Quick answer

If you are an individual and Ukraine's State Tax Service calculated your real estate tax incorrectly, you can submit a written request to the tax authority at your tax address for a data reconciliation covering the property, ownership share, total area, exemption, tax rate or assessed amount. Provide original documents confirming the correct information, especially ownership documents. If discrepancies are confirmed, the tax authority recalculates the real estate tax within 10 working days, issues a new tax notice-decision and the previous notice is considered cancelled. For land tax, individuals can request reconciliation in writing or electronically and provide documents proving ownership, use, exemption or other relevant land data. The reconciliation procedure itself has no stated administrative fee.

What you need

  • Identify the tax notice-decision or property-tax calculation you believe contains incorrect information.
  • For real estate tax other than land, submit a written reconciliation request to the State Tax Service authority at your tax address.
  • Provide documents confirming the correct information. The State Tax Service specifically refers to original supporting documents, including property ownership documents, when discrepancies are reconciled.
  • Depending on the error, evidence may need to confirm the property or ownership share, total area, eligibility for an exemption, applicable tax rate or another fact affecting the assessed amount.
  • For land tax, individuals may submit a reconciliation request in writing or electronically using electronic communications and provide documents proving ownership or use rights, exemptions and other relevant land information.
  • If you use the State Tax Service Electronic Cabinet for an electronic land-tax reconciliation request, use the private section and the correspondence functionality with the electronic authentication required by the service.

Eligibility

This procedure is primarily for an individual taxpayer whose Ukrainian property-tax assessment is based on information the taxpayer believes is incorrect. Article 266.7.3 of the Tax Code gives individual real estate taxpayers the right to request reconciliation of information about residential or non-residential property and ownership shares, total area, entitlement to a tax exemption, the tax rate and the assessed tax amount. Article 286.5 provides a corresponding reconciliation mechanism for individuals paying land tax or rent for state or municipal land. A reconciliation is appropriate when the underlying data or calculation is wrong. A formal administrative or court appeal is a separate remedy if the dispute concerns the legality of the tax authority's decision rather than a correctable data discrepancy.

How to do it

  1. Review the tax notice-decision and its calculation. Identify exactly what is wrong: the property itself, ownership share, area, exemption, local tax rate, assessed amount or, for land, the plot information or other calculation data.
  2. Collect supporting documents. For a real estate reconciliation, State Tax Service guidance specifically refers to originals of relevant documents, including documents confirming ownership.
  3. For tax on residential or non-residential real estate other than land, prepare a written request for data reconciliation and submit it to the controlling authority at your tax address.
  4. For land tax, submit the reconciliation request to the tax authority at your place of tax registration or the location of any relevant land plot. The Tax Code permits the land request in writing or electronically through electronic communications.
  5. Ask the State Tax Service to reconcile the specific disputed data and recalculate the liability where the evidence establishes a discrepancy.
  6. For real estate tax, if the tax authority confirms a discrepancy between its information and the information established from your supporting documents, it must recalculate the tax within 10 working days and send or deliver a new tax notice-decision.
  7. Check the replacement notice carefully. The previous real estate tax notice-decision is considered cancelled or withdrawn after the corrected notice is issued under the reconciliation procedure.
  8. If the dispute is not resolved through reconciliation and you want to contest the tax authority's decision itself, consider the separate administrative appeal procedure under Article 56 of the Tax Code and observe the applicable appeal deadline.
  9. Once the corrected liability is reflected in your tax account, verify the balance before paying or seeking a refund of any amount already overpaid.

What property-tax information can you challenge through reconciliation?

For an individual who owns residential or non-residential real estate, Article 266.7.3 of Ukraine's Tax Code provides a specific data reconciliation procedure. You can ask the State Tax Service to check:

  • the residential or non-residential properties, including ownership shares, recorded as belonging to you;
  • the total area of those properties;
  • your entitlement to a property-tax exemption;
  • the tax rate applied; and
  • the amount of tax assessed.

This makes reconciliation the direct route when, for example, the tax authority used the wrong floor area, still attributes a property or share to you incorrectly, failed to apply an available exemption or calculated the liability using an incorrect rate.

Where do you ask the State Tax Service to correct real estate tax?

For tax on real estate other than land, Article 266.7.3 states that the taxpayer may submit a written application to the controlling authority at the taxpayer's tax address for reconciliation.

If you own several residential or non-residential properties in different Ukrainian localities, current State Tax Service guidance confirms that the reconciliation request for this tax is still made to the controlling authority at your tax address.

The tax authority then compares the information used for the assessment with the information established from your supporting evidence.

What documents should you bring for reconciliation?

The State Tax Service states that when discrepancies are established, recalculation is based on information confirmed by the taxpayer using original relevant documents, including property ownership documents.

The documents you need therefore depend on the disputed fact. Bring evidence that directly establishes the correct information. For example, an ownership document can establish whether you own the property or a particular share, while other official property documentation can establish the area or other characteristics relevant to the assessment.

If the dispute concerns ownership information and you first need to check what is currently registered, see how to get official Property Register information for real estate.

What happens when the tax authority confirms an error?

Current 2026 State Tax Service guidance explains that when a discrepancy is found between the tax authority's information and information confirmed by the taxpayer's original supporting documents, the controlling authority at the taxpayer's place of residence or registration recalculates the tax within 10 working days.

The authority then sends or delivers a new tax notice-decision. The previous tax notice-decision is considered cancelled or withdrawn.

This is important because the outcome is not merely an informal correction of a database entry: a corrected tax liability is reflected through a replacement tax notice-decision.

What if the incorrect assessment is for land tax?

Land tax has its own reconciliation rule in Article 286.5 of the Tax Code. An individual may apply to the controlling authority at the person's place of tax registration or at the location of the land plot, including a land share, to reconcile the information used to calculate the land payment.

The request can be submitted in writing or electronically through electronic communications, subject to the Tax Code's electronic-correspondence requirements.

The land reconciliation can cover the area and number of land plots or land shares in the person's ownership or use, the right to an exemption, the tax rate and the amount assessed, as well as other information specified by Article 286.5.

Can a land-tax reconciliation request be sent online?

Yes. Current State Tax Service guidance states that an individual can send the relevant documents electronically through the Correspondence with the State Tax Service function in the private part of the Electronic Cabinet, using the required electronic authentication.

You can also use the Electronic Cabinet to review tax notices and your settlements with the budget. If you need to check whether an amount has already become tax debt, see how to check your personal tax debt online.

Why the tax rate may differ between Ukrainian municipalities

Tax on real estate other than land is a local tax. The applicable rate is determined by the relevant village, settlement or city council within the limits established by Article 266 of the Tax Code.

This means that a rate used for a property in one municipality should not automatically be assumed to apply to a property elsewhere. When challenging the rate, identify the local-government decision applicable to the property and the relevant tax period rather than relying on a rate from another locality or year.

The reconciliation mechanism expressly allows a taxpayer to ask the State Tax Service to verify the amount of the tax rate used in the assessment.

Check the property and area data used in the calculation

For individual owners, the State Tax Service calculates tax using property information available to it under the Tax Code. Errors in the recorded property, ownership share or total area can therefore change the resulting liability.

Article 266.7.3 expressly permits reconciliation of the residential and non-residential objects and their shares, as well as their total area. If you sold a property, acquired only a share, or believe the area used by the tax authority is wrong, provide documentation establishing the actual legal and property data.

What if the tax authority did not apply your exemption?

The right to use a property-tax exemption is one of the matters that Article 266.7.3 specifically allows you to reconcile.

Do not simply subtract an exemption yourself from the amount stated in an official tax notice. Submit evidence supporting the exemption and ask the tax authority to reconcile the information and issue a corrected assessment where appropriate.

Whether an exemption applies depends on the Tax Code, the type and use of the property and, where relevant, applicable local-government decisions. The reconciliation process does not create an exemption that the law does not provide.

When is an individual's real estate tax normally due?

For an individual, Article 266.10.1 provides that tax on real estate other than land is normally payable within 60 days from delivery of the tax notice-decision.

If you believe the notice is wrong, deal with the discrepancy promptly rather than waiting until the payment period is nearly over. A reconciliation request and a formal administrative appeal are different legal mechanisms and should not be assumed to have identical effects on payment or collection deadlines.

When do you need a formal administrative appeal?

Reconciliation under Article 266.7.3 is designed to correct the data and calculation used for real estate tax. A formal administrative appeal under Article 56 is broader: it challenges a tax notice-decision or another decision of the controlling authority.

The general administrative-appeal period is 10 working days after receipt of the disputed decision. However, Article 56.12 provides a 30-calendar-day period where the controlling authority independently determines a monetary liability for reasons unrelated to a violation of tax legislation. The deadline that applies therefore depends on the legal basis of the particular decision.

Do not assume that asking for reconciliation preserves every separate appeal deadline. If you intend to challenge the decision formally as well as correct its underlying data, check the applicable Article 56 deadline for your notice.

What if you paid the incorrect tax before recalculation?

If the corrected assessment creates an overpayment, the next issue is no longer the calculation itself but the treatment of money already credited to the budget. Ukraine has a separate procedure for returning amounts that were overpaid or paid by mistake.

After the corrected liability is reflected in your tax account, you can use the separate Helpydo guide to claim a refund of overpaid or mistakenly paid taxes where the statutory refund conditions are met.

What should you do before submitting the reconciliation request?

  • Read the tax notice and detailed calculation and identify the exact disputed item.
  • Check the property, ownership share and total area used by the tax authority.
  • Check whether an exemption should apply.
  • Verify the tax rate for the correct municipality and tax period.
  • Collect original documents supporting the correct information.
  • For real estate other than land, submit the written reconciliation request to the authority at your tax address.
  • For land tax, use the permitted written or electronic reconciliation route.
  • Keep the corrected tax notice-decision when one is issued and verify that the previous assessment has been withdrawn.
  • If the disagreement is not resolved and you intend to challenge the tax decision itself, observe the separate administrative-appeal rules and deadlines.

Frequently asked questions

Can I ask the Ukrainian tax authority to recalculate an incorrect property tax bill?

Provide documents that establish the correct information. State Tax Service guidance specifically refers to original supporting documents, including property ownership documents.

How long does recalculation take after a property-tax discrepancy is confirmed?

For real estate tax, current State Tax Service guidance states that the tax authority recalculates the amount within 10 working days and sends or delivers a new tax notice-decision.

What happens to the old tax notice after recalculation?

When a corrected real estate tax notice-decision is issued following confirmed discrepancies, the previous notice is considered cancelled or withdrawn.

Can I challenge an incorrect property tax exemption or rate?

Yes. Article 266.7.3 expressly includes entitlement to an exemption and the tax rate among the information an individual may ask the State Tax Service to reconcile.

Can I reconcile an incorrect land tax assessment online?

How long do individuals have to pay a real estate tax notice?

For tax on real estate other than land, individuals normally have 60 days from delivery of the tax notice-decision.

Is tax reconciliation the same as appealing a tax notice?

No. Reconciliation corrects specified data or calculations under the property-tax rules. A formal administrative appeal under Article 56 challenges the tax authority's decision and has separate procedural deadlines.

What is the deadline for formally appealing a tax notice in Ukraine?

The general administrative appeal period under Article 56.3 is 10 working days after receipt of the disputed decision. Article 56.12 provides 30 calendar days for specified liabilities independently determined by the tax authority for reasons unrelated to a tax-law violation.

What if I already paid the property tax before the assessment was corrected?

First ensure the recalculated liability is reflected in your tax account. If this leaves an overpayment, a separate Tax Code procedure governs refunds of overpaid or mistakenly paid tax.
