Quick answer

To claim a Ukrainian old-age pension for the first time, apply to the Pension Fund of Ukraine once you qualify by age and insurance record. In 2026, a person reaching age 60 needs at least 33 years of insurance record, at age 63 at least 23 years, and at age 65 at least 15 years. You may apply in person at any Pension Fund service centre regardless of residence or online through the Pension Fund electronic services portal. The application is free. If you apply no later than three months after reaching the qualifying pension age, the pension is assigned from the day after you reached that age. A decision is normally made within 10 days after the application is received, although an additional verification may extend consideration by up to 15 days.

Eligibility

This guide covers the ordinary first application for an old-age pension under Ukraine's compulsory state pension insurance system. For a person who reaches the relevant age in 2026, the standard insurance-record thresholds are at least 33 years at age 60, at least 23 years at age 63, or at least 15 years at age 65. The required record is determined according to the year in which the person reaches the relevant pension age. Separate rules apply to early, preferential, disability, survivor, military and other special pensions.

How to do it

  1. Check your insurance record before applying. Sign in to the Pension Fund of Ukraine electronic services portal and review the periods recorded in the Register of Insured Persons.
  2. Confirm which pension age applies to you. If you reach age 60 in 2026, you generally need at least 33 years of insurance record. If you do not have enough record at 60, check whether you meet the threshold at age 63 or 65.
  3. Gather documents for employment, study, military service or other qualifying periods that are missing or incorrect in the electronic record.
  4. Apply no earlier than one month before reaching the applicable pension age or at any time after your right to the pension arises.
  5. Submit the application personally at any Pension Fund service centre regardless of your registered place of residence, or apply electronically through the Pension Fund portal with readable scans of the required documents.
  6. If you apply online, complete the pension-assignment application, upload the requested document scans and complete the electronic signing or identification process required by the portal.
  7. If the Pension Fund identifies missing documents, submit them within the period stated in the notice. When the additional documents are provided within three months of the notice, the original application date is preserved under the official procedure.
  8. Wait for the Pension Fund's decision. The normal decision period is up to 10 days after receipt of the application and required documents, subject to an additional verification period where legally necessary.
  9. After approval, receive the pension through your selected authorized bank or another authorized pension-payment provider under the available payment arrangements.

Who can retire on an old-age pension in Ukraine in 2026?

Ukraine does not use age alone to determine when a person can receive an ordinary old-age pension. The qualifying age depends on how much insurance record you have accumulated.

For people who reach the relevant age during 2026, the Pension Fund confirms these thresholds:

  • Age 60: at least 33 years of insurance record.
  • Age 63: at least 23 years of insurance record.
  • Age 65: at least 15 years of insurance record.

The insurance-record requirement is determined by the year in which you reach the relevant age. For example, a person who reached age 60 in 2025 is assessed against the 2025 threshold even if the pension application is submitted in 2026.

This guide concerns the ordinary old-age pension. Early retirement, preferential pensions for particular working conditions, military pensions and other special pension categories have separate eligibility rules.

When should you apply for your pension?

You may apply for pension assignment no earlier than one month before reaching the applicable pension age. You can also apply at any time after the right to the pension arises.

The date you apply can affect the date from which the pension is paid. If you submit your application no later than three months after reaching the qualifying pension age, the old-age pension is assigned from the day following the day you reached that age.

If you apply later than that three-month period, the general rule is that the pension is assigned from the date of application rather than retroactively to the day after your birthday.

How much insurance record do you need in 2026?

For a person reaching age 60 during 2026, the key threshold is 33 years of insurance record. A person who does not meet that requirement may acquire the right later if the insurance-record requirement applicable at age 63 or 65 is satisfied.

The Pension Fund calculates the qualifying record using data from the Register of Insured Persons and other legally acceptable evidence. Older employment periods may therefore need to be documented if they are missing from the electronic register.

Check your insurance record before filing

Before starting the pension application, sign in to the Pension Fund electronic services portal and review the employment and contribution periods recorded for you.

This check is particularly useful if you worked before electronic personalized accounting became standard, changed employers frequently, studied full time during a period that may count under the applicable rules, completed military service or have employment documents issued under a previous surname.

If an important period is missing, prepare the documentary evidence before filing or be ready to provide it when the Pension Fund requests additional information.

What documents do you need to apply?

The Pension Fund's official procedure requires an application and the documents necessary to establish your identity, insurance record and other information used for pension assignment.

For a typical first old-age pension application, relevant documents can include:

  • Passport or another accepted identity document.
  • RNOCPP taxpayer registration number where required.
  • Labour book and other evidence of employment periods that are missing from electronic records.
  • Archival or employer certificates when employment cannot be confirmed from the labour book or register.
  • Documents establishing qualifying periods of study or military service where relevant.
  • Documents explaining a surname or other identity change if employment records use different personal details.
  • Documents establishing a special status where it affects entitlement or calculation.
  • Bank account details if you choose payment through an authorized bank.

The exact document set is individual. Information that the Pension Fund can obtain from its electronic systems generally does not need to be proved again simply because it appears on a generic document list.

Do you need a salary certificate from before July 2000?

A salary certificate covering any 60 consecutive calendar months up to 30 June 2000 may be submitted in circumstances allowed by pension legislation, including at the person's request where the supporting primary documents are available. Earnings after 1 July 2000 are generally obtained from personalized electronic insurance records.

How do you apply for a Ukrainian pension online?

The application can be submitted remotely through the Pension Fund of Ukraine electronic services portal.

After authentication, use the pension application service, complete the application and attach scanned copies of documents that are not already available to the Pension Fund.

Scans must correspond to the original documents and clearly show the complete text and document details. Poorly readable or incomplete scans can prevent the Pension Fund from verifying the information.

The electronic procedure requires the authentication or electronic-signature method supported by the official service. The pension application rules also provide for electronic submission through the Diia portal where the necessary technical functionality has been implemented.

Can you apply in person instead?

Yes. You can submit the pension application personally at any Pension Fund service centre regardless of your place of residence.

Bring the originals of the documents relevant to your application. The Pension Fund employee checks the available information, identifies any documents still needed and registers the application.

You do not have to wait until your birthday to begin preparing. The formal pension application may be submitted up to one month before the qualifying pension age.

How much does a pension application cost?

The pension-assignment service is free. The Pension Fund does not charge an administrative application fee for assigning an ordinary old-age pension.

How long does the Pension Fund take to decide?

The official Pension Fund service standard provides for a decision within 10 days after receipt of the application.

Under the pension application procedure, the period may be extended when additional verification of insurance information, working conditions or other legally relevant information is required. That additional extension may be up to 15 days.

The result is a decision assigning the pension or refusing the application. If a pension is refused, the applicant is informed of the reasons and the procedure for challenging the decision.

What happens if the Pension Fund asks for more documents?

If your initial application does not contain everything necessary, the Pension Fund must identify the additional documents that need to be provided. For an electronic application, the notice is sent through the electronic account.

If you submit those additional documents within three months from the notification, the original date on which the pension application was accepted or registered electronically remains the official application date.

This can be important because the application date can determine when pension entitlement begins.

Can a pension be assigned automatically without an application?

Yes. Ukrainian rules provide for automatic assignment of an old-age pension when a person reaches the pension age specified by law and the Register of Insured Persons already contains the information needed to establish entitlement.

The Pension Fund's electronic service lets future pensioners check the data used for automatic assignment and provide missing employment information in advance.

Automatic assignment is useful, but it is still sensible to review your electronic insurance record before retirement. Missing older employment periods can affect both eligibility and the pension calculation.

How will you receive the pension after approval?

Once the pension is assigned, payment can be made through an authorized bank or an authorized organization providing direct pension payment and delivery services, according to the payment option you select and the rules applicable to your situation.

If you choose a bank account, provide the required account details. Make sure the payment account and personal information correspond to the details used in your pension file.

What can delay your pension application?

One of the most common issues is incomplete evidence of insurance record. Older employment may not appear automatically in the electronic register, and entries in a paper labour book can sometimes be incomplete or inconsistent.

Differences in surnames between a passport and older employment records can also require supporting civil-status documents. The same applies when employment records contain errors or when an employer no longer exists and an archival certificate is needed.

Check these issues before reaching pension age whenever possible. Doing so reduces the chance that additional verification will delay the decision.

What if you do not qualify at age 60?

If you reach age 60 in 2026 without the required 33 years of insurance record, you do not qualify for the ordinary old-age pension at age 60 under that threshold. You may qualify later under the statutory conditions applicable at age 63 or 65.

For a person reaching those ages in 2026, the corresponding thresholds are at least 23 years at age 63 and at least 15 years at age 65. Because the required insurance period is tied to the year in which the relevant age is reached, check the applicable requirement for your actual year of eligibility rather than relying permanently on the 2026 figures.
