How to Apply Online for Official Veteran Entrepreneurship Status in Ukraine

Who can apply for veteran entrepreneurship status?

Ukraine introduced a statutory status for qualifying veteran businesses under the Law of Ukraine On Veteran Entrepreneurship. Obtaining the status is voluntary.

The status can be obtained by three main types of applicant:

• a war veteran registered as an individual entrepreneur, or FOP;
• a war veteran carrying out independent professional activity who is registered for tax purposes as a self-employed person;
• a qualifying private-law legal entity registered in Ukraine and owned or constituted by veterans in the manner required by law.

For a legal entity, a veteran or veterans must be the ultimate beneficial owner or owners. In addition, either the veteran or veterans must hold corporate rights representing 100 percent of the formed authorized capital, or 100 percent of the entity's members must be war veterans.

The law also contains exclusions that can prevent an otherwise registered legal entity from qualifying, including certain failures concerning disclosure of ultimate beneficial ownership and ownership links involving an aggressor state. Applicants should therefore make sure that the information recorded about the business and its ownership structure is current before applying.

Where and how do you apply?

The application is available online through the official Diia veteran entrepreneurship status service. The same service covers acquisition and renewal of the status.

Diia automatically retrieves applicant information from state registers. You review those details, confirm that the statutory conditions are satisfied, review the generated application, sign it electronically and submit it.

The decision is made by the Ministry for Veterans Affairs of Ukraine. Diia states that the decision is sent to the applicant's electronic cabinet and email address.

What documents and information do you need?

The online service is designed around information already held in Ukrainian state registers rather than a conventional package of uploaded paper documents. Before submitting, check that the registers correctly show your veteran status, business registration and, where relevant, ownership or membership information for the legal entity.

You also need an electronic signature to sign the generated application. Diia allows users to authenticate to the citizen account through supported methods, including an electronic signature or BankID, but the application itself must be electronically signed before submission.

If you have formally refused a Ukrainian taxpayer registration number for religious reasons, Diia states that the service can still accommodate an eligible applicant when the appropriate notation exists in the person's documents and the qualified electronic signature contains the necessary passport information.

How much does the status cost and how long does it take?

The official Diia service is free of charge.

Diia estimates that completing the application takes up to about 10 minutes. The portal currently describes provision of the service as taking several minutes. Actual completion depends on successful verification of the information obtained from the relevant registers.

What do you receive after approval?

If the application is approved, you receive an electronic extract confirming the status in your Diia account and by email. Under the law, the status is acquired on the date when the Ministry for Veterans Affairs enters the relevant information in the Unified State Register of War Veterans and generates the extract with its unique electronic identifier.

The official status can provide access to support measures established for veteran entrepreneurship, including applicable grant, financial, lending, procurement, property, advisory and educational programmes. Qualification for the status does not mean that every support programme is automatically awarded; each programme can have its own conditions.

How long is veteran entrepreneurship status valid?

Under the Law of Ukraine On Veteran Entrepreneurship, the status is granted for five years from the date the status is acquired.

The law provides for acquisition, termination, deprivation and renewal of the status. The current Diia service allows an application for acquisition or renewal to be submitted online.

What should you do if the application is rejected?

If the Ministry refuses the application, Diia states that the applicant receives the decision and the reason for refusal in the Diia account and by email. Correct the identified discrepancy and submit a new application when the eligibility conditions are satisfied.

If the problem is that the Unified State Register of War Veterans does not contain the required veteran status information, Diia instructs the applicant to contact the authority that granted the veteran status, such as the relevant military unit, territorial recruitment and social support centre or another authorized authority, and request that the information be updated. Once the competent authority makes its decision, the updated information is transferred to the register.

A submitted application cannot be edited after it has been electronically signed and sent. If information is incorrect, address the relevant register issue and follow the official instructions provided with the decision.

What if your business later stops meeting the requirements?

The Ministry can identify a later mismatch between the business and the statutory eligibility conditions using information received from authorities and state information systems. Where the applicable ground under the law is a failure to continue meeting the Article 2 criteria, the business has seven working days from the date the Ministry sends the notice to correct the discrepancy.

Diia advises that if you cannot correct the discrepancy within that period, you can submit an application to terminate the status voluntarily. This can preserve the possibility of applying for renewal once the discrepancy has been resolved, rather than allowing the status to be removed on a ground that can trigger a waiting period.

When can a deprived status be restored?

For deprivation on specific statutory grounds, including an uncorrected eligibility mismatch, a court-established eligibility mismatch or two violations of conditions governing state support, the law provides that an application to obtain or renew the status may be submitted no earlier than one calendar year after the deprivation decision.

This one-year restriction does not mean that every termination of status carries the same waiting period. The legal consequence depends on the reason the status ended.

What law governs the procedure?

The principal legislation is the Law of Ukraine No. 4563-IX On Veteran Entrepreneurship, which took effect in 2026. The detailed administrative procedure is established by Cabinet of Ministers Resolution No. 199 of 11 February 2026, as amended. Applicants should use the current Diia service page when submitting an application because it reflects the active online application process.
