How to Apply for State Assistance for Children of a Single Mother or Father in Ukraine

Who can receive this state assistance?

Ukraine's official benefit is commonly described as assistance for children of single mothers, but the legal rules cover several specific family situations rather than every household with only one parent present.

An unmarried single mother or single adoptive parent can qualify where the child's civil-status records meet the statutory conditions concerning the absence or registration of the other parent. A mother or father may also qualify after the death of the child's other parent if the child is not receiving the survivor-related pension, social pension or state assistance specified by law.

If an eligible single mother, single adoptive parent or surviving parent later marries, entitlement can continue for children born or adopted before that marriage if the new spouse has not adopted those children.

A woman who is not married to the child's father but lives with him, maintains a common household and raises the child together with him does not qualify for this assistance as a single mother.

How much can you receive in 2026?

The payment is income-tested. For each eligible child, the monthly benefit equals the difference between 100 percent of the applicable subsistence minimum and the family's average monthly aggregate income per person.

The income assessment uses the six months preceding the month immediately before the application month.

These figures are maximum calculation amounts, not guaranteed payments. If the family's calculated average monthly income per person equals or exceeds the applicable amount, no payment will result under the formula.

The benefit is calculated separately for each eligible child.

What documents do you need?

The standard application package includes the prescribed application, an income and property declaration, identification information, the applicant's taxpayer registration information and the child's birth certificate.

If income declared by the household cannot be verified through the relevant state databases, the Pension Fund can require an income certificate or, where such a certificate cannot be obtained, a written explanation stating the amount.

Documents needed in special cases

• An adoptive parent may need a copy of the adoption decision.
• A parent applying because the other parent has died may need the death certificate and evidence that the child is not receiving the survivor-related benefits that would exclude this assistance.
• For a child born outside Ukraine, the relevant foreign birth document may be required and must be legalized where Ukrainian law requires legalization.
• For an older child whose entitlement depends on continuing education, information confirming eligible study may be required.
• Additional evidence may be required where an exception to employment, property or household eligibility restrictions is being claimed.

Documents or information that the Pension Fund can obtain or verify electronically through government systems and public registers do not have to be submitted again.

Where can you apply?

The Pension Fund of Ukraine is the authority that decides applications for this assistance. Applications can be submitted through a Pension Fund service centre, a relevant local-government office or CNAP, or sent by post to a territorial Pension Fund office.

An electronic application can also be submitted through the Diia Portal or Diia mobile application where the technical functionality is available.

How long does the application take?

A complete application must be considered within 10 days after the Pension Fund receives all necessary documents and information.

If documents are missing, the Pension Fund identifies what must still be provided. When the requested documents or information are submitted within one month of that notice, the original application month can remain the effective application month.

If approved, assistance is assigned from the month in which the application with the necessary information was submitted. The payment is made monthly and the award is granted for six calendar months, after which continued entitlement is subject to the applicable reassessment rules.

Until what age can the benefit be paid?

Assistance normally continues through the month in which the child reaches 18, subject to continuing eligibility. For a child who continues qualifying education, entitlement may extend until the educational institution is completed, but not beyond age 23.

When can an application be refused?

Meeting the family-status definition alone does not guarantee payment. The scheme also applies conditions used for income-tested social assistance.

Refusal can result, among other reasons, if a child is fully maintained by the state, the applicant does not meet the statutory single-parent circumstances, required identification cannot be established, or certain employable adult family members were not working, serving in the military, studying, carrying out recognized economic activity or registered with the employment service for the required period and no applicable exception applies.

Property and financial circumstances are also checked. Examples in the official rules include certain transactions above UAH 50,000, deposits or domestic government bonds above UAH 100,000, certain foreign-currency or precious-metal purchases above UAH 50,000, ownership of additional housing subject to statutory exceptions, and receipt of basic social assistance under the relevant experimental programme.

Common mistakes to avoid

• Assuming that every unmarried parent automatically qualifies. The legal definition is narrower.
• Leaving income, property or household information out of the declaration.
• Failing to provide evidence for income that cannot be verified from public registers.
• Applying after the other parent has died without checking whether the child receives a survivor-related pension or assistance that affects eligibility.
• Missing a request for additional documents. The one-month period is important if you want to preserve the original application month.
• Assuming the published maximum is a fixed monthly payment. Your actual amount depends on household income.

What happens after you apply?

The Pension Fund issues a decision granting or refusing assistance. It must notify the applicant of the decision without delay or, where there are justified reasons, no later than five working days after the decision is made.

If approved, the amount is paid monthly for the applicable six-month period. Because the benefit is income-tested, changes affecting household eligibility or a later reassessment can change whether assistance continues and how much is paid.
