The service is free and the Pension Fund normally decides within 10 days after the application and required documents are submitted. What you need

  • Application for pension assignment/recalculation in the form established by Pension Fund Resolution No. 22-1.
  • An accepted identity document, such as a Ukrainian passport or temporary Ukrainian citizen certificate; foreign nationals and stateless persons use the applicable identity and lawful-stay documents.
  • RNOKPP taxpayer number evidence where the information is unavailable or inconsistent in state systems, except for persons who lawfully refused an RNOKPP for religious reasons and have the required passport record.
  • Documents proving insurance or employment periods before 1 January 2004 that were not already included in the pension file, where those periods are relevant to the recalculation.
  • A salary certificate for any 60 consecutive calendar months of insurance record before 1 July 2000 where that earnings period is being used and the certificate is required.
  • Residence-registration information for an ID-card holder where the necessary information is unavailable or inconsistent in the relevant state information systems.
  • If a legal representative applies, a document confirming the representative's authority.
  • For an online application, clear scanned copies corresponding to the originals and readable in full.

Eligibility

This procedure covers a person who already receives a pension under Ukraine's compulsory state pension insurance system and has a legal basis for recalculation, such as additional insurance record, relevant earnings information or other circumstances affecting the amount. A working pensioner can qualify for recalculation after acquiring at least 24 months of additional insurance record after the pension was granted or previously recalculated. If fewer than 24 months have been acquired, recalculation based on the additional record is generally available no earlier than two years after the pension was granted or last recalculated. Working pensioners who satisfy the statutory conditions as of 1 March are also covered by the annual automatic recalculation from 1 April without a separate application.

How to do it

  1. Check why your existing pension may need recalculation. Common grounds under the general pension-insurance procedure include additional insurance record after retirement, previously uncounted pre-2004 service or qualifying earnings information.
  2. Check the Pension Fund data already held in your pension file and prepare only the additional documents needed to prove the recalculation ground.
  3. Complete the application for pension assignment/recalculation.
  4. Submit the application and documents to a territorial Pension Fund service point or electronically through the Pension Fund web portal. Online scans must correspond to the originals and clearly show the complete document and its details.
  5. The Pension Fund registers and checks the application and supporting information.
  6. The decision is normally made within 10 days after the application and all required documents are submitted.
  7. If the recalculation increases your pension, the new amount normally starts from the first day of the application month when the complete application was submitted by the 15th inclusive, or from the first day of the following month when submitted after the 15th.
  8. If you are a working pensioner who qualifies for the statutory annual automatic recalculation, no separate application is required for that automatic process.

When can you ask for a pension recalculation?

A pension recalculation changes the amount of a pension that has already been awarded. It is different from applying for a pension for the first time.

Under the general compulsory state pension insurance procedure, recalculation can be relevant when the Pension Fund needs to take account of additional insurance record, earnings information or other verified circumstances affecting the pension amount.

What documents do you need?

The Pension Fund's current administrative-service card lists an application and identity documents as the core requirements. Depending on the reason for recalculation, you may also need evidence that was not previously included in your pension file.

  • application for pension assignment/recalculation;
  • passport or another accepted identity document;
  • RNOKPP taxpayer-number evidence where required because the information is unavailable or inconsistent in state systems;
  • documents confirming insurance or employment periods before 1 January 2004 that were not previously counted;
  • a salary certificate for any 60 consecutive calendar months before 1 July 2000 when that information is required for the calculation;
  • residence-registration information for an ID-card holder where the relevant information cannot be obtained electronically;
  • a representative-authority document if someone applies on your behalf.

How does recalculation work if you continued working?

A pensioner who continues working can have the pension recalculated to include insurance record acquired after the pension was granted or last recalculated.

If you have acquired at least 24 months of additional insurance record, recalculation can take that record into account regardless of interruptions in employment.

The Pension Fund can calculate the pension using the earnings already used in the pension calculation or, where advantageous and legally applicable, also take account of earnings obtained after the pension was granted or previously recalculated.

What if you have less than 24 months of new insurance record?

If fewer than 24 months of insurance record have been acquired after the pension was granted or previously recalculated, the recalculation is generally performed no earlier than two years after the pension was granted or the previous recalculation. In that situation, the additional insurance record is taken into account while the earnings basis used for the previous calculation remains applicable under the statutory rule.

Do working pensioners need to apply every year?

Not always. Ukrainian law provides an annual automatic recalculation for qualifying working pensioners. In 2026, the Pension Fund carried it out from 1 April 2026 without requiring a separate application.

The 2026 automatic recalculation applied to pensioners who, as of 1 March 2026:

  • had acquired at least 24 months of insurance record after the pension was granted or previously recalculated; or
  • had acquired less than 24 months, but at least two years had passed since the pension was granted or last recalculated.

If at least 24 months had been acquired, the recalculation could use the additional insurance record and, where advantageous, post-retirement earnings. If fewer than 24 months had been acquired but the two-year condition was met, the recalculation used the additional insurance record without changing the previous earnings basis.

Can you request recalculation online?

Yes. The Pension Fund allows pension-recalculation applications to be filed electronically through its web portal.

The application is submitted with scanned copies of the supporting documents. The scans must correspond to the originals and must clearly show the complete text and document details. The Pension Fund's current service card provides for electronic filing using the supported electronic identification methods.

In the Pension Fund portal, the pension-services section contains the option for a pension recalculation application. Select the relevant recalculation type, complete the required fields, attach the supporting files and submit the application.

Where can you file the application in person?

A paper application and supporting documents can be submitted to the Pension Fund of Ukraine through its territorial service network under the current pension-service procedure.

The Pension Fund registers recalculation applications in its electronic application system and reviews the pension file together with the new evidence.

How much does recalculation cost and how long does it take?

The Pension Fund's official service card states that pension recalculation is free of charge.

The standard service period is within 10 days from the date the application is submitted, provided all necessary documents have been supplied.

The result is either recalculation of the pension or a refusal. A refusal may be issued where the necessary documents have not been submitted, the person has no legal right to recalculation or the requested recalculation would not increase the pension under the applicable service rule.

From what date does the higher pension apply?

For an application that establishes a right to an increased pension, the effective date depends on when the complete application is submitted:

  • if submitted by the 15th of the month inclusive, recalculation applies from the first day of that month;
  • if submitted after the 15th, it applies from the first day of the following month.

This timing rule is important when you already have the documents needed to prove the higher entitlement.

Can old employment periods be added to the pension calculation?

Yes, where qualifying insurance or employment periods before 1 January 2004 were not previously included in the pension file. The Pension Fund service card expressly allows documents proving such periods to be submitted for recalculation.

The acceptable evidence depends on the period and type of employment and is assessed under Ukraine's rules for confirming employment record.

Can a pre-2000 salary certificate affect the pension?

The current service card includes a salary certificate covering any 60 consecutive calendar months of insurance record before 1 July 2000 among the documents that can be required for pension recalculation.

Do not obtain a historical salary certificate automatically if the Pension Fund does not need it for your recalculation ground. First check which data are already present in your pension record and which specific evidence is missing.

Do you need to report employment or other status changes?

Yes. The Pension Fund states that pension recipients should report changes that affect pension entitlement or the amount, including starting or ending employment, starting or ending FOP activity and acquiring, changing or losing a special pensioner status.

The Pension Fund's current guidance gives a 10-day period from the occurrence of the change for reporting relevant changes. This matters because some supplements or increases are available only to non-working pensioners.

Is pension indexation the same as requesting recalculation?

No. Ukraine can increase pensions automatically through nationwide indexation or other statutory recalculation measures without an individual application. For example, Cabinet Resolution No. 236 established pension indexation measures from 1 March 2026 and the separate automatic recalculation for qualifying working pensioners from 1 April 2026.

An individual recalculation request is used when your own pension file or personal circumstances provide a specific legal basis for changing the already awarded amount.

What result will you receive?

If the Pension Fund confirms the right to an increase, your pension is paid at the recalculated amount through your existing chosen payment method.

If recalculation is refused, the Pension Fund provides a refusal decision or notification. The official service card lists three principal grounds: missing required documents, no entitlement to recalculation, or a recalculation that does not produce an increase.

Common mistakes to avoid

  • Applying for a new pension instead of requesting recalculation of the pension already awarded.
  • Submitting a recalculation request without evidence of the additional insurance record or earnings that are not already in the Pension Fund systems.
  • Assuming every working pensioner must submit a yearly application even when the statutory 1 April automatic recalculation applies.
  • Requesting the working-pensioner recalculation with fewer than 24 months of additional record before the required two-year period has passed.
  • Submitting an online scan that cuts off part of the document or cannot be read.
  • Waiting until after the 15th when an earlier complete application could have made an increase effective from the first day of the current month.
  • Failing to report employment, dismissal, FOP activity or another status change that affects supplements or the pension amount.
