income families. The Pension Fund of Ukraine administers the benefit. It is free to apply and the application is normally decided within 10 calendar days after all required documents and information are received. In 2026, the calculation uses guaranteed subsistence amounts of UAH 1,996.80 for each able-bodied person, UAH 2,595 for a person who has lost working capacity or a person with a disability, UAH 4,084.65 for a child under 6, UAH 5,092.40 for a child aged 6-18, and UAH 4,825.60 for an eligible student aged 18-23. The monthly benefit is generally the difference between the family's applicable calculated threshold and its average monthly aggregate income, subject to the programme rules. What you need

- RNOKPP taxpayer-registration information, except for a person who lawfully refused an RNOKPP for religious reasons and has the required passport record.

Eligibility
The benefit is intended for a low-income family that permanently resides in Ukraine and whose average monthly aggregate income is below the statutory family subsistence threshold for valid reasons or circumstances beyond the family's control. Eligibility is means-tested and also depends on employment or other qualifying activity of able-bodied adult family members, recent major purchases, savings and government bonds, housing ownership, vehicles and whether a family member already receives Basic Social Assistance. Statutory exceptions apply to several of these restrictions, including specified caregiving, illness, unemployment, disability, war-damaged housing and other circumstances.
How to do it
- Identify the members of your family who must be included in the benefit calculation and collect information about their income, property, savings and vehicles.
- Calculate whether your family's average monthly aggregate income may fall below the applicable 2026 guaranteed subsistence threshold based on each family member's category.
- Check the non-income eligibility rules, especially employment or qualifying activity of able-bodied adults, major transactions during the previous 12 months, deposits and government bonds, additional housing, recent vehicles and receipt of Basic Social Assistance.
- Complete the current social-assistance application and income/property declaration and prepare only those supporting documents that cannot be verified electronically.
- Submit the application through a Pension Fund service center, CNAP, an authorized local council body or by post. Electronic filing is also provided through the Pension Fund web portal or mobile application, Diia, or the Ministry's Social Web Portal where technically available.
- If an electronic application is submitted without a qualified or advanced electronic signature using bank-based electronic identification, follow the Pension Fund's instruction to sign the required paper documents within the applicable one-month period.
- The Pension Fund checks family composition, income, employment-related conditions, assets and available register information.
- The application is decided within 10 calendar days after all required documents and information have been received.
- If approved, assistance is assigned for six months from the application month under the programme rules and may be automatically continued for the next six-month period if the family continues to satisfy the eligibility criteria.
Who can receive low-income family assistance?
Ukraine's state social assistance for low-income families is a means-tested monthly payment for families that permanently reside in Ukraine and have average monthly aggregate income below the statutory family subsistence threshold for valid reasons or circumstances beyond their control.
The programme is administered by the Pension Fund of Ukraine. Since July 2025, the Pension Fund has been responsible for assigning and paying this assistance.
This benefit is separate from assistance aimed at a specific family situation. For example, a qualifying single parent may also need to check the rules for state assistance for children of a single mother or father.
What are the 2026 income thresholds?
The State Budget of Ukraine for 2026 sets the subsistence minimum at UAH 3,328 for an able-bodied person, UAH 2,595 for a person who has lost working capacity, UAH 2,817 for a child under 6 and UAH 3,512 for a child aged 6-18.
For low-income family assistance, the 2026 guaranteed level is:
- 60% for an able-bodied person: UAH 1,996.80;
- 100% for a person who has lost working capacity or a person with a disability: UAH 2,595;
- 145% for a child under 6: UAH 4,084.65;
- 145% for a child aged 6-18: UAH 5,092.40;
- for an eligible child aged 18-23 who continues qualifying education: UAH 4,825.60.
These figures are calculation components, not a flat monthly payment for each person.
How is the monthly benefit calculated?
The assistance is generally calculated as the difference between the applicable statutory subsistence threshold calculated for the family and the family's average monthly aggregate income.
The family's income is assessed under Ukraine's rules for calculating average monthly aggregate household income. The assessment uses income received during the legally defined six-month income period preceding the application.
The amount therefore varies from family to family. Two households with the same number of people can receive different amounts if their family composition or assessable income differs.
Which months of income are checked?
The low-income family procedure assesses the family's average monthly aggregate income over the applicable six-month reference period. Under the general calculation rules, this period consists of the two quarters preceding the month immediately before the application month, subject to specific rules for cases where another six-month period is legally used.
The Pension Fund obtains much of the required income information electronically from state systems. A separate income certificate is generally needed only for income that is relevant to the calculation but cannot be obtained through the available official data sources.
What documents do you need?
The standard application package includes:
- the current social-assistance application;
- the applicant's identity document;
- RNOKPP information, subject to the lawful religious-refusal exception;
- the required declaration of income and property;
- income evidence for relevant income that cannot be verified through official information systems;
- additional documents required for special circumstances affecting eligibility.
Where state registers already contain the necessary data, the current rules allow the Pension Fund to obtain or verify those details electronically instead of requiring the applicant to provide the same document again.

Do all able-bodied adults have to work?
Employment and economic activity are important eligibility tests. Assistance can generally be refused if an able-bodied adult who was at least 18 at the beginning of the income period spent more than three months of that period without working, military service, business or independent professional activity, qualifying full-time education or registration with the employment service as unemployed or looking for work.
There are important exceptions. The current rules protect specified situations involving disability, long-term illness, qualifying care responsibilities, payment of minimum social insurance contributions and other legally recognized circumstances.

Can a recent large purchase make you ineligible?
Yes. The current eligibility rules generally block the benefit where a family member made certain transactions worth more than UAH 50,000 during the 12 months before the application month.
The restricted transactions include specified purchases of land, housing, other real estate, vehicles, securities and financial instruments, virtual assets, building materials or other durable goods, as well as certain one-off payments for works or services, foreign currency, bank metals, contributions to company capital, financial assistance and loans.
Important exceptions apply. For example, medical, educational and qualifying housing-and-utility payments are excluded from the one-off services restriction. A replacement home bought within six months after selling the family's only home can also fall under a specific exception when the conditions and supporting documents are satisfied.
How much can the family have in deposits or government bonds?
The benefit is generally not granted if, on the first day of the month from which assistance would be assigned, family members hold:
- bank deposits totaling more than UAH 100,000; or
- domestic government bonds totaling more than UAH 100,000.
These amounts must be declared as required by the assistance rules.
Can you own a second home and still qualify?
Ownership of a second apartment or house can normally prevent assignment of the benefit, but the rule contains several important exceptions.
Exceptions include certain housing in combat or temporarily occupied territories, housing destroyed or rendered uninhabitable because of Russian aggression or other qualifying causes, specified housing provided to orphans and children deprived of parental care, dormitory accommodation, some jointly or partially owned housing and inherited housing where the statutory conditions are met and the family's housing is not rented out.

How many newer vehicles can the family own?
Assistance is generally not assigned where the family owns more than one vehicle subject to state registration that is less than 15 years old. Mopeds and trailers are excluded from this rule.
The rules also disregard certain vehicles obtained free of charge or on preferential terms through social-protection authorities, including vehicles financed through qualifying state assistance, and specified vehicles acquired by foster parents of family-type children's homes.
Where can you apply?
The current Pension Fund service framework provides several filing routes:
- a Pension Fund service center;
- a CNAP administrative service center;
- an authorized executive body of a village, settlement or city council;
- by post to the relevant territorial Pension Fund body;
- electronically through the Pension Fund web portal;
- through the Pension Fund mobile application;
- through Diia where technically available;
- through the Ministry's Social Web Portal where technically available.
The administrative service is free.
Do you need an electronic signature to apply online?
The current administrative rules provide electronic submission using a qualified electronic signature or an advanced electronic signature based on a qualified certificate where the relevant technical route supports it.
If an electronic application and declaration are submitted without such a signature through an identification system based on bank customer data, the assistance is assigned only after the applicant signs the documents on paper within one month of the electronic submission.
How long does the Pension Fund take to decide?
The application must be considered no later than 10 calendar days after the Pension Fund receives all required documents and information.
The possible result is a decision granting assistance, a refusal, or a notice requiring correction of an error.
If the Pension Fund asks you to correct an error and you do not correct it or provide the required documents within 30 calendar days after receiving the notice, the assistance can be refused.
How long is the benefit paid?
The assistance is assigned for six months beginning with the application month, provided the required documents are submitted under the applicable rules.
Current Pension Fund guidance provides for automatic continuation for the next six-month period where the family continues to satisfy the programme requirements and eligibility criteria.
Is this the same as Basic Social Assistance?
No. Ukraine is also operating the separate Basic Social Assistance programme under Cabinet Resolution No. 371. It consolidates several forms of support for eligible households under its own calculation and eligibility rules.
The two benefits cannot simply be collected simultaneously for the same family member. The low-income family service rules list receipt of Basic Social Assistance by a family member as a ground for not assigning this separate low-income family benefit.
Why can low-income family assistance be refused?
Common statutory reasons include:
- failure of an able-bodied adult to satisfy the work, study, unemployment-registration, contribution or qualifying-exception rules;
- specified transactions exceeding UAH 50,000 during the previous 12 months;
- deposits or domestic government bonds above the UAH 100,000 limits;
- ownership of a second home where no statutory exception applies;
- ownership of more than one qualifying vehicle under 15 years old;
- a family member already receiving Basic Social Assistance;
- failure to correct an application error within 30 calendar days after notification.
Because the exceptions are detailed, a single asset or period without employment does not automatically mean refusal. The Pension Fund must apply the specific exceptions and supporting evidence relevant to the family's circumstances.

- Looking only at total family income without calculating the statutory threshold separately for each family member.

- Assuming every unemployed adult is automatically disqualified without checking the statutory exceptions.
