How to Deregister Your Place of Residence in Ukraine Without Registering a New Address

When should you use this deregistration procedure?

Use this procedure when you want to be removed from your current declared or registered place of residence in Ukraine without registering a new address at the same time.

This is different from changing your place of residence. If you want to remove the old address and immediately declare a new one, use the separate change-of-residence procedure instead.

The official service is called removal from a declared or registered place of residence. You can access the residence deregistration service on Diia.

Who can use the online Diia service?

The current online service is available if you:

• are 18 years old or older;
• have an RNOKPP, the Ukrainian taxpayer registration number;
• are currently a person who is not liable for military service;
• meet the family-related conditions applied by Diia at the address being removed.

Diia specifically states that the online service requires that children are not left registered at the address without one of their parents as a result of the deregistration.

The rules for children are not identical to the adult procedure. Following changes introduced in 2026, parents can also perform certain child residence deregistration actions online, subject to parental consent requirements. Those cases should be handled according to the child-specific instructions displayed by Diia.

How much does residence deregistration cost in 2026?

The administrative fee for removing a declared or registered place of residence is set by law at 1.5 percent of the subsistence minimum for able-bodied persons established on 1 January of the relevant year.

Ukraine's 2026 State Budget sets that subsistence minimum at UAH 3,328. Therefore, the official fee in 2026 is UAH 49.92. The current Diia service also displays UAH 49.92.

When applying online, the administrative fee is paid during the electronic procedure.

How long does deregistration take?

Diia states that completing the online application itself takes approximately 5 minutes.

The registration authority normally processes the request within one working day. During martial law, Diia warns that the service period may be extended.

What do you need to apply online?

The online procedure relies heavily on information already held in Ukrainian state systems, so you do not normally prepare the same paper document package required for an in-person application.

You should have:

• access to your Diia citizen account;
• your RNOKPP;
• correct personal and residence information in the relevant registers;
• a qualified electronic signature or Diia.Signature;
• a method of paying the administrative fee online.

Check your personal details before submitting. If the underlying register contains incorrect information, resolve or update that information before relying on it in the deregistration application.

How do you deregister your address online?

1. Go to the Diia residence deregistration service.
2. Sign in to your citizen account.
3. Review your personal information.
4. Complete the electronic application.
5. Pay the administrative fee.
6. Sign with a qualified electronic signature or Diia.Signature.
7. Submit the application and wait for the registration authority's decision.

Once approved, your previous declared or registered place of residence is removed from the relevant register.

Can you deregister your residence in person?

Yes. The service is also available through the registration authority for the relevant territorial community and through a Centre for the Provision of Administrative Services, or CNAP.

The official public-services guide identifies the local executive bodies of village, settlement and city councils and CNAPs as places where the procedure can be completed.

For a standard personal application submitted on paper, the current legal framework requires the appropriate application and the person's passport document. Ukrainian citizens who are subject to military registration or are already on military registration must also provide a military registration document in the cases and manner prescribed by the Cabinet of Ministers.

The 2026 amendments to the Cabinet procedure replaced older application forms. Current applications should therefore use the form prescribed by the rules currently in force, rather than a saved copy of an older form.

What if a child is registered at the same address?

Do not assume that removing an adult automatically leaves a child's registration unchanged. Ukrainian rules contain safeguards relating to children and parental consent.

The current Diia adult service requires that deregistration does not leave registered children at the address without one of their parents. Ukraine also expanded the electronic procedure in August 2026 so that a parent can perform certain deregistration actions for a child under 14 online, including obtaining the other parent's consent remotely where required.

For a child aged 14 to 18, consent rules involving the child's parents or other legal representatives apply, subject to statutory exceptions such as certain residence situations in an educational institution's dormitory.

Can a person liable for military service use the online service?

The current Diia service states that its online residence deregistration function is available to persons who are not liable for military service.

This is an online-service restriction and should not be interpreted as a blanket prohibition on residence deregistration. If the Diia service does not accept your application because of military-registration status, use the relevant in-person administrative route and provide the military registration document where required by law.

What if your registered address is in an occupied or combat area?

Diia states that the online residence service may be unavailable for territorial communities located in areas of active hostilities or occupation. Availability depends on the current official list and the operation of the relevant territorial community register.

If the community cannot currently process the service, check the official status of the territory and the availability of the relevant CNAP or registration authority. Online functionality can resume when the community becomes eligible and its systems are operating again.

How can you prove that you were deregistered?

After successful processing, you are removed from the registered or declared place of residence. If you need documentary confirmation, Diia states that you can obtain an extract on your place of residence.

This extract can be used to confirm the current information recorded about your place of residence, including that you are no longer registered at the previous address.

Why can a deregistration application be refused?

The official administrative-service information identifies several possible grounds for refusal, including:

• required documents or information were not provided in full;
• information in the territorial community register does not match the information or documents submitted;
• the application was submitted by a person who is not legally entitled to submit it;
• submitted information is false or a required document is invalid;
• for an applicable foreign national or stateless person, the relevant residence document has expired.

Before applying, make sure your personal information and registered address are correctly recorded. Register mismatches are a common reason an electronic procedure cannot be completed cleanly.

Do you have to register a new address immediately?

No. This service exists specifically to remove the existing registered or declared place of residence without simultaneously adding another address.

If you already know the new address and want both actions handled together, use the Diia change-of-residence service instead. Keeping these two procedures separate avoids submitting the wrong type of application.

What rules govern residence deregistration?

The procedure is governed principally by the Law of Ukraine on public electronic services concerning declaration and registration of place of residence and the Cabinet of Ministers procedure established under Resolution No. 265 of 7 February 2022.

The Cabinet amended that procedure substantially in 2026 through Resolution No. 648 of 13 May 2026. The amendments entered into force on 30 May 2026 and updated, among other things, the application forms and rules used for residence registration and deregistration.
