Eligibility

The online service is for an individual entrepreneur already registered as an FOP in Ukraine. It can be used even if the FOP was originally registered offline. Diia currently allows online changes to economic activity types or KVED codes, contact information, the entrepreneur's name and FOP location. Changes to the taxpayer registration number or passport details are not handled through this online service and must be submitted offline.

How to do it

  1. Sign in or register in your citizen account on the Diia portal.
  2. Open the service for changing FOP information.
  3. Complete the online application and select the FOP details you want to change, such as adding or removing KVED activity codes or updating contact information.
  4. Review the information carefully and sign the application with Diia.Signature or another electronic signature of the individual.
  5. Submit the application. Diia sends it to the Unified State Register for registration of the changes.
  6. If you are a single-tax payer and the change concerns KVED codes, your name or FOP location, the related information is transmitted to the tax authority automatically.
  7. Check the application status in your Diia citizen account under ordered services and review the result notification sent to your account and email.
  8. After processing by the relevant authorities, download the updated FOP extract from the received-documents section of your Diia account.

What FOP details can you change online?

The Diia service for changing information about an individual entrepreneur lets an existing FOP update registration information without visiting a state registrar. The online service covers KVED economic activity codes, contact information, the entrepreneur's name and the FOP's registered location.

You can use the service to add a new KVED, remove an activity code you no longer use or update your contact details. The service is also available to entrepreneurs who originally registered their FOP offline.

How much does it cost to change FOP details?

Diia states that changing contact information or KVED codes is free.

A separate administrative fee applies when changing the entrepreneur's name or FOP registered location. Because those paid changes are distinct from the free KVED and contact-detail changes, check the amount shown by Diia when submitting the particular paid change.

How long does the online FOP change take?

Diia estimates that completing the application takes about 10 minutes. The portal lists registration of the submitted changes as taking up to 2 minutes.

The notification about the result appears in your Diia account and is also sent by email. Diia states that an updated FOP extract is generated automatically within 3 working days after responses are received from the tax and other relevant authorities.

What do you need before you start?

You need access to your Diia citizen account and an electronic signature. The online application must be signed using Diia.Signature or another electronic signature belonging to the individual entrepreneur.

No separate paper documents are required for the standard online change procedure described by the official Diia service. Make sure you know exactly which KVED codes you want to add or remove before submitting the application.

How to change your KVED activity codes

  1. Open the Diia service for changing FOP information and sign in.
  2. Choose the business-activity information you want to update.
  3. Add the new KVED code or codes and remove any codes you no longer want associated with the FOP.
  4. Review the selected activities before signing.
  5. Sign the application electronically and submit it.

Diia then transmits the application to the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations, commonly referred to as the EDR, where the changes are registered.

Does Diia notify the tax authority about a KVED change?

Yes, for FOPs on the simplified or single-tax system, Diia states that after changes to KVED codes, the entrepreneur's name or FOP location, the related application to the tax authority is formed and sent automatically.

You should still verify the result in the taxpayer's electronic cabinet. The State Tax Service has emphasized that single-tax payers must keep the activities recorded in the single-tax payer register accurate.

If the tax authority does not accept the automatic change

Diia instructs first- and second-group single-tax payers to notify the tax authority through the taxpayer electronic cabinet by the 20th day of the following month if the tax-side change is refused.

Special rule for third-group single-tax payers

The State Tax Service stated in March 2026 that a third-group FOP who changes business activities during a reporting period should submit the change to the single-tax payer register no later than the last day of the quarter in which the activities changed.

The tax authority also warns that conducting activities not recorded in the single-tax payer register can affect eligibility for the simplified tax system. For that reason, do not assume that an EDR change alone is enough: confirm that the relevant KVED is also reflected correctly in your tax records before relying on it for taxable business activity.

How do you check whether the change was registered?

After submission, check the status in your Diia citizen account under Services — Ordered services. Diia also sends a result notification to your email and citizen account.

Once the related authorities have completed processing, the updated FOP extract becomes available in the Received documents section of the Diia portal. Diia states that the online extract has the same legal force as an extract issued through a CNAP.

Which FOP details must still be changed offline?

You cannot use the Diia online service to change your taxpayer registration number or passport data. Diia directs these changes to an offline procedure through a Centre for Administrative Services, known as a CNAP.

For an offline application, Diia states that the entrepreneur needs their taxpayer registration number, or the applicable passport documentation where a person lawfully uses passport details instead of a taxpayer number. If the application is sent by post rather than submitted personally, the applicant's signature must be notarized.

Common mistakes to avoid

  • Do not use this service to create a new FOP; it is only for an entrepreneur who is already registered.
  • Check each KVED carefully before submitting, especially if it affects your simplified-tax eligibility.
  • Do not assume that taxpayer-number or passport changes can be completed online; Diia specifically requires those changes offline.
  • If you are a single-tax payer, verify the updated activity information in the taxpayer electronic cabinet after the EDR change is processed.
  • If the application is refused, read the reason shown in your Diia account, correct the issue and submit a new change application.

What happens if the application is refused?

Diia sends the reason for refusal to the email address associated with the application and to the entrepreneur's citizen account. After correcting the stated reason, you can submit the application for changing FOP information again.
