How to Verify a Ukrainian Diploma or Education Certificate in EDEBO
Check a Ukrainian diploma or education certificate in the official EDEBO Education Documents Register and request an electronic register extract when formal confirmation is needed.
Helpydo structures practical guidance around official or public sources. For individual cases, confirm requirements with the responsible institution.
You can verify many Ukrainian diplomas and education certificates online in the official EDEBO Education Documents Register. Enter the document type, series and number and the holder's surname and first name exactly as shown on the document; patronymic and date of birth are used where applicable. Matching register information is displayed online immediately. If you need documentary confirmation, the current EDEBO rules also allow an electronic extract from the register: provide the additional requester details and email address and authenticate electronically as prescribed. The extract is sent by email within 5 working days and carries the qualified electronic seal of the register holder. Access to EDEBO register information is free. The Education Documents Register generally contains covered Ukrainian education documents produced from 2000, subject to specific exclusions.
What you need
- For a standard online document check, select the type of education document and enter its series and number exactly as written on the document.
- Enter the document holder's surname and first name exactly as written on the document; enter the patronymic if it appears on the document.
- The holder's date of birth can also be supplied where needed for the search.
- For documents of foreign educational institutions or higher theological education covered through Ukrainian recognition records, use the series and number of the applicable recognition certificate issued by the Ministry of Education and Science where the register requires those details.
- To request an electronic extract rather than only view the result on screen, additionally provide the requester's surname, first name and patronymic where applicable and an email address.
- The request for an electronic extract must use a qualified electronic signature, an advanced electronic signature based on a qualified certificate, or an electronic-identification method permitted by the current EDEBO rules.
Eligibility
Anyone with the required document details can use the public EDEBO Education Documents Register to check whether matching education-document information is recorded. The register covers information on issued documents and duplicates for general secondary, vocational, professional pre-higher and higher education within the categories maintained in EDEBO. The public EDEBO service states that the Education Documents Register generally contains covered documents produced from 2000 onward, with specific exclusions, including information about graduates of military higher and professional pre-higher institutions and military educational units, certain retraining diplomas issued before 2016 and Doctor of Philosophy or Doctor of Arts diplomas issued before 2022. A missing result therefore does not automatically prove that a physical diploma or certificate is false.
How to do it
- Open the official EDEBO Education Documents Register verification service.
- Select the type of diploma, certificate or other education document you want to verify.
- Enter the document's series and number exactly as printed on it.
- Enter the holder's surname and first name in Ukrainian exactly as written in the document. Add the patronymic if it appears on the document and the date of birth where needed.
- Complete the verification check. If the submitted information matches EDEBO, the register displays the available document information immediately on screen.
- If you need documentary confirmation rather than only an on-screen result, choose the electronic register-extract route and provide the additional requester information and email address.
- Authenticate the extract request using a qualified electronic signature, an advanced electronic signature based on a qualified certificate, or another electronic-identification method permitted by the current register rules.
- Submit the request. Under the current EDEBO register regulation, the electronic extract is sent to the specified email address within 5 working days.
- Keep the electronic extract in its original electronic form. It contains the information current in the register when it was generated, the time of generation and the qualified electronic seal of the register holder.
- If the document cannot be found, check the spelling and document details first. If the document should be in EDEBO but is missing, contact the educational institution that issued it or its successor to clarify the underlying EDEBO record.
Which diplomas and certificates can you verify?
The Ministry of Education and Science identifies the EDEBO Education Documents Register as the official register used to verify the authenticity of documents for higher, professional pre-higher, vocational and general secondary education.
The register contains information and data about issued education documents and their duplicates within the categories defined by the EDEBO rules. The public verification service states that it generally contains covered education documents produced from 2000 onward.
There are important exceptions. The public register does not contain information about graduates of military higher or professional pre-higher educational institutions and military educational units. It also identifies exclusions for retraining diplomas for junior specialists and specialists issued before 2016 and Doctor of Philosophy or Doctor of Arts diplomas issued before 2022.
What details do you enter for an EDEBO check?
For the public verification search, enter the information exactly as it appears on the education document. The current EDEBO interface requires the relevant document type and its series and number, together with the holder's surname and first name. The patronymic is entered when it appears on the document, and the holder's date of birth can also be used where required.
EDEBO specifically instructs users to enter the surname, first name, patronymic, series and number according to their spelling on the document. The name fields on the public search form are completed in Ukrainian.
A typo, changed spelling or incorrect series or number can therefore produce a no-result response even when a valid record exists.
How do you check a document immediately online?
Select the document type, enter the required document and holder details, complete the verification control and request information from the register. The current EDEBO service states that information is displayed on screen immediately.
Under the current EDEBO register regulation, when the submitted details match a record, the online service displays the current available information contained in the education document being checked. If the submitted information does not match register data, the service displays a message that information about the education document was not found.
This is a verification service. It does not issue a replacement diploma or modify the education record.
How do you request an electronic EDEBO register extract?
If an employer, educational institution, recognition authority or another recipient needs documentary evidence rather than an on-screen lookup, the current EDEBO rules provide for an electronic extract from the register.
In addition to the document-search information, the extract request includes the requester's surname, first name and patronymic where applicable and an email address. The request is authenticated with a qualified electronic signature, an advanced electronic signature based on a qualified certificate, or an electronic-identification method permitted under the EDEBO regulation.
If the requested document information matches the register, the extract contains the current information recorded for that education document, the time when the extract was generated and the qualified electronic seal of the register holder.
If the submitted information does not match the register, the electronic extract instead records that the relevant information was not found, together with the generation time and the qualified electronic seal.
How long does the extract take and is there a fee?
Access to EDEBO information through its official website is free. The Ministry's EDEBO information page confirms free public access to information that is not protected personal data or otherwise restricted.
The current regulation governing the register states that an electronic extract is sent to the requester's specified email address within 5 working days from receipt of the request.
The public Education Documents Register interface also provides immediate on-screen verification. Do not confuse the immediate search result with the separately generated authenticated electronic extract.
What does the digitally authenticated extract prove?
The extract reports the information that is current in EDEBO on the date it is generated. When a matching education document exists, it contains the available data from that document and records when the extract was formed.
Its qualified electronic seal provides electronic authentication by the register holder. Keep the original electronic file when you need to demonstrate that authentication; a plain screenshot of an online result is not the same thing as the electronically sealed register extract.
The Ministry of Education and Science notes that register information and extracts can be useful when Ukrainian education documents need to be verified for further study or employment abroad. A foreign authority may still impose its own separate requirements for recognition, translation or legalization.
What if EDEBO cannot find the document?
First check that the document type, series, number and the holder's name have been entered exactly as required. A no-result response means the supplied information did not match information available through that register search; it should not automatically be treated as proof that the document is fraudulent.
Coverage limitations matter. The public register generally covers the specified education documents produced from 2000, but the official service lists several exceptions, including military-education records and particular historical diploma categories.
EDEBO's official guidance also explains that if a person's education document exists in the Education Documents Register but is not linked correctly to the person's EDEBO record, the person should contact the institution that issued the document. The institution may need the person's passport, RNOKPP, education document and, where the name has changed, evidence of that change.
What if the issuing institution is in temporarily occupied territory?
EDEBO states that a document issued after 2000 can still be reflected if its information was entered in the Education Documents Register. If a document from an institution now in temporarily occupied territory is missing, official guidance recommends contacting the relocated institution or its legal successor to check the data.
If the institution no longer conducts educational activity in territory controlled by Ukraine and there is no suitable successor route, EDEBO guidance directs the person to the Ministry of Education and Science for further handling.
Verification does not replace a lost diploma or certificate
An EDEBO search or register extract verifies information held in the state education database. It does not create a new physical diploma or certificate.
If a school education certificate has been lost or damaged and you need a replacement document, use the separate procedure to get a duplicate Ukrainian school education certificate.
Verification is different from recognition of a foreign qualification
This procedure concerns checking Ukrainian education-document information recorded in EDEBO. Recognition of a qualification issued by a foreign educational institution is a different administrative process.
If your diploma or qualification was issued abroad and you need it formally recognized for use in Ukraine, see the separate Helpydo procedure on recognizing a foreign education qualification in Ukraine.
Can you see all education information recorded about you?
Yes. EDEBO also provides a separate service called Information about an individual contained in EDEBO. It can show education documents associated with the person's EDEBO record, current student or pupil cards and specified information about studies.
This personal-information service can be useful when you do not know the series or number of an education document. Ministry guidance notes that information obtained through it can then be used to verify a particular document in the Education Documents Register.
The personal service and the public document-verification search solve related but different problems: one retrieves information recorded about you, while the other verifies a specified diploma or certificate using its document details.
What should you check before using the result?
- Enter the document type, series and number exactly as shown on the original document.
- Enter the holder's name according to the spelling required by the EDEBO form.
- Check whether the document falls within the register's historical and institutional coverage.
- Use the immediate on-screen result for a quick check, but request the electronically sealed register extract when documentary confirmation is required.
- Keep the original electronic extract rather than only a screenshot or printout if its electronic authentication matters.
- If a valid document should be present but is missing, contact the issuing institution or its successor to investigate the EDEBO data.
