How to Recognize a Foreign Education Qualification in Ukraine

What does recognition of a foreign qualification do?

Recognition of a foreign education document, historically often called nostrification, is the official process used to determine how a qualification obtained abroad corresponds to Ukraine's education system.

The procedure verifies the authenticity of the document, the status of the foreign institution or programme, the qualification level and the academic and professional rights attached to it. A positive decision confirms the holder's right to rely on the qualification for further education and/or employment within the scope of the decision.

Do you need Ministry recognition or university recognition?

There are two important competent-authority routes. The Ministry of Education and Science of Ukraine can issue a recognition decision for continuing education and/or employment throughout Ukraine. The Ministry's cases are prepared by the state enterprise Information and Image Center, which performs the functions of ENIC Ukraine, the National Information Center for Academic Mobility.

A Ukrainian higher education institution can also recognize a foreign education document when the purpose is admission or continued study at that institution, or appointment to a scientific or scientific-pedagogical position there. That institution's recognition decision applies within the scope established by the recognition rules.

If you need a generally usable recognition result rather than recognition tied to one university, the Ministry route is normally the relevant route.

Which foreign qualifications can be recognized?

The recognition framework covers foreign higher-education qualifications and periods of study and also contains a separate procedure for foreign secondary, vocational and professional education documents.

The education document must contain enough information to establish the qualification, educational level, programme or specialty and the holder's academic and/or professional rights. The competent authority also checks that the issuing institution or programme was officially recognized in the education system of the country concerned.

What documents do you need?

The Ministry's current list requires the following core package regardless of which competent authority performs recognition:

• an application for recognition;
• personal-data processing consent;
• certified copy of the foreign education document and a certified Ukrainian translation;
• certified copy of the diploma supplement, transcript or equivalent curriculum document and a certified Ukrainian translation;
• previous education documents when required;
• identity documents for the holder and applicant where they are different persons;
• additional evidence requested to establish academic or professional rights.

The supplement or equivalent academic record should provide information that allows the qualification to be assessed, such as the mode and duration of study, subjects or course units, hours or credits and academic results.

What if your name is different on the diploma?

If the surname or other identifying details on the foreign qualification differ from your current identity document, include the relevant name-change document. This allows the recognition authority to establish that the education document belongs to the applicant.

Does your diploma need an apostille or legalization?

Foreign education documents and their supplements normally must be officially authenticated in the issuing country. Depending on the country, this may mean an apostille or consular legalization.

An exception can apply where an international agreement between Ukraine and the relevant country removes or modifies the authentication requirement. If a document has not been authenticated in a way that confirms its authenticity, the competent authority can carry out additional verification with the issuing institution or other official bodies.

Can you apply online?

Yes. ENIC Ukraine provides electronic submission through its Personal Cabinet. Applicants create an account, complete an electronic application and attach high-quality scanned copies of their documents.

Under the current electronic procedure, a correctly prepared package can be submitted with a qualified electronic signature. ENIC Ukraine also provides paper and remote-submission options, including courier-based arrangements where applicable.

The ability to start and submit the procedure electronically does not eliminate the authority's right to request original documents or compare electronic copies with originals when verification is necessary.

What does ENIC Ukraine verify?

The recognition procedure can include several separate checks:

1. verification that the education document is authentic and was actually issued;
2. verification that the educational institution, branch and/or programme had the required official status;
3. assessment of the qualification level or period of study;
4. determination of the academic and professional rights provided by the qualification in the issuing country;
5. comparison with the Ukrainian education system and, where necessary, curriculum analysis.

The Ministry or ENIC Ukraine may contact foreign educational institutions, education authorities, accreditation bodies or ENIC-NARIC centers for information required to complete these checks.

How much does foreign qualification recognition cost in 2026?

For Ministry recognition processed through ENIC Ukraine, the current 2026 price list gives the following service options:

• 60 working days: UAH 2,580;
• 30 working days: UAH 3,780;
• 20 working days: UAH 4,230;
• 10 working days: UAH 4,560;
• 5 working days: UAH 4,980.

A mandatory state payment is added: UAH 51 for an individual or UAH 85 for a legal entity.

The service price does not include a comparative curriculum analysis when one is necessary. The current ENIC Ukraine tariff lists curriculum comparison separately at UAH 3,600 for a 30-working-day service or UAH 4,440 for a 10-working-day urgent service. Translation, certification, courier and other optional services can also create separate costs.

Can everyone choose the five-day service?

No. ENIC Ukraine states that the fastest possible accelerated option is determined by specialists after reviewing the document package. The 30-, 20-, 10- and 5-working-day options can be used only where the case does not require steps that make that timeframe impossible, such as certain foreign inquiries or comparative curriculum analysis.

How long does recognition take?

The current ENIC Ukraine service table lists 60 working days for the regular procedure. Faster paid options of 30, 20, 10 and 5 working days are listed for eligible cases.

These periods are not absolute where additional evidence is required. The recognition period may be extended until the authority receives all documents and information necessary to decide the case. This can happen when verification from a foreign institution is pending, a curriculum must be compared, or additional study or competency testing is required.

What if documents are missing or prepared incorrectly?

If the submitted package is incomplete or documents are not prepared correctly, the competent authority may return the package without consideration within 10 working days after registration. The applicant is informed about the shortcomings that need to be corrected.

Preparing certified translations, legalization and the supplement or transcript correctly before submission can therefore prevent avoidable delays.

Can Ukraine require extra study or exams?

Yes. Recognition is based on the actual foreign qualification rather than the title printed on the diploma alone. If the assessment identifies relevant differences, the recognition authority may define additional study, competency testing or other conditions that must be completed before full recognition for the intended academic or professional purpose.

The procedure can therefore last longer when the applicant must complete those additional measures.

What do you receive after recognition?

After a positive nationwide Ministry procedure, the holder receives a Certificate of Recognition of a Foreign Education Document in Ukraine. Ministry recognition confirms the holder's right to rely on the foreign qualification for continuing education and/or employment in Ukraine within the rights established by the recognition decision.

Recognition decisions are registered electronically. The Ministry maintains a unified system for registering recognition certificates issued by competent authorities, allowing their existence to be verified.

Does recognition automatically let you work in every profession?

No. Recognition establishes the status of the foreign education qualification and its academic and professional rights in Ukraine. It does not replace any separate professional authorization, licensing, certification or admission requirement imposed by Ukrainian law for a regulated profession.

Before relying on the recognition certificate for a regulated occupation, check the requirements of the Ukrainian authority responsible for that profession.

What if a refugee cannot provide the full diploma package?

Ukraine has a special recognition framework for refugees and persons requiring additional or temporary protection. The Ministry states that recognition for these applicants can begin even when the person cannot provide the complete standard document package.

Available evidence can include copies of education documents, student records, course descriptions, evidence of informal education and documents proving relevant professional experience. Where the evidence is insufficient, the competent authority may use examinations, tests or interviews to assess the qualification.

Can you appeal a refusal or recognition result?

Yes. If you disagree with the recognition result, you can submit a reasoned request for review to the competent authority that made the decision, together with additional evidence supporting your education programme and qualification.

The Ministry states that the review request must be submitted within three months from registration of the refusal notice or, for a recognition decision being reviewed, from registration of the certificate in the electronic register.

If the original decision was made by a higher education institution and you remain dissatisfied after its review, the case may be submitted to the Ministry of Education and Science under the official appeal procedure.

Common mistakes to avoid

• Assuming that a foreign diploma is automatically equivalent to a Ukrainian qualification because the programme has a similar name.
• Submitting the diploma without its supplement, transcript or sufficient information about the curriculum.
• Failing to obtain the correct apostille or legalization where authentication is required.
• Submitting uncertified Ukrainian translations when certified translations are required.
• Choosing an urgent service before ENIC Ukraine confirms that the case can be processed within that timeframe.
• Assuming the listed processing time cannot be extended when foreign verification or additional assessment is necessary.
• Confusing nationwide Ministry recognition with recognition issued by one university for its own purposes.
• Assuming education recognition automatically satisfies separate licensing rules for a regulated profession.
